Innovating Party building work from the grassroots level.

QTO - Following the merger, and with the increasing demands for building a political system at the grassroots level, the Dong Trach Commune Party Committee has focused on innovating Party building work in a practical and realistic direction. From developing Party members and implementing electronic Party member handbooks to building Party organizations in businesses, many new approaches are creating clear changes in this rural area.

Proactively generate resources.

Recognizing that developing Party members is a key task to enhance the leadership capacity and fighting strength of the Party organization, the Dong Trach Commune Party Committee has focused on implementing many comprehensive solutions to create a pool of outstanding individuals and cultivate talent. The commune has issued a Party Member Development Plan for the period 2026-2030, setting a target of admitting at least 175 new Party members throughout the term. On average, at least 35 new Party members will be admitted each year; the goal is to ensure that by 2030, 100% of village Party branches will have admitted new Party members.

To achieve that goal, Dong Trach proactively reviewed the mass resources from the grassroots level, especially youth union members, outstanding association members, militia forces, young people preparing for military service, owners of economic models, and workers in private enterprises. Party branches were assigned specific targets, using the results of party member development as a criterion for evaluating and ranking party organizations annually.

The plan of the commune Party Committee clearly states that the recruitment of Party members must ensure compliance with standards and conditions; new Party members must possess strong political convictions, impeccable morals, and correct motivations for striving for advancement. As a result, the work of developing Party members has seen many positive changes.

During the 2021-2025 term, the entire Party Committee admitted 155 new members. To date, the commune's Party Committee has over 1,300 members; in the first five months of 2026 alone, 19 new members were admitted, exceeding half of the annual target. The commune's Party Committee also focuses on political and ideological education for young Party members. Training courses on Party awareness are organized seriously and are closely linked to practical requirements at the grassroots level.

At the village Party branches, the process of recruiting new members is being implemented more systematically than before. Many branches have proactively identified individuals who are active in community activities to nurture and test them. Many young people, after participating in volunteer activities, assisting people with online public services, participating in environmental protection, or building new rural areas, have clearly matured and become important sources for Party development.

According to Mr. Duong Minh Phuong, Secretary of the Trung Thuan Village Party Branch, the branch always prioritizes improving the quality of its party membership, not just quantity. In 2025, the branch admitted five new members and is currently finalizing the paperwork to admit two more outstanding individuals. Mr. Phuong noted that the quality of party members is steadily improving, with many young members holding college or university degrees, being dynamic, enthusiastic, and actively participating in local movements.

"We recognize that this is a crucial successor force for building increasingly strong Party branches, meeting the requirements of the tasks in the new phase," Mr. Phuong emphasized.

Strong innovation

Given the large geographical area, the high number of Party members, and the fact that many members work far from home, the application of digital platforms is considered a solution to improve the efficiency of management, administration, and Party activities. The Dong Trach Commune Party Committee has implemented the updating of Party member data on the Party Member Data Management Software 3.0; and simultaneously guided the Party branches to distribute electronic Party member handbooks to each member.

To date, 390 out of 1,098 Party members in the entire Party Committee have been conducting Party activities using the electronic Party member handbook. While this number is not yet very large, it shows a clear change in the thinking and working methods of grassroots Party organizations. For many older Party members in coastal rural areas, accessing the digital platform was initially not easy. Therefore, the commune Party Committee assigned Party branches and youth union members to directly guide Party members in installing and using the application.

The implementation of the electronic Party member handbook not only helps reduce administrative paperwork but also contributes to innovating Party activities in a more flexible and modern direction. Many documents, resolutions, and announcements are quickly transmitted to Party members. Updating information and managing records is also more convenient than before. This is also considered an important step for Dong Trach to achieve the goal of digital transformation in the activities of Party agencies, aiming to build Party organizations that adapt to new requirements.

While previously, Party organization building was mainly concentrated in residential areas, schools, and administrative agencies, Dong Trach is now focusing more strongly on the private sector. The locality has determined that developing Party organizations in enterprises not only aims to expand the Party's leadership role but also contributes to building a stable and sustainable production and business environment.

Currently, Dong Trach commune has many production and business establishments operating in the fields of seafood processing, trade, services, and small-scale handicraft production. In 2025 alone, the locality saw the establishment of 123 new business households with a total registered capital of approximately 37 billion VND. This is considered a potential environment for the development of Party organizations and Party members. Based on this reality, the commune's Party Committee focuses on reviewing young workers, business owners, and reputable production and business households to create a source for Party development. Dong Trach is also gradually orienting itself towards building Party organizations within eligible businesses.

According to Nguyen Trong Tuyen, Secretary of the Dong Trach Commune Party Committee, after the merger, the large workload, wide geographical area, and increasingly demanding tasks have placed significant pressure on grassroots Party building. However, the commune Party Committee has determined that to effectively carry out political tasks, it is essential to first build a truly strong Party organization, innovate leadership methods, and improve the quality of cadres and Party members. The commune Party Committee also regularly emphasizes improving the leadership capacity of cadres and Party members in the direction of constructive, service-oriented leadership that is close to the people and practical.

According to Mr. Tuyen, in recent times, Dong Trach commune has focused on key tasks such as developing Party members, improving the quality of Party branch activities associated with digital transformation, and gradually building Party organizations in businesses and economic models.

“We believe that Party development should not only focus on increasing the number of members but, more importantly, on improving the quality of Party members, especially young, qualified individuals with a desire to contribute. Along with that, we will innovate Party activities towards a more flexible and modern approach to suit current requirements. In the coming time, the Party Committee of Dong Trach commune will continue to promote the exemplary role of cadres and Party members, building an increasingly strong political system to meet the demands of the new era,” affirmed the Secretary of the Party Committee of Dong Trach commune.
