Electricity workers instruct residents of Huoi Hoa A village, Keo Lom commune (Dien Bien Dong district) on safe and economical electricity usage.

Prior to 2021, nearly 200 households in four villages—Huoi Diet, Huoi Say, Nam Pien, and Nam Cang—of Muong Tung commune (Muong Cha district) faced significant hardship and disadvantage due to the lack of electricity. Every house relied solely on oil lamps for lighting at night, and daily life was quite quiet. Families with better financial conditions invested in mini hydroelectric generators, but the electricity was unreliable and dependent on water sources. Since 2022, things have changed significantly with the arrival of the national power grid. The lives of the villagers seem to have entered a new chapter. With access to the national power grid, people have been able to purchase household appliances such as televisions, refrigerators, and rice cookers, as well as machinery for agricultural production and processing.

Having access to the national power grid, Ms. Chang Thi Dinh from Huoi Diet village, Muong Tung commune, is overjoyed. Ms. Dinh said: "For many years, my family used oil lamps for lighting, but now that we have electricity from the national grid, we're so happy! We can watch television and have electric fans. Many households in the village have even bought rice milling machines and vegetable slicing machines."

Ho Cung and Huoi Anh villages in Cha To commune (Nam Po district) are two of the most disadvantaged villages. Previously, due to the rugged and complex terrain and sparse population, the government was unable to invest in bringing the national power grid to the villages. Some households pooled money to buy hydroelectric generators, but the power supply was very weak, only enough for lighting. In 2021, as part of the project to provide electricity to remote areas, Ho Cung and Huoi Anh villages received investment for the construction of over 7.7km of 35kV power lines with 62 medium-voltage poles and over 5km of low-voltage lines. At the end of 2022, the Electricity sector, in coordination with the Department of Industry and Trade, successfully connected and supplied electricity to over 170 households in Ho Cung and Huoi Anh villages. Residents now have access to a stable and reliable power supply.

Mr. Mua A Sua, a resident of Huoi Anh village, shared: "Before electricity, people's lives were very difficult. Lacking audio-visual equipment limited people's access to information. Even those with the means to buy machinery and equipment for production and daily life couldn't. Since the national power grid was connected, many households in the village have purchased household electrical appliances for living and production. Now that we have electricity, people's lives will definitely improve. Especially for students, having electricity for studying, and teachers using computers and technology for teaching."

Bringing electricity to rural, mountainous, and ethnic minority areas is a major policy of the Party and State aimed at achieving the goals of poverty reduction, social welfare, and equitable socio -economic development across regions. In this spirit, bringing electricity to highland, remote, and isolated areas has always been a priority for Dien Bien province. Many areas that were previously poor and low-lying have seen their lives improve significantly since the national power grid was connected. Thanks to the efforts of all levels and sectors, especially the implementation of the "Rural Electrification Project from the National Grid in Dien Bien Province, 2014-2020," the province has provided electricity to over 6,000 households in highland and remote areas. As a result, the percentage of households using the national power grid in the province has reached nearly 93%. Extending the electricity grid to mountainous, border, and particularly disadvantaged villages and hamlets in the province has brought about significant changes. The face of rural mountainous areas and ethnic minority regions has improved considerably; people's lives have been enhanced, and the poverty rate has decreased rapidly.
