In 2024, Binh Thuan achieved outstanding results in mass mobilization work, affirming the crucial role of mobilizing the people's strength to build and develop the homeland. In the context of reform and integration, mass mobilization work is not only a political task but also a foundation for connecting the government and the people, creating a combined strength to drive sustainable development in Binh Thuan.
Platform for connecting the people's strength
According to the assessment of the Provincial Party Standing Committee, in 2024, all levels, sectors, and localities focused on leading, directing, and implementing mass mobilization work quite well in various fields, in conjunction with the implementation of assigned tasks, and seriously adhering to Regulation No. 06 of the Provincial Party Standing Committee on mass mobilization work of the provincial political system. Along with that, all levels, sectors, and localities concentrated their efforts on directing and implementing mass mobilization work, grassroots democracy regulations, and administrative reform in line with the Provincial Party Committee's theme for 2024, "Improving the competitiveness and satisfaction of people and businesses," while also focusing on effectively implementing "Skilled Mass Mobilization" models for the 2021-2025 period.
In administrative reform efforts, departments, agencies, and localities have reviewed, evaluated, and proposed shortening administrative procedures, improving competitiveness, enhancing citizen and business satisfaction, and improving administrative reform indicators according to their assigned functions and tasks. They have maintained the process of receiving, resolving, and returning results of administrative procedures to organizations and individuals through the Provincial Public Administration Center and the one-stop service departments at the district and commune levels. Through this, 100% of administrative procedures have been publicly updated on the national database and linked to the websites of agencies and localities...
In addition, Party committees and authorities at all levels paid attention to understanding the situation and resolving the legitimate concerns and aspirations of the people, and caring for their material and spiritual lives; visiting, congratulating, and encouraging organizations, religious leaders, and people of various religions and ethnic groups on the occasion of their holidays and festivals. The reception of citizens, direct dialogue with the people, and handling of feedback and suggestions in accordance with Regulation No. 11 of the Politburo were carried out by the heads of Party committees at all levels in accordance with regulations. During the year, 140 dialogues were organized between the heads of Party committees and authorities and the people; Party secretaries at all levels held 301 regular meetings with 314 citizens. Through these meetings, feedback was received and guidance was given on reviewing long-standing "suspended" planning projects that caused frustration and affected people's lives...
The Vietnam Fatherland Front and political and social organizations at all levels have focused on strengthening propaganda work, launching and mobilizing members, affiliates, and all strata of the people to actively participate in vibrant and widespread emulation movements, achieving accomplishments to celebrate major national and provincial holidays, in conjunction with effectively implementing the "Skilled Mass Mobilization" emulation movement through concrete and practical actions. In 2024, they organized visits and presented over 395,000 gifts, 1,000 scholarships, and supported the construction and repair of 305 houses for policy beneficiary families and members in difficult circumstances... with a total value of 165.34 billion VND...
Continue to innovate in mass mobilization work.
Recognizing that mass mobilization work not only contributes to strengthening the people's trust in the Party and government but also becomes an important driving force for promoting socio-economic development and maintaining national security and defense, the Provincial Party Standing Committee will focus on directing Party committees, Party organizations, and mass mobilization departments at all levels to advise on and implement specific solutions that are appropriate to the actual situation of each locality and unit. This aims to improve the quality and effectiveness of mass mobilization work within the political system in the new situation, and in the implementation of key projects and programs of the province and localities. It also aims to leverage the strength of national unity, strengthen and maintain the people's trust in the Party; and build a team of cadres and Party members, especially the heads of agencies and units, who are truly exemplary, contributing to building an increasingly clean and strong political system.
In this regard, the Provincial Party Standing Committee will focus on directing the system of Mass Mobilization Committees, the Vietnam Fatherland Front, and political and social organizations at all levels to streamline their organizational structures in accordance with the directives of the Central Government and the province. At the same time, they will proactively coordinate and monitor the situation of members, the people, and complex issues related to ethnic and religious affairs, especially before, during, and after Party congresses at all levels; and promptly advise competent authorities to consider and direct the resolution of these issues.
In parallel, we will promote and mobilize the people to effectively implement the Party's guidelines and policies, and the State's laws; implement the policy of reforming and streamlining the administrative apparatus and political system; implement the rearrangement of commune-level administrative units in the province; launch a vibrant emulation movement to achieve accomplishments in chào mừng the commemoration of major holidays of the homeland and the country, the 15th Provincial Party Congress, and the upcoming 14th National Party Congress, term 2025-2030, in conjunction with organizing activities to commemorate the 95th anniversary of the Party's tradition of mass mobilization work (October 15, 1930 - October 15, 2025). We will participate in implementing the Provincial Party Committee's theme for 2025 on "Successfully organizing Party Congresses at all levels; streamlining the organizational apparatus for efficient, effective, and effective operation." Simultaneously, the leadership will direct Party committees at all levels to effectively implement ethnic and religious affairs; and effectively carry out twinning programs between provincial and district-level agencies and units with purely ethnic minority communes and villages with mixed ethnic minority populations...
With specific tasks and solutions, we believe that in the future, with the concerted efforts of the entire political system and the people, Binh Thuan will continue to move forward steadily, becoming a model for promoting the strength of unity and the role of mass mobilization in building a prosperous, beautiful, and civilized homeland.
