After 50 years since liberation and over 33 years since the re-establishment of the province, the Ninh Thuan Provincial Party Committee has creatively applied the Party's guidelines to the specific circumstances of the province. While leveraging guidance and assistance from the central government and developing local resources, Ninh Thuan has overcome all difficulties and challenges, achieving many important accomplishments in all fields. From a purely agricultural province, where agriculture, forestry, and fisheries constituted the main economic structure; budget revenue was low; and infrastructure, economic and technical conditions, and people's lives faced many difficulties... However, with the unity, innovation, creativity, and sense of responsibility of successive generations of provincial leaders, Ninh Thuan has made strong progress with comprehensive, positive, and historically significant results.
In particular, over the five years of implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025, Ninh Thuan has achieved significant results; it is estimated that 16 out of 18 targets have been completed. Socio -economic development has remained stable and experienced considerable growth, with the size of the economy increasing more than 1.7 times compared to the beginning of the term, and the average GRDP growth rate ranking among the leading provinces nationwide. In recent years, despite facing many difficulties and objective impacts, the province's GRDP growth rate has consistently been among the leading provinces nationwide; the GRDP growth rate in 2024 is projected at 8.74%, ranking 4th out of 14 provinces in the Central Coastal region and 16th out of 63 provinces and cities nationwide. From a poor, disadvantaged province with low income, it has risen to become a middle-income province. The average GRDP per capita in 2024 will reach VND 98.2 million/person, approaching the national average; the quality of life of the people will be improved.
The economic structure has shifted in the right direction, increasing the proportion of industry; effectively exploiting many potential strengths. Agricultural production has developed quite comprehensively. Services and tourism have recovered, and the number of tourists visiting the province has increased sharply. Potential and advantages continue to be more clearly identified and effectively utilized; the province's position has been enhanced; breakthroughs in marine economy, renewable energy, tourism and high-tech agriculture, and the development of the Southern key economic region have achieved initial results. Notably, the policy of developing the marine economy is gradually becoming a driving force for the province's socio-economic development, building Ninh Thuan into one of the leading coastal localities; by the end of 2024, the contribution of the marine economy to the GRDP will reach 42.2%. The policy of building Ninh Thuan into a renewable energy center of the country has created new momentum and breakthroughs for the province's economic development. By the end of 2024, 57 projects with a total capacity of 3,749.942 MW had been put into commercial operation, the highest in the country, accounting for 18% of the national total capacity; the energy sector accounted for 24.6% of the province's GRDP, contributing over 25% of the province's total budget revenue, and creating jobs for over 4,000 workers. Currently, the province is actively implementing large-scale, key projects such as: nuclear power plants, LNG power plants, pumped-storage hydropower plants, offshore wind power plants, industrial service centers, inter-regional renewable energy service centers, and a national data center...
The investment and business environment and provincial competitiveness have improved significantly, and the mobilization of investment resources has yielded positive results. Development investment has grown considerably, with total social investment mobilized during the term reaching approximately VND 105,518 billion, exceeding the set target. The restructuring of public investment has been emphasized, with timely and synchronized implementation of legal regulations; capital allocation has been strictly controlled, focused, and prioritized, giving priority to key projects with connectivity and spillover effects, creating momentum for socio-economic development. The mobilization of resources and priority investment in essential infrastructure, especially transportation, irrigation, essential cultural and social works, and addressing social security objectives have yielded positive results (VND 39,500 billion), including the completion of many key projects. Investment in essential inter-regional, interconnected, and multi-purpose infrastructure has been a focus. Attracting investment from various economic sectors has been innovative, flexible, and effective, thereby attracting many large investors and strategic investors to develop port infrastructure, industry, urban infrastructure, and key breakthrough sectors of the province, with many large-scale projects having a high spillover effect. By the end of 2024, the province had granted investment policy decisions and investment certificates for 75 projects/41,460 billion VND, bringing the total number of projects to date to 472/238,126 billion VND (including 43 FDI projects/1,156.83 million USD). Timely implementation of the Provincial Planning for the period 2021-2030, while advising on adjustments to the provincial plan to ensure consistency and alignment with major policies of the Party and State, especially the implementation of the Ninh Thuan Nuclear Power Plant, will serve as a basis for investment in infrastructure development, programs, projects, and sectors, opening up new opportunities for development.
Socio-cultural and environmental progress has been made; the quality of education and human resources has been gradually improved. Research, application of science, and technological development linked to innovation have initially yielded results. Emphasis has been placed on improving the quality of medical examination, treatment, and healthcare for the people, and disease prevention and control have been effective. Disaster prevention and adaptation to climate change have been proactively implemented. Social welfare issues have received attention; the socio-economic conditions of ethnic minority and mountainous regions have improved; culture and sports have been strengthened; the fine traditional cultural values of the ethnic groups have been preserved and promoted; and the quality of life for the people has improved.
National defense and security continue to be strengthened and enhanced in terms of potential, forces, and strategic posture. There is close and effective coordination between socio-economic development and ensuring national defense and security. Political security, social order, and safety are guaranteed. Foreign relations and international cooperation are expanded, and the province's position is elevated.
The work of building and rectifying the Party and the political system has been consistently and comprehensively led and implemented, achieving many important results, contributing to preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party. Party building has been emphasized, and the political acumen of Party committees, organizations, and members has been enhanced. Ideological work continues to be strongly reformed, creating unity within the Party and consensus throughout society. The study and emulation of President Ho Chi Minh's thought, morality, and style, combined with the implementation of exemplary conduct, has yielded positive results. The reorganization, streamlining of the apparatus, and reduction of personnel within the political system continue to be implemented successfully. Personnel work continues to be reformed, and the cadre at all levels is gradually maturing to meet the requirements of their tasks; internal political security work is carried out seriously and effectively. The leadership capacity and fighting strength of grassroots Party organizations, as well as the quality of Party members, have been enhanced. Inspection and supervision work has been emphasized. The fight against corruption, waste, and negative phenomena has been focused on, decisively and effectively led, directed, and implemented. Democracy, unity, and solidarity within the Party have been strengthened; the combined strength of the entire political system has been mobilized. The role of the Vietnam Fatherland Front and political and social organizations at all levels in mass mobilization work has been enhanced; the great national unity and the close relationship between the Party and the people have been consolidated and strengthened. The leadership and governance methods of Party committees have seen many innovations and improvements in effectiveness.
Along with the rest of the country, Ninh Thuan is focusing on preparing the best conditions to enter a new era, an era of national progress. The province is simultaneously carrying out many extremely urgent and important tasks. These include implementing a revolution in streamlining the organizational structure of the political system, coupled with restructuring the cadre to ensure they possess the necessary qualities and capabilities, are up to par with the tasks, have a rational staffing level, and standardized job titles. It also includes implementing a revolution in the development of science and technology, innovation, and national digital transformation; and leading and directing the organization of Party congresses at all levels, leading up to the 14th National Congress of the Party.
The 50th anniversary of the liberation of Ninh Thuan province, the liberation of the South, and the reunification of the country, and the 33rd anniversary of the re-establishment of the province, is an opportunity for us to recall the tradition of tenacious and indomitable struggle for the liberation of our homeland and country; to look back at the process of re-establishment and development of our province; to encourage, inspire, and increase confidence, motivation, excitement, and pride in the achievements that the Party Committee and people of the province have attained; and at the same time, to continue to uphold the heroic tradition, promote self-reliance and self-strength, unity within the Party, consensus in society, cultivate resilience, enhance intelligence, and work together to overcome difficulties and challenges, develop comprehensively and synchronously socio-economic development, continue to build a clean and strong Party Committee; maintain national defense and security; and lead Ninh Thuan, along with the country, into a new era, an era of striving for prosperity and strength for the Vietnamese nation.

In the joyful atmosphere celebrating the 50th anniversary of the liberation of Ninh Thuan province and the liberation of Southern Vietnam and the reunification of the country, I am deeply moved and proud to look back at the strong development of my homeland. From a difficult land, Ninh Thuan has gradually risen in all fields. This achievement is the culmination of the immense sacrifices of countless generations of our ancestors for independence and freedom; it is a testament to the spirit of unity, determination, and aspiration of the entire Party Committee, government, and people of Ninh Thuan province. In particular, I am even more proud that, in this process, Ninh Thuan women have always affirmed their important role in the overall development of the province. Regardless of the stage, women have always demonstrated resilience, unity, dynamism, and creativity; successfully fulfilling their professional duties and social work while nurturing and building prosperous, progressive, happy, and civilized families. Continuing to affirm their role and responsibilities, they make positive contributions in the fields of economics, culture, society, national defense, and security, becoming an indispensable force in the construction and development of their homeland.

After 50 years of liberation, Ninh Thuan has undergone significant changes, with a new vitality, a new momentum, and a strong aspiration for development. Concrete evidence of this is the fact that in recent years, the province's socio-economic situation has remained stable and experienced strong growth, with the scale of the economy expanding; many large-scale projects in renewable energy, tourism, industry, and seaports have been invested in, completed, and put into operation, promoting comprehensive development in all fields. This affirms the role, self-reliance, and leadership capacity of the Party Committee and government, as well as the joint efforts and contributions of the people and business community in the province. The achievements to date serve as an important driving force for local Party committees and governments to further promote creativity and dynamism in leadership and guidance; and to formulate appropriate policies and development strategies in the new situation.

As a soldier who once wore the green uniform of "Uncle Ho's Army," I am always proud to have had the opportunity to continue the family and hometown tradition of dedicating my youth to my homeland and country. Although I did not directly participate in combat during the resistance war, having experienced war firsthand, I deeply understand the value of peace and independence, the great achievements that countless generations of our ancestors had to sacrifice their blood and lives to regain. It is even more moving when, on each anniversary of the liberation of my homeland, I witness the miraculous changes in the very land where I was born and raised. From a region facing many difficulties and shortages, Ninh Thuan has now risen to become a dynamic and prosperous locality in all fields. As a veteran, I feel extremely honored and proud to have contributed my small part to this development through the work of disseminating and educating the younger generation about revolutionary traditions. I hope that today's young generation will always remember the contributions of previous generations, uphold moral values, continuously learn and improve themselves, dare to think and act, and live responsibly. May each young person be a flame that ignites the spirit of patriotism, contributing to building a homeland that is increasingly comprehensively and sustainably developed, worthy of being a land full of aspirations and faith.

I am delighted by the changes in my province. With determination and creativity to overcome all difficulties and challenges, after 50 years of liberation, and especially after 33 years since the province's re-establishment, Ninh Thuan has achieved extremely important accomplishments, leaving many outstanding marks in all fields. From the plains to the mountainous areas, many infrastructure projects such as transportation, irrigation, electricity, healthcare, and education have received significant investment and construction. Along with that, the economic development strategy has been specifically planned for each stage, contributing to the effective exploitation of the potential and advantages of the land. I believe that my homeland, Ninh Thuan, will develop even further in the future, especially with the upcoming nuclear power plant and many other large-scale projects being invested in and constructed.
