Ho Chi Minh City: Urging the completion of the draft Law on Special Urban Areas.

The Chairman of the People's Committee of Ho Chi Minh City urged relevant units to expedite the completion of the Draft Law on Special Urban Areas for submission to competent authorities for consideration and finalization of the draft law in July 2026.

Ho Chi Minh City organized the National Scientific Conference "Special Urban Law - an Institutional Breakthrough for Ho Chi Minh City"

The People's Committee of Ho Chi Minh City issued Document No. 3835/UBND-TH dated May 11, 2026, on continuing to direct solutions and urge the drafting of the Law on Special Urban Areas.

Accordingly, the Chairman of the City People's Committee assigned the City People's Committee Office to take the lead and coordinate with the Office of the National Assembly Delegation and the City People's Council, the Department of Justice, and relevant agencies to review, advise on updating, supplementing, and proposing members to participate in the Editorial Team and the Secretariat Team.

The addition of members must ensure effectiveness and enhance their advisory role in drafting laws and implementing them immediately after the laws are passed and promulgated (submitted to the Department of Internal Affairs for appraisal before May 14, 2026, before the City People's Committee Office compiles and submits them to the People's Committee for promulgation as prescribed).

Regarding the Drafting Team, the Chairman of the City People's Committee directed: The Department of Justice is assigned to take the lead, coordinating with the heads of agencies to propose and review the composition of participants, ensuring the quality and progress of lawmaking, and advising competent authorities; coordinating with relevant agencies to advise the Committee on coordinating with the agency assigned to lead the drafting (composition includes: Head, directly responsible leader, personnel with expertise and continuous participation).

Based on the composition of the Drafting Team, Editorial Team, Secretariat Team, and relevant practical tasks, the Chairman of the City People's Committee assigns the Department of Justice to take the lead and coordinate with the City People's Committee Office, the Department of Finance, the Institute for Development Research, and relevant agencies to propose the specific composition of the Standing Committee to act as the focal point for coordination with the lead drafting agency.

The Chairman of the City People's Committee requested that agencies and units actively prepare the content that ministries, sectors, and superiors have noted, such as: the scope of application of the Law; reviewing current legal documents related to urban development; the tasks and solutions of Conclusion No. 18-KL/TW; and the proposed mechanisms and policies. The purpose is to clearly identify current difficulties and obstacles and legal issues that need to be supplemented to meet the development requirements of the city - a special urban area in the new era.

The Department of Finance is requested to review the progress of the following assigned tasks: advising on and proposing sources of funding for implementation, and on appropriate mechanisms and policies within the city's authority; advising on the evaluation of the implementation of some specific resolutions applicable to the city.

The Chairman of the City People's Committee assigned the Department of Justice, the Standing Agency of the Task Force, to advise and propose solutions regarding seeking opinions from competent authorities at all levels during the drafting stages of the draft law, ensuring timely coordination with the agency in charge of drafting the law. In particular, attention should be paid to clearly outlining the scope of application of the Law and related contents.

Continue to advise the working groups and the City People's Committee to closely coordinate with the agency in charge of drafting the Law to carry out related tasks. Regularly update progress, proactively coordinate closely with agencies and units to ensure quality and timely implementation as required; promptly propose, urge, and direct any related issues that arise.
