Established on July 16, 1964, and located in Bai Chay ward (Ha Long City), throughout its 60-year journey of development and growth, the 22nd Ha Long Rehabilitation and Nursing Unit has always focused on implementing comprehensive and synchronized public relations work, adapting to practical realities, creating a positive social impact, and having a wide-ranging influence. Through this, it has contributed to strengthening military-civilian solidarity and building a solid foundation of public support in the area.
Lieutenant Colonel Vu Trong Luu, Political Officer of the 22nd Ha Long Convalescent and Rehabilitation Unit, stated: "Over the years, under the leadership and guidance of the Standing Committee of the Party Committee and the Head of the Political Department of the Navy, and with the attention and assistance of local Party committees, authorities, and political and social organizations in the area where we are stationed, the 22nd Ha Long Convalescent and Rehabilitation Unit has thoroughly implemented the resolutions and guidelines of higher authorities on continuing to innovate and strengthen mass mobilization work in the new situation. Monthly and quarterly, Party committees and commanders at all levels regularly issue resolutions leading mass mobilization work with specific policies, measures, targets, and requirements that are relevant and appropriate to the unit's reality in each task and each period."
The unit has done a good job of thoroughly educating officers, soldiers, and professional military personnel, especially those in civilian affairs teams, on the viewpoints, policies, and content of civilian affairs work. Along with that, it has regularly strengthened and reorganized civilian affairs teams and individual soldiers, ensuring the selection of comrades with the political qualities and work style that meet the requirements of the task.
With a strong focus on grassroots initiatives, the 22nd Ha Long Rehabilitation and Nursing Unit has implemented its community outreach work through diverse, rich, and flexible methods. The unit prioritizes coordination and exchange with local authorities to understand the overall situation regarding politics, economics , culture, security, and national defense, especially criminal activities and religious activities. This allows for timely detection and notification to local authorities to promptly address and resolve issues related to public order and security, including illegal proselytization; contributing to the creation of a clean and safe environment. Simultaneously, it collaborates in promoting and encouraging local people to effectively implement the Party and State's guidelines, policies, and laws, fostering social consensus and strengthening national unity.
Through close and effective coordination with the Ha Long City Party Committee and People's Committee, and directly and regularly with the Party Committee and People's Committee of Bai Chay Ward, the unit is always ready with personnel and equipment to participate in search and rescue operations, fire prevention and control, and forest fire prevention when incidents occur, as well as providing human and material resources for the province to organize local political events when requested. From 2019 to the present, the unit has carried out many activities that have been recognized and highly appreciated by the local Party committee and government. Notable examples include receiving 195 Vietnamese citizens returning from Japan for centralized medical quarantine at the unit during the Covid-19 pandemic, ensuring safety in all aspects; participating in the rescue of the Bell 505 aircraft that crashed in Ha Long Bay; and participating in the rescue of 4 workers whose camp was destroyed by landslides while working at Group 8, Area 4, Bai Chay Ward...
During this period, the 22nd Ha Long Nursing and Rehabilitation Unit consistently maintained solidarity with local Party committees, authorities, and people, effectively carrying out policy work in general and the "Gratitude and Repayment" movement in particular; participating effectively in movements such as: "The Army joins hands in building new rural areas"; "The Army joins hands for the poor - leaving no one behind". The unit coordinated the construction and handover of 2 solidarity houses and 1 house of gratitude to meritorious people in Van Yen district (Yen Bai province); sponsored a child of a fisherman with particularly difficult circumstances in Hamlet 9, Ha Long commune, Van Don district until the child reaches 18 years old. In addition, it participated in helping Ky Thuong and Bang Ca communes (Ha Long City) build 720m of inter-village roads; participated with Bai Chay ward in planting 18 hectares of forest; donated nearly 28 million VND to the gratitude and repayment fund and nearly 24 million VND to the disaster prevention fund. They contributed hundreds of man-days and dozens of boat trips to clean up plastic waste in Ha Long Bay...
It can be said that the mass mobilization activities of the 22nd Ha Long Convalescent and Rehabilitation Unit have contributed to enhancing the noble image of Uncle Ho's soldiers in the hearts of the people of all ethnic groups in Quang Ninh province, contributing to building a clean and strong Party Committee of the 22nd Ha Long Convalescent and Rehabilitation Unit, and a comprehensively strong unit that is an "exemplary model".
