In 2023, implementing the annual working theme of the Provincial Party Committee "Maintaining discipline, enhancing responsibility, innovation, creativity, and real efficiency" and of Yen Khanh District Party Committee "Strengthening discipline, order, and determination to build a district that meets advanced new rural standards", the Party Committee and People's Committee of Khanh Trung Commune have concretized the tasks, focusing on strengthening discipline, order, promoting administrative procedure reform (TTHC) and promoting the spirit of daring to think, daring to do, innovation, and creativity to create breakthroughs in administrative reform in particular and socio-economic development in general.

Accordingly, in order to strengthen discipline, Khanh Trung commune has maintained a self-inspection regime for specialized departments under the People's Committee, thereby promptly correcting and reminding cadres and civil servants who have not complied well with the rules and regulations. Thanks to that, the spirit, attitude and responsibility of civil servants in contacting and resolving people's requests have been raised. With the spirit of innovation and creativity, Khanh Trung commune is always the leading unit of the district in applying information technology to resolve administrative procedures. 100% of commune cadres and civil servants have proficiently transferred and received documents on the I-Office document management system; Official email. Along with that, the People's Committee has pioneered innovation and creativity in administrative reform by posting a list of administrative procedures in the form of QR CODE, creating convenience for people to look up, meeting the requirements of digital transformation in the current period.

The implementation of QR code scanning when performing administrative procedures has received positive reviews from the people. Mr. Pham Van Loc, Hamlet 4, Khanh Trung Commune shared: Instead of having to look up administrative procedures in paper documents, which is time-consuming and prone to confusion, now with a smartphone, I only need to scan the QR code to be able to fully refer to the list of administrative procedures in all fields. I find this to be one of the good solutions in implementing administrative procedure reform and needs to be widely replicated.

Mr. Bui Duc Thuc, an official of Khanh Trung Commune People's Committee Office, said: With its outstanding benefits, QR CODE is gradually becoming a trend applied in the process of supporting the settlement of administrative procedures. After a short time of implementation, people are very excited and proactively access and look up with QR codes. The number of people interested in and accessing QR CODE is increasing day by day. Applying information technology to post the list of administrative procedures in the form of QR CODE is a new thing. The initial effectiveness of this work has helped me as well as the civil servants of the commune's one-stop department to be more confident in taking on new and difficult tasks.

The simplified work process has helped shorten the time to resolve administrative procedures for citizens. In 2023, Khanh Trung Commune People's Committee implemented 58 full administrative procedures, 73 partial administrative procedures, the rate of online settlement records reached over 90%. This is also the leading unit in the district in terms of administrative reform index in 2022.

With the characteristics of a purely agricultural commune, Khanh Trung commune has thoroughly grasped the pioneering and exemplary spirit of the cadres, civil servants, leaders of Associations and unions in innovation, creativity, applying many new models and effective methods to increase productivity and income for farmers. Typically, the initiative of planting non-climbing Japanese cucumbers on winter-spring rice land, implemented by the Commune Fatherland Front Committee in coordination with Associations and unions, has helped save costs, reduce working days, and increase income for farmers.

Mr. Pham Van Sy, Chairman of the Fatherland Front Committee of Khanh Trung commune, said: Winter crop production faces many difficulties due to the influence of weather and pests, so the efficiency is often not high. To overcome this problem, to thoroughly implement the spirit of innovation and creativity in performing tasks, we have actively researched and learned good models and creative methods in localities to study and apply. Through learning, we realized that growing bean squash without using a trellis in some northern provinces and cities has been quite effective, so we decided to put it into trial. Along with bean squash, the cadres here also decided to grow Japanese cucumbers. Applying this initiative has helped the plants avoid the cold, increasing income 4 times compared to the method of using a conventional trellis. After a trial period, up to now, the whole commune has over 30 hectares of Japanese cucumbers grown without trellis. Each winter crop, this plant yields from 5 to 7 quintals/sao, with income reaching over 10 million VND/sao.

Mr. Tran Van Huy in village 12, Khanh Trung commune excitedly said: The dynamism, daring to think, daring to do, and pioneering spirit in emulation movements of cadres and civil servants in the commune have really spread to the masses. When cadres and party members take the lead, we also take that as an example and actively learn. In the winter crop field of village 12, there are not only vegetable beds as examples of cadres and civil servants of the commune but also many vegetable beds of local farmers. New models and effective methods in winter crop production have brought quite high productivity, increasing income for people. Developing a 3-crop economy has become a common emulation movement of people in the village and commune.

Strengthening responsibility and constantly innovating, cadres and party members in Khanh Trung commune are also the pioneers in building, testing and replicating many effective agricultural production models, bringing high economic value. Currently, the whole commune has 500 hectares of organic production associated with high-quality rice cultivation, applying advanced and modern production methods.

Innovation and creativity in performing tasks of cadres and party members of Khanh Trung commune have brought about practical results, creating a vibrant and widespread emulation movement. Khanh Trung commune is also a typical unit of the district in implementing the annual working theme of the Provincial Party Committee and Yen Khanh District Party Committee.
