Strengthening management to meet the needs of the people.
In fact, in some residential areas in the two communes, the Quang Ninh Provincial National Assembly Delegation's survey team focused on understanding the difficulties related to residential and agricultural land for the people. Through this, they assessed the level of land access for ethnic minority communities.

At the survey sites, the Provincial National Assembly Delegation directly listened to the opinions and suggestions of local people. The feedback mainly revolved around current administrative procedures regarding land. Voters raised several obstacles in the process of issuing land use right certificates; and difficulties in allocating land for agricultural production.
Based on the on-site assessment, the survey team noted the efforts of the two communes in reviewing the existing land resources in their areas. The government is addressing the housing needs of the people in accordance with the prescribed procedures.
The specific steps taken by local Party committees and authorities have helped people gradually overcome difficulties. The initial results have contributed to maintaining stability in the lives of rural people.
Working with the leaders of the two communes, the survey team members also focused on discussing the implementation of the 2024 Land Law. The situation regarding land allocation and leasing to ethnic minority households was reviewed and compared...

The working group also requested that the locality report on the progress of land cadastral record management and land dispute resolution. At the same time, they requested further discussion and clarification on the difficulties arising in resource management after the reorganization of commune-level administrative units.
Improve procedures and enhance policy effectiveness.
Within the framework of the working program, the survey team also provided assessments on the implementation of macro-level support policies. The allocation of residential and production land under the national target program for socio -economic development in ethnic minority and mountainous areas for the period 2021-2030 was specifically reviewed. The team also examined the implementation of policies supporting forest protection and development. Land management and use in mountainous and border areas were inspected in accordance with legal regulations.

Speaking at the meeting, the Deputy Head of the Quang Ninh Provincial National Assembly Delegation acknowledged the proactive approach of the Party committees and authorities of the two localities in implementing the policy. The practical application of land laws for ethnic minorities has shown progress, creating conditions for the continued implementation of social welfare policies in the future.
Setting out key tasks, the head of the survey team suggested that localities should continue to carefully review the land needs for housing and production of the people. Local authorities must focus their resources on resolving existing problems and obstacles in the process of issuing land use right certificates. Completing legal procedures is the basis for people to feel secure in their work and production. The process of handling applications needs to adhere closely to regulations to ensure consistency and legality.
To maintain effective management, communes need to strengthen inspection and supervision of land use in their areas. The completion of land cadastral records must be carried out seriously and in accordance with archiving standards. In addition, localities need to promote the dissemination of policies and laws so that people can easily access and comply with regulations. Regarding the opinions and recommendations of localities, the Provincial National Assembly Delegation will compile them fully and report them to the competent authorities for consideration and resolution.
