Quang Ninh is determined to achieve the goal of sustainable poverty eradication.

On October 2, Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired a meeting to evaluate the results of the implementation of the Sustainable Poverty Reduction Program in the first 9 months of the year and deploy tasks for the last months of the year. Also attending was Comrade Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee. The meeting was connected online to localities.

With the motto "No one is left behind", Resolution 20-NQ/TU dated November 27, 2023 of the Provincial Party Committee on the direction and tasks for 2024 sets the goal: By the end of 2024, the whole province will have no more poor households and reduce 50% of near-poor households according to the multidimensional poverty standards applied in the province.

On that basis, the province has made great efforts to synchronously implement multidimensional, inclusive and sustainable poverty reduction solutions according to the province's criteria, ensuring a minimum living standard and basic services for poor and near-poor households. Improve the quality of vocational training for rural workers, promote labor restructuring, create jobs, and increase income for workers, especially young workers and ethnic minority workers.

According to the Department of Labor, War Invalids and Social Affairs, by the end of 8 months of 2024, the whole province reduced 226/246 poor households, equal to 91.86% of the 2024 plan; reduced 1,591 near-poor households, equal to 132.58% of the yearly plan. Policies and regimes for poor and near-poor households were implemented synchronously, promptly and fully; socialization work to help poor households was deployed to attract the participation of the entire political system and the whole society, mobilizing all resources to carry out sustainable poverty reduction work in the area.

However, in early September 2024, storm No. 3 made landfall in the province with great devastation, causing serious damage to people and property, including poor and near-poor households. This is having a huge impact on the province's sustainable poverty reduction work. Currently, localities are reviewing, synthesizing, and reporting to the Provincial People's Committee.

Concluding the meeting, Comrade Cao Tuong Huy, Chairman of the Provincial People's Committee, emphasized: Sustainable poverty reduction and improving people's quality of life are always key goals throughout the province's development process.

In 2023, Quang Ninh completed the Sustainable Poverty Reduction Target Program according to national criteria, reaching the finish line 2 years ahead of schedule. To ensure maximum harmony between economic development and sustainable social security, the province has raised the criteria and new poverty standards, 1.4 times higher than the national criteria, applied specifically in the locality with the determination to continue to strongly implement the multidimensional poverty reduction target, limit re-poverty and the emergence of new poor households...

With the participation of the entire political system, the implementation results in the first months of 2024 were very positive, closely following the set plan and goals. However, in early September, storm No. 3 made landfall, causing heavy damage in the province, increasing the risk of falling back into poverty and near-poverty as some households were at risk of losing their jobs and facing difficulties in economic development.

To maintain the goal of having no poor or near-poor households in Quang Ninh by 2025, he requested that departments, branches and localities immediately establish a review team, accurately and specifically identify, assess and forecast risks and the increasing situation of poor and near-poor households to serve as a basis for timely solutions to immediately implement effective policies and the goal of eliminating poor and near-poor households.

During the implementation process, it is necessary to clearly define the time and goals for completing the targets, and propose specific solutions. It is necessary to effectively apply the Government and province's policies to support people after the storm; research and implement labor restructuring; mobilize more social resources to accompany the province to effectively implement this task.

Quang Ninh will be determined to overcome difficulties, firmly pursue the goal of sustainable poverty eradication according to the province's standards, in accordance with the spirit of the Resolution of the 15th Provincial Party Congress, to be completed in 2025.
