Diverse communication methods

In just a few minutes, she was able to stay updated on the highlights happening in her hometown. "Before, I mainly listened to the loudspeakers in the early morning or afternoon, but now if I want to see any information or announcements, I can just go to the fan page," Ms. Bé shared.
Prior to July 1st, 2025, when still in the old communes, communication was primarily conducted through local radio systems and local Facebook pages. After implementing the two-tiered local government model and recognizing the increasingly strong trend of digital transformation, Vinh Loc commune has gradually reformed its communication methods towards a multi-platform approach.
In addition to maintaining the traditional broadcasting system, the locality has also implemented a synchronized approach across multiple channels such as the electronic information portal, Facebook fanpage, Vinh Loc Television channel, YouTube, short videos , documentaries, and livestreams. For a single propaganda message, the locality often employs various methods such as writing news articles and posting them on the electronic information portal, creating videos in the format of a television channel, and extracting audio files for playback on the local broadcasting system.
According to the leader of the Vinh Loc Commune Public Service Center, combining radio, television, and digital platforms helps people access information more easily according to their individual needs and habits. Those who like to read can follow news articles, those who like to listen can listen to radio broadcasts, and some can choose to watch videos visually on their smartphones.
Nguyen Tien Vinh, a specialist at the Vinh Loc Commune Public Service Center, who directly produces media products for Vinh Loc Television Channel, said that currently, most people, especially young people, tend to access information through smartphones. Therefore, short news bulletins, relatable reports, or videos with vivid images are often more effective in reaching a wider audience.
“Since its launch in August 2025, the channel has been highly appreciated by the public for its speed, visual appeal, and convenience. Some videos have reached over 200,000 views. Clips reflecting people's daily lives or local information often receive great attention because the content is relatable, easy to understand, and practical,” Vinh shared.
Not only in Vinh Loc commune, but many other localities are also proactively innovating the way they convey information to the people. Mr. Nguyen Hinh, Director of the Public Service Center of Phu Loc commune, said that in parallel with the broadcasting system, the locality has also built a fanpage "Phu Loc New Day" and promoted mobile communication.
According to Mr. Hinh, diversifying the methods of information delivery is essential for reaching a wider audience. For some people who rarely use smartphones or frequently go to work early, making it difficult to access information on digital platforms, important content directly relevant to them should be disseminated through mobile communication channels to each village and area.
"Previously, there were cases where district leaders came to meet with the people, but the people were unaware of the plan. Now, with such activities, we focus on mobile communication reaching the grassroots level so that people are informed," Mr. Hinh said.
Focus on providing the information people need.
In addition to innovating the methods of communication, many localities have also changed their mindset regarding media communication, focusing on putting the people at the center.
Mr. Nguyen Hinh stated that, in order for information and communication work to be effective, the content conveyed must also change towards a more practical direction. “For example, when communicating about the People's Council meeting of the commune, we no longer present information in the form of a report as before, but instead select content that people are interested in, such as what issues were discussed or resolved during the meeting that directly relate to their lives. Thanks to this approach, the fan page has gained nearly 10,000 followers in just the past year,” Mr. Hinh shared.
With many policies and information needing to be grasped promptly by the public, localities have proactively changed their methods of communication from lengthy documents to visual banners, short videos, or concise, easy-to-remember infographics. Content such as traffic safety, the ban on burning straw in fields, or warnings about safety risks are all designed to be more accessible.
Mr. Nguyen Ngoc Hung, Chairman of the People's Committee of Chan May - Lang Co commune, said that recently, the locality designed a propaganda panel about the appearance of "ghost squid" with key information to warn residents and tourists. "The information is concise but must be accurate and necessary so that people can easily follow and remember it," Mr. Hung said.
In the context of digital transformation and the rapid development of social media, grassroots communication cannot simply stop at "delivering information" but needs to shift strongly towards interaction, companionship, and building trust with the people. This also requires grassroots communication teams not only to improve their professional skills but also to truly be close to the people, understand their needs, and grasp their real requirements in order to create appropriate content that has a wide reach and fosters community engagement.
