Currently, the province's population continues to grow, thereby expanding the labor market and creating additional supply for rapidly developing economic sectors. The total population of the province has increased from approximately 1.38 million people in 2023 to over 1.41 million people in 2025. This increase is linked to urbanization, expansion of development space, and attracting investment.

However, economies of scale are only truly realized when the quality of human resources is raised to match the demands of a modern economy. In fact, the quality of Quang Ninh 's human resources has made significant progress in recent years. The percentage of trained workers increased from 85.5% in 2021 to 87.6% by the end of the first quarter of 2026; the percentage of workers with degrees and certificates has also increased, reaching 42.8%. Along with this, social labor productivity is projected to increase by approximately 13.4% in 2025, reflecting improvements in skills, professional qualifications, and the efficiency of labor utilization in production and business.
The dynamics of the labor market also clearly reflect the province's development orientation. Employment in the processing and manufacturing industries is increasing rapidly, concentrated in industrial production areas, especially in coastal industrial parks and economic zones. Simultaneously, the service sector, particularly tourism , trade, and logistics, continues to expand, creating many new jobs and diversifying the labor structure.
As the growth model changes, so too must the workforce, from vocational skills to industrial work ethics, from practical abilities to the capacity to work in increasingly high-tech and service environments. Therefore, training and improving the quality of human resources is always a priority for the province. Quang Ninh has maintained its position among the top 10 localities with the highest number and percentage of students winning awards in national excellent student competitions, and has also achieved many successes in regional and international Olympic competitions. The province has also completed universal education and literacy programs at the highest level, with 92.07% of schools meeting national standards. High-quality general education will create a stronger foundation for vocational training, higher education, and the development of high-quality human resources.

Furthermore, Ha Long University is being developed into a center for high-quality human resource training in the region, ranking 87th in the top 100 universities in Vietnam by 2025. The university's training programs and vocational training facilities in the province are increasingly aligned with the needs of the labor market, especially in tourism, services, industry, and logistics. As a result, the employment rate for graduates exceeds 90% in many training fields. This demonstrates a stronger link between training and employment, reducing the number of graduates not working in their chosen field and enhancing the effectiveness of the entire education and training system in contributing to local economic development.
In the context of rapid digital transformation and technological innovation, Quang Ninh province has proactively prepared its workforce with new skills. The "Digital Literacy Movement" has been widely implemented throughout the province. 100% of classes and training programs have integrated digital skills education and artificial intelligence (AI) applications. Furthermore, the province has issued a resolution on attracting and retaining human resources in the fields of science and technology, innovation, and digital transformation for the period 2025–2030, and in 2025 has recruited many additional civil servants from high-quality human resources to strengthen the capacity of the state management apparatus.
To ensure suitable living and working conditions that encourage workers to stay committed, the province is aggressively implementing a housing development plan for workers in the coal industry and industrial zones. By 2025, the province aims to complete over 2,400 social housing units and worker housing, achieving 112% of the assigned target. This is also a solution to retain workers, especially in sectors requiring a stable, skilled workforce for the long term.
With its current systematic, coordinated, and persistent approach, Quang Ninh has the foundation to continue increasing labor productivity, enhancing competitiveness, and expanding its development potential in the coming years.
