The Law on the Promulgation of Legal Normative Documents must be strictly implemented; documents sent to the Standing Committee of the National Assembly, National Assembly deputies, the National Council, and the Committees of the National Assembly must be ensured in terms of timeliness and quality. We must gradually innovate our thinking in lawmaking, clearly defining the roles of the National Assembly, the Government, and the ministries so that the work of drafting laws becomes increasingly higher in quality. This was the requirement of National Assembly Chairman Tran Thanh Man at the Second Session of the Standing Committee of the National Assembly.

National Assembly Chairman Tran Thanh Man emphasized: The quality of a law depends on the ministry responsible for drafting it.

In reality, despite regulations and repeated complaints, delays in submitting draft laws to National Assembly agencies and National Assembly deputies still occur. This issue was once again raised at the Second Session of the National Assembly Standing Committee, where the Chair of the Committee on Citizen Petitions and Supervision, Le Thi Nga, requested that "the Government and relevant ministries and agencies learn from the experience of hastily sending documents to National Assembly deputies."

Whether a policy, once enacted, is implemented effectively and practically depends on consultation with experts, scientists , and those affected. To achieve this, the submitting agency must transfer the dossier to the reviewing agency in accordance with regulations. This allows the reviewing agency time to conduct field surveys, organize conferences and workshops to gather the most complete and accurate information during the review process, contributing to the refinement of the draft and ensuring its quality.

The delay in submitting draft laws affects the quality of review and feedback. A draft law dossier includes many related documents: the submission document; the draft text; the report summarizing the implementation of the law; the policy impact assessment report, and many other related documents… Submitting the draft on time will allow the National Assembly's Ethnic Council and Committees to review it, as well as give delegates sufficient time to thoroughly study it before giving their opinions and voting to approve it.

To ensure the quality of a draft law, strict procedures must be followed from the drafting stage. The agency assigned to lead the drafting must focus on mobilizing resources with the participation of officials and experts with in-depth knowledge of law and policy. The ministry in charge of drafting the law, along with the ministers and deputy ministers, must provide decisive direction and carefully review each clause. As National Assembly Chairman Tran Thanh Man emphasized, "Whether a law is of high quality or not stems from the ministry in charge of drafting it."

In addition to its responsibilities as the lead drafting agency, the Ministry of Justice must fully exercise its role as the "gatekeeper" in the process of reviewing draft laws.

During a recent meeting with the Ministry of Justice, Prime Minister Le Minh Hung requested that the Ministry of Justice be responsible for clearly confirming whether the submitted documents meet the necessary conditions; resolutely refusing to submit to the Government any documents that do not meet the conditions or lack accompanying draft detailed regulations. Along with controlling the progress, the quality of legal documents must be ensured; given the short timeframe, it is necessary to apply science and technology, big data, and establish mechanisms for inviting experts to conduct independent assessments and evaluations, especially those affected by the regulations. The Ministry should be open to listening to opinions and criticisms to determine if the regulations are correct, appropriate, feasible in practice, and applicable. The Prime Minister emphasized that the Ministry of Justice bears a significant responsibility in this matter.

According to the Law amending and supplementing a number of articles of the Law on the promulgation of normative documents: for projects submitted to the National Assembly, no later than 45 days before the opening of the National Assembly session, the submitting agency must send the dossier to the lead agency for review and electronically send the dossier to the Secretary General of the National Assembly - Head of the National Assembly Office for distribution to the National Assembly delegations and for posting on the National Assembly's electronic portal. For projects submitted to the Standing Committee of the National Assembly, no later than 20 days before the start of the Standing Committee's session, the submitting agency must send the dossier to the lead agency for review. The submitting agency must post the project dossier submitted to the National Assembly and the Standing Committee of the National Assembly on the National Law portal. Thus, the time frame for submitting project dossiers is clearly stipulated by law, therefore the submitting agency needs to strictly comply with the regulations to ensure the quality of draft laws.

Every law passed by the National Assembly has a profound impact on economic and social life. Thoroughly addressing the issue of delayed or rushed submission of draft laws is not only a requirement for administrative discipline and order, but also a crucial solution to improve the quality of legislation and ensure that the National Assembly's decisions are implemented promptly.
