On the evening of December 13th, speaking at the Vietnam Techfest 2025 (Vietnam Creative Startup Festival 2025) with the theme "Creative Startups for the Whole Nation - A New Driving Force for Growth," Prime Minister Pham Minh Chinh stated that science and technology, innovation, digital transformation, and green transformation will enable Vietnam to become a developed country with high income, rapid and sustainable development.
The head of government emphasized that entrepreneurship and innovation are an inevitable and objective trend, a strategic choice, and a top priority in investment.
At the same time, it is the key to unlocking breakthrough development for businesses and is an important driving force for rapid and sustainable economic development of countries, especially in the era of the Fourth Industrial Revolution, according to the Prime Minister.

The Prime Minister clearly stated the goal of building a nation of startups and innovation based on advanced technology, a transparent institutional framework, seamless infrastructure, smart governance and human resources; developing an independent, self-reliant economy that is deeply, genuinely, and effectively integrated into the international community.
The head of government affirmed that developing domestic technological capabilities is the inevitable path to building an independent and self-reliant economy linked to deep international integration; the innovative startup ecosystem is the foundation for ensuring technological self-reliance; and nationwide innovation is the key to unlocking the country's enormous potential.
Sharing his vision and priorities for the coming period, the Prime Minister stated that the goal is to shift from spontaneous development to innovative growth for rapid and sustainable national development, addressing major development challenges.
In terms of technology, the shift is from application and processing to research and mastery of technology; in terms of stakeholders, the shift is from individual startups and innovations to the formation and development of ecosystems.
Regarding the market, the focus is on expanding from the domestic market to the regional and global markets; regarding the role of the State, the shift is from strict management to fostering development, creating a comprehensive and open legal framework for experimental and effective mechanisms.

The head of government emphasized that all efforts are directed towards a common goal: improving national productivity, quality, efficiency, and competitiveness.
At the same time, the goal is to transform Vietnam into a nation of startups and innovation, so that Vietnam can continue to produce technology "unicorns," catch up, keep pace with, and potentially surpass others in the global technology landscape, according to the Prime Minister.
The Prime Minister requested that ministries, sectors, and localities, with the Ministry of Science and Technology playing a core role, proactively improve institutions and policies, remove barriers to new business models and technologies; and accept the risks and challenges in the process of testing and implementing new models.
The Prime Minister requested that several tasks require breakthroughs, including accelerating digital transformation so that 100% of administrative procedures serving citizens and businesses are carried out in the digital environment, regardless of administrative boundaries, aiming towards a paperless administration; and developing virtual assistants in agencies and units.
In addition, the Prime Minister requested the development of a credit guarantee mechanism and specific lending for innovative startup projects based on technology and intellectual property; and the development of national, local, state-owned enterprise, private, university, and public-private partnership venture capital funds.
The Ministry of Science and Technology has been tasked with urgently finalizing and submitting the National Strategy on Innovation and Entrepreneurship in December.
According to the Prime Minister, the people, especially the younger generation, need to strongly promote the entrepreneurial spirit, dare to think, dare to act, dare to accept risks and failures as valuable lessons; form a culture of innovation throughout society; and proactively equip themselves with knowledge and skills in technology and digital transformation.
