Putting all efforts into the '100-day intensive campaign'

QTO - Investing in the construction of multi-level boarding schools in land border areas is a major policy with profound strategic significance for education and social welfare, while also contributing to maintaining national sovereignty and ensuring national defense and security. In Quang Tri, the "100-Day Intensive Campaign" is being intensified across four project sites, demonstrating the high determination of the entire political system to bring the projects to completion on schedule.

Accelerating progress on construction sites in mountainous regions.

In accordance with Prime Minister's Directive No. 42/CĐ-TTg dated May 23, 2026, Quang Tri province is urgently implementing four boarding school projects for primary and secondary schools in the communes of Dan Hoa, Huong Phung, Thuong Trach, and Dakrong. The requirement is to closely monitor progress daily and weekly, mobilizing all available resources to ensure the projects are completed on schedule.

According to the report of the Provincial Investment and Construction Project Management Board, as of May 25, 2026, the on-site progress of the projects is accelerating. Leading the way is the Huong Phung Primary and Secondary Boarding School project with an estimated construction volume of 45% of the contract value. Following closely behind is the project in Dakrong at 37%. The two projects in Dan Hoa and Thuong Trach currently both have reached 35% of the construction volume.

To meet the stringent time requirements, contractors mobilized a large workforce to remain on the construction site continuously. Specifically, the Huong Phung project maintained an average of 260 people/day, Dan Hoa approximately 250 people/day, Dakrong 190 people/day, and Thuong Trach 180 people/day.

Directly supervising the Dan Hoa project site, Mr. Le Duy Linh, Head of the Consulting Services Department, Quang Tri Provincial Investment and Construction Project Management Board, said: "The unit has focused resources on the site and closely coordinated with the contractor to accelerate progress as directed by the Provincial Party Committee and the Provincial People's Committee. Specifically, regarding material supply, the contractor is required to ensure the full and timely supply of materials for the construction of the project components. Regarding manpower, the contractor has mobilized additional workers from other provinces. Currently, the number of workers has been increased as directed by the Provincial Party Secretary during the '100-Day High-Intensity Campaign'. The contractor has added approximately 90-100 workers."

Identify challenges and overcome them flexibly.

Implementing large-scale projects in border areas and rugged mountainous terrain presents construction units with a number of unique challenges. Each project encounters a distinct problem related to natural conditions. In Dan Hoa, during excavation and leveling, the contractor discovered many locations with large quantities of hard rock, disrupting the handover of the construction site. In Huong Phung, weak soil conditions combined with prolonged rainfall caused subsidence and landslides, seriously hindering the transportation of equipment and materials.

Meanwhile, the Dakrong Boarding School project faced significant challenges in its initial stages, as the construction site only had single-phase electricity, insufficient to power the construction machinery. To overcome this, the contractor had to use temporary generators and later proactively invested in a three-phase transformer station to ensure a reliable power supply for overtime work and nighttime lighting. For the Thuong Trach project, the complex mountainous terrain resulted in long transportation distances for materials from the provincial center to the border, increasing both costs and transportation time.

In addition, all four projects faced difficulties due to a shortage of skilled labor and volatile prices of materials and fuel on the market. To cope with the harsh summer weather in Central Vietnam, the construction units had to adjust their work strategies.

Sharing about the organization of labor, Mr. Le Van Khanh, the project manager of the Dan Hoa Primary and Secondary Boarding School, said: "At the construction site, we will arrange for overtime work, for example, working a few extra hours at night to speed up progress. To cope with harsh weather conditions, the unit has arranged suitable working hours: working early and finishing early in the morning, working late and finishing late in the afternoon, ensuring the health of the workers."

Entering the fray with determination.

To overcome material shortages, construction units have made efforts to expand their search, establishing links with various suppliers and concrete mixing plants to ensure an uninterrupted supply chain. In addition, suitable tasks such as material processing and steel reinforcement are being carried out at night to compensate for lost time.

On the investor's side, the Project Management Board and the supervisory consulting team are continuously monitoring the construction site, providing timely support to contractors, and resolving any arising issues on the spot.

Assessing the overall picture and macro-level solutions, Mr. Nguyen Thanh Binh, Director of the Quang Tri Provincial Investment and Construction Project Management Board, reported: Currently, capital disbursement is being closely monitored, reaching 32.6%-49.6% of the plan depending on the project. However, given the fluctuating prices, the Provincial Investment and Construction Project Management Board has requested the Provincial Party Committee and the Provincial People's Committee to direct relevant departments to strengthen control and stabilize fuel and construction material prices to support contractors.

It is clear that the "100-Day Intensive Campaign" was not simply a race against time, but also a measure of the resilience and determination of the government and construction workers in the war-torn land of Quang Tri. With unity and decisive action to overcome all obstacles, it is believed that the projects will soon be completed, providing a modern and spacious learning environment, and helping thousands of students in the remote mountainous border region realize their dreams.
