
New administrative urban center
After many years working in Japan, Nguyen Van Hung from Thuy Nguyen ward finally had the opportunity to return home with his family to celebrate Tet (Lunar New Year). Hung was amazed by the rapid changes in his hometown.
"Every time I come back, I see my hometown changing, but in recent years, the changes have been even more significant. Roads have been widened, more and more high-rise buildings are appearing, and the Political -Administrative Center by the river clearly marks the beginning of a modern, dynamic new city," Hung shared.
The North Cấm River New Urban Area has been identified as one of three breakthrough urban development directions according to the city's master plan. Along Do Muoi Street, the central boulevard of the area, a series of key projects have been and are being completed, creating a new urban landscape.

Most notably, the City Political-Administrative Center and the Conference-Performance Center stand out. These two projects were inaugurated and put into use on the occasion of the 70th anniversary of the liberation of Hai Phong (May 13, 1955 - May 13, 2025), marking a significant shift in the city's urban spatial organization and administrative management. With their modern architecture and large scale, these are not only workplaces for Party and government agencies but also symbols of the new stature of the port city.
In 2016, the Prime Minister approved the investment plan for the North Cam River New Urban Area Infrastructure Construction Project, covering over 300 hectares with a total investment of nearly 10,000 billion VND. The project includes land clearance, main transportation infrastructure, and integrated technical infrastructure, including the Hoang Van Thu Bridge, Do Muoi Street, and many other urban infrastructure projects.

The area north of the Cấm River is witnessing strong participation from major investors. The Vietnam-Singapore Industrial Park and Urban Development Joint Stock Company (VSIP Hai Phong) is expanding its urban development alongside the industrial park, following a green and modern model. New urban areas developed by corporations such as Nam Long and Hoàng Huy are gradually taking shape, supplementing the supply of high-quality housing, services, and commercial facilities in the area north of the Cấm River.
Notably, at the end of 2025, DOJI Group commenced construction on a 41-story building complex and plans to develop a tower of approximately 75 stories in the North of Cấm River urban area. These are considered architectural highlights, contributing to shaping a new look for the future central area of the urban district.
According to representatives from the Department of Construction, the technical infrastructure of the North Cam River urban area, covering over 300 hectares, is basically complete, creating an important foundation for attracting secondary investment projects. The city's consistent approach is to develop the urban area in a comprehensive manner, prioritizing quality living and working spaces over quantity.
Riverside urban vision

The revised Hai Phong city planning until 2030, with a vision to 2050, opens up a long-term development future for the North Cam River urban area. Accordingly, in the period 2021-2030, with a vision to 2050, this area is identified as the new political and administrative center of the city, and also as the nucleus of urban development along the Cam River.

This orientation goes beyond simply locating government offices; it also aims to create a comprehensive urban area, integrating administration, commerce, services, culture, public spaces, and riverside ecological landscapes. The Cấm River axis is designated as the central landscape axis, connecting the new urban area with the existing urban area to the south, creating balance and spatial connectivity for development.
According to Deputy Director of the Department of Construction Nguyen Hoang Linh, the development of the North Cam River urban area is linked to the overall planning to expand urban space, reduce pressure on the old inner city area, and create new growth drivers for the city in the long term. Projects in this area strictly adhere to the planning, ensuring a balance between economic development and quality of life.

The plan also identifies the North Cam River urban area as a crucial link in Hai Phong's economic development quadrilateral, connecting with major economic zones such as Dinh Vu - Cat Hai, the southern coastal economic zone, and the northern part of the city. The transportation system continues to receive investment, from main arterial roads and bridges across the Cam River to connections with expressways and the logistics network.
The plan also aims to develop iconic high-rise buildings while simultaneously allocating land for green spaces, water features, and public areas, in order to create a modern city that retains the ecological identity of a riverside urban area.
With that scale, the North Cam River New Urban Area is a testament to Hai Phong's determination and vision in its journey to becoming a modern, dynamic, civilized, and livable industrial city.
