Quang Ninh remains committed to the goal of sustainable poverty eradication.

On October 2nd, Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a meeting to evaluate the results of the Sustainable Poverty Reduction Program for the first nine months of the year and to implement tasks for the remaining months. Also attending was Comrade Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee. The meeting was conducted online with local authorities.

With the motto "Leaving no one behind," Resolution 20-NQ/TU dated November 27, 2023, of the Provincial Party Committee on the direction and tasks for 2024 sets the goal: By the end of 2024, the entire province will have no poor households and reduce the number of near-poor households by 50% according to the multidimensional poverty standard applied in the province.

Based on that, the province has made great efforts and implemented a comprehensive set of multidimensional, inclusive, and sustainable poverty reduction solutions according to the province's criteria, ensuring a minimum standard of living and basic services for poor and near-poor households. It has also improved the quality of vocational training for rural workers, promoted labor restructuring, created jobs, and increased income for workers, especially young workers and ethnic minority workers.

Comrade Nguyen Thi Hanh, Vice Chairperson of the Provincial People's Committee, delivered a speech at the meeting.

According to the Department of Labor, War Invalids and Social Affairs, by the end of the first eight months of 2024, the province had reduced the number of poor households by 226 out of 246, reaching 91.86% of the 2024 plan; and reduced the number of near-poor households by 1,591, reaching 132.58% of the plan. Policies and programs for poor and near-poor households were implemented synchronously, promptly, and fully; social mobilization efforts to help poor households were implemented, attracting the participation of the entire political system and society, and mobilizing all resources to implement sustainable poverty reduction in the province.

However, in early September 2024, Typhoon No. 3 struck the province with devastating force, causing serious damage to people and property, including poor and near-poor households. This is having a significant impact on the province's sustainable poverty reduction efforts. Currently, localities are reviewing, compiling, and reporting to the Provincial People's Committee.

Concluding the meeting, Comrade Cao Tuong Huy, Chairman of the Provincial People's Committee, emphasized: Sustainable poverty reduction and improving the quality of people's lives have always been key and overarching goals in the province's development process.

In 2023, Quang Ninh completed the National Sustainable Poverty Reduction Program, achieving its goals two years ahead of schedule. To ensure maximum harmony between economic development and sustainable social welfare, the province raised the new poverty criteria and standards to 1.4 times higher than the national criteria, applying them specifically within the province with the determination to continue strongly implementing the goal of multidimensional poverty reduction, limiting re-poverty and the emergence of new poor households…

With the involvement of the entire political system, the implementation results in the first few months of 2024 were very positive, closely adhering to the set plan and objectives. However, in early September, Typhoon No. 3 made landfall, causing severe damage in the province and increasing the risk of re-poverty and near-poverty, as some households faced the risk of job loss and difficulties in economic development.

To maintain the goal of eliminating poverty and near-poverty in Quang Ninh by 2025, the comrade requested that departments, agencies, and localities immediately establish review teams to accurately and specifically identify, assess, and forecast the risks and trends of increasing poverty and near-poverty, in order to provide a basis for timely implementation of effective policies aimed at eradicating poverty and near-poverty.

During implementation, it is necessary to clearly define the timeline, objectives for achieving targets, and propose specific solutions. It is essential to effectively utilize the government and provincial policies supporting people affected by the storm; to study and implement labor restructuring; and to mobilize additional social resources to support the province in effectively carrying out this task.

Quang Ninh will be determined to overcome difficulties and steadfastly pursue the goal of sustainable poverty eradication according to the province's standards, in line with the spirit of the Resolution of the 15th Provincial Party Congress, to be completed in 2025.
