With a sense of responsibility, exemplary conduct, and a willingness to think outside the box, take on new and challenging tasks, many officials and Party members in Khanh Trung commune (Yen Khanh district) have been dynamic and creative in performing their duties, undertaking new and difficult tasks, and contributing to the socio -economic development of the locality.

Comrade Pham Duc Huu, Chairman of the People's Committee of Khanh Trung commune, said: Identifying administrative reform as a key and continuous task, for many years, Khanh Trung commune has required each official and Party member to uphold a high sense of responsibility in performing their duties. In 2023, implementing the Provincial Party Committee's theme for the year, "Maintaining discipline, strengthening responsibility, innovating, creating, and achieving tangible results," and the Yen Khanh District Party Committee's theme, "Strengthening discipline and order, determined to build the district to achieve advanced new rural standards," the Party Committee and People's Committee of Khanh Trung commune have concretized these into key tasks, focusing on strengthening discipline and order, promoting administrative procedure reform, and fostering a spirit of daring to think, daring to act, innovating, and creating to create breakthroughs in administrative reform in particular and socio-economic development in general.

Accordingly, to strengthen discipline and order, Khanh Trung commune has maintained a self-inspection system for specialized departments under the Commune People's Committee, thereby promptly correcting and reminding officials and civil servants who have not complied well with regulations. As a result, the spirit, attitude, and responsibility of civil servants in interacting with and resolving people's requests have improved. With a spirit of innovation and creativity, Khanh Trung commune has always been a leading unit in the district in applying information technology to resolve administrative procedures. 100% of commune officials and civil servants have become proficient in transferring and receiving documents on the I-Office document management system and official email. In addition, the Commune People's Committee has pioneered innovation in administrative reform by posting the list of administrative procedures in QR code format, making it convenient for people to look up information and meeting the requirements of digital transformation in the current period.

The implementation of QR code scanning for administrative procedures has received positive feedback from the public. Mr. Pham Van Loc, from Hamlet 4, Khanh Trung Commune, shared: "Instead of having to look up administrative procedures using paper documents, which is time-consuming and prone to errors, now with a smartphone, I can simply scan a QR code to access a complete list of administrative procedures in all fields. I find this to be a good solution in implementing administrative procedure reform and it should be widely adopted."

Mr. Bui Duc Thuc, a civil servant at the Khanh Trung Commune People's Committee Office, said: "With its outstanding benefits, QR codes are gradually becoming a trend in supporting the resolution of administrative procedures. After only a short time of implementation, people are very enthusiastic and proactively access and search using QR codes. The number of people interested in and accessing QR codes is increasing. Applying information technology to list administrative procedures in QR code format is a new thing. The initial effectiveness of this work has helped me and other civil servants in the commune's one-stop service department to be more confident in handling new and difficult tasks."

The simplified work process has helped shorten the time it takes to process administrative procedures for citizens. In 2023, the People's Committee of Khanh Trung commune implemented 58 complete administrative procedures and 73 partial administrative procedures, with the rate of online processing reaching over 90%. This unit also ranked first in the entire district in the administrative reform index in 2022.

As a predominantly agricultural commune, Khanh Trung has consistently upheld the pioneering and exemplary spirit of its officials, civil servants, and leaders of associations and organizations in innovation and creativity, applying many new models and effective methods to increase productivity and income for farmers. A prime example is the initiative to cultivate Japanese cucumbers without trellises on double-cropped rice land during the winter season, implemented by the Commune's Fatherland Front Committee in coordination with various associations and organizations. This has helped save costs, reduce labor days, and increase income for farmers.

Mr. Pham Van Sy, Chairman of the Fatherland Front Committee of Khanh Trung commune, said: "Winter crop production faces many difficulties due to weather and pest infestations, so the yield is often not high. To overcome this problem, and in line with the spirit of innovation and creativity in performing our duties, we have actively researched and learned from good models and innovative methods in other localities to study and apply. Through learning, we found that growing pumpkin and bean plants without trellises in some northern provinces and cities has been quite effective, so we decided to put it into trial. Along with pumpkin and bean plants, the officials here also decided to grow Japanese cucumbers. Applying this initiative has helped the crops avoid cold weather and increased income fourfold compared to the conventional trellis method. After a trial period, the entire commune now has over 30 hectares of Japanese cucumbers grown without trellises." Each winter season, this crop yields 5-7 quintals per sao (approximately 1000 square meters), generating an income of over 10 million VND per sao.

Mr. Tran Van Huy from Hamlet 12, Khanh Trung Commune, happily stated: "The dynamism, boldness, and pioneering spirit of the commune's officials and civil servants in emulation movements have truly spread to the people. When officials and Party members take the lead, we also take them as role models and actively learn from them. In the winter crop fields of Hamlet 12, there are not only model vegetable plots of the commune's officials and civil servants but also many plots of vegetables of local farmers. New models and effective methods in winter crop production have yielded quite high productivity, increasing people's income. Developing a three-crop economy has become a common emulation movement among the people in the hamlet and the commune."

By strengthening their responsibilities and constantly innovating, cadres and Party members in Khanh Trung commune are also at the forefront of building, testing, and replicating many effective agricultural production models that bring high economic value. Currently, the entire commune has 500 hectares of land producing organically, combined with high-quality rice cultivation, applying advanced and modern production methods.

Innovation and creativity in the performance of tasks by officials and Party members in Khanh Trung commune have been yielding practical results, creating a vibrant and widespread emulation movement. Khanh Trung commune is also a model unit in the district in implementing the annual work theme of the Provincial Party Committee and the Yen Khanh District Party Committee.
