Reforming Party branch activities in Quang Yen

The Party Committee of Quang Yen commune currently has 45 subordinate Party branches with 846 Party members, including 31 residential area Party branches with a total of 567 Party members. In recent times, implementing Directive No. 50-CT/TW dated July 23, 2025, of the Party Central Committee on continuing to innovate and improve the quality of Party branch activities in the new period, the commune Party Committee has identified improving the quality of Party branch activities as a key task, maintaining discipline, while strongly innovating the content and form, focusing on specific and practical issues at the grassroots level, closely adhering to political tasks and linking them with the study and emulation of Ho Chi Minh's thought, morality, and style.

Leaders of the Quang Yen Commune Party Committee attended a meeting at the Party cell of the Culture and Social Affairs Department.

Based on previous Party work inspections, the commune Party Committee recognized that the quality of Party branch meetings in some areas was uneven, with content often being superficial and effectiveness low. These shortcomings were mainly due to the infrequent political and ideological propaganda and education in some Party organizations, and the lack of full awareness among some Party committees regarding the need to improve the quality of Party branch meetings. Therefore, the commune Party Committee developed and issued a Resolution on strengthening Party member development and improving the quality of Party branch meetings for the period 2026-2030.

Comrade Pham Minh Xuan, Head of the Party Building Committee of Quang Yen commune, said: “The Party Committee has identified improving the quality of Party branch meetings as an urgent requirement in Party building and rectification. It is a direct environment for educating , training, and managing Party members, promoting democracy within the Party, and contributing to the successful implementation of political tasks at the grassroots level. Based on assigned tasks, the Party Building Committee has developed meeting content according to each type and target group, closely adhering to the practical realities of the grassroots, ensuring practicality and effectiveness. Through this guidance, Party branches flexibly apply and promote the leading role of the Party branch, enhancing the leadership capacity and fighting strength of the Party organization, contributing to building a clean and strong grassroots Party organization.”

The resolution of the Commune Party Committee sets specific goals: 100% of Party branches maintain regular meetings on the 3rd of each month, with thematic meetings at least once every quarter; the percentage of Party members in residential area Party branches participating in monthly meetings reaches 90% or more. Subordinate Party branches conduct Party activities in accordance with Directive 50-CT/TW of the Party Central Committee and Guidance No. 02-HD/TU, dated November 28, 2025, of the Provincial Party Standing Committee on some contents to improve the quality of Party branch meetings. 100% of Party branches conduct self-criticism and criticism as prescribed. 100% of Party branch secretaries and deputy secretaries are proficient in using the "Electronic Party Member Handbook" application and other digital applications serving Party branch meetings and performing Party member work. 100% of members of the Commune Party Committee attend Party branch meetings assigned to them at least once per quarter.

To achieve the above objectives, the Party Committee of Quang Yen commune has raised awareness and responsibility among Party committees and organizations at the grassroots level, strengthening political and ideological education for cadres and Party members. It has focused on building flexible, creative, and practical Party branch meeting models. The structure of Party meetings has been reformed towards a "less content but more depth" approach: In each meeting, the Party branch secretary selects 1-2 key issues based on the direction from higher levels and the practical situation of the locality for thorough discussion, leading to clear conclusions, specific responsibilities, and limiting lengthy, formal reports. Based on the program and content guided by the Party branch secretary, Party members take turns researching, preparing, and briefly presenting a practical issue in the locality, thereby enhancing the sense of responsibility, initiative, and skills of Party members. Party branch meetings are linked to addressing specific issues in the residential area and the unit: Each meeting identifies a difficult or long-standing problem to discuss solutions and monitor implementation results. The commune Party Committee organizes exchanges and sharing of experiences among party branches to improve the quality of activities and replicate effective models and practices.

Furthermore, the results of evaluating and ranking the quality of Party branch activities serve as an important basis for considering, evaluating, and ranking grassroots Party organizations quarterly and annually. Inspection and supervision work is strengthened, focusing on adherence to the meeting schedule and the responsibilities of the Party branch committee and secretary, thereby contributing to maintaining order and continuously improving the quality of Party activities.
