Specifically, the Prime Minister approved the reduction and simplification of administrative procedures related to production and business activities in 15 fields: Railways; roads; maritime and inland waterways; aviation; registration; construction; technical safety inspection; construction forensic appraisal; construction materials; housing; real estate business; architecture; technical infrastructure; specialized construction testing and other fields.
At the same time, reduce and simplify internal administrative procedures in the following 5 areas: Road; maritime and waterway; urban development; railway; aviation.
In addition, the Prime Minister also approved the reduction and simplification of investment and business conditions in 9 areas: Railways; roads; aviation; maritime and inland waterways; registration; housing, real estate business; technical infrastructure; appraisal; and construction investment activities.
Abolish some administrative procedures
In particular, the Prime Minister approved the abolition of a number of administrative procedures such as: Temporarily suspending operations, closing dry ports; announcing the closure of ports, wharves, buoy terminals and water areas, water regions; renaming announced seaports, ports, wharves, buoy terminals and water areas, water regions, offshore oil and gas ports; announcing the closure of inland ports and wharves; announcing the closure of anchorage areas; opening airports and airfields; recognizing facilities eligible to build, convert, and repair ships; appraising selling prices, rental prices of social housing/housing for the people's armed forces; granting operating licenses for real estate trading floors...
Reduce administrative procedure processing time
At the same time, reduce the time to handle some administrative procedures such as: Issuing and re-issuing Certificates for driving practice instructors; issuing Certificates for road traffic safety inspectors; issuing Certificates of facilities qualified to train and coach maritime crew members; announcing the opening of dry ports and announcing the opening of dry ports for cargo clearance points that have been converted into dry ports; re-issuing Certificates of eligibility for seaport business; issuing air transport business licenses, general aviation business licenses; issuing licenses for personnel controlling and operating aviation vehicles and equipment regularly operating in restricted areas of airports, etc.
Regarding the administrative procedures for granting and re-granting licenses to provide aviation services at airports (except for providing aviation security services), 4/9 subjects required to be granted licenses corresponding to 4 types of services proposed to be removed from the group of aviation services at airports must comply with business conditions in Article 15 of Decree No. 92/2016/ND-CP are reduced, including: airport exploitation services; repair and maintenance services of aviation vehicles and equipment; aviation technical services; aviation security services.
Reduced fees for issuing some certificates for cars with less than 10 seats
The Prime Minister approved a fee reduction for: Issuing and re-issuing certificates of technical safety and environmental protection quality for imported motor vehicles according to Decree No. 60/2023/ND-CP; issuing certificates of technical safety and environmental protection quality for motor vehicles, specialized motorbikes, manufactured and assembled motor vehicle parts... for cars with less than 10 seats from VND 90,000 to VND 40,000.
70% reduction in fees for granting construction practice certificates
At the same time, cut 70% of fees: New issuance and conversion of construction practice certificates, from 300,000 VND to 90,000 VND.
Cut 75% of fees for granting and adjusting construction operation licenses for foreign contractors, from VND2,000,000 to VND500,000.
Decentralization of authority to resolve some administrative procedures
In order to thoroughly decentralize the authority to resolve, the following administrative procedures were transferred from the Ministry of Construction to the Provincial People's Committees, such as: Issuing and re-issuing inspection certificates for individuals conducting inspections of machinery, equipment, and materials with strict requirements on labor safety used in construction; issuing and re-issuing certificates of eligibility for technical labor safety inspection activities for organizations conducting inspections of machinery, equipment, and materials with strict requirements on labor safety used in construction; issuing new and re-issuing certificates of registration for quality testing activities of construction materials and products...
Administrative procedures for converting the function of non-public housing: Decentralize the authority to handle administrative procedures from the Prime Minister and the Ministry of Construction to the provincial People's Committees; at the same time, reduce the time to handle administrative procedures from 60 days and 45 days to 30 days.
For administrative procedures allowing the transfer of all or part of a real estate project, the content of procedural simplification:
- In case of transferring all or part of a real estate project with the Prime Minister deciding on investment: reduce the time for handling administrative procedures from 45 days to 20 days; decentralize the authority to handle administrative procedures from the Prime Minister to the Provincial People's Committee.
- In case of transferring all or part of a real estate project, the investment decision is made by the Provincial People's Committee: the time for handling administrative procedures will be reduced from 30 days to 20 days.
- Replace the profile component of the Business Registration Certificate/Business Registration Certificate with electronic data through the business code.
Simplify the conditions for doing business in transport services in the direction of shifting from pre-control to post-control.
Simplify the conditions for doing business in transportation services in the direction of shifting from pre-control to post-control, including:
- Commercial transport vehicles must be equipped with journey monitoring devices and driver image recording devices as prescribed in Clause 2, Article 35 of the Law on Road Traffic Order and Safety.
- Cars used for freight transport must comply with Clause 11, Article 56 of the Road Law and have a term of use as prescribed in Clauses 1, 2 and 3, Article 40 of the Law on Road Traffic Order and Safety.
- Four-wheeled motor vehicles used for freight transport must have a usage period as prescribed in Clause 1 and Clause 2, Article 40 of the Law on Road Traffic Order and Safety.
Abolish some conditions for air transport business
Abolish some conditions for air transport business including:
- An enterprise is granted an air transport business license when it "Has a Business Registration Certificate whose main business line is air transport".
- An enterprise is granted an Air Transport Business License when "It has a business plan and strategy for developing air transport products in accordance with market demand and planning and orientation for the development of the aviation industry, including the following contents: assessment of market demand and development trends; assessment of the reality and level of competition of services provided in the market; air transport product development strategy, fleet development strategy and business development plan for the first 5 years from the date of operation".
- An enterprise is granted an air transport business license when it "has its head office and main business location in Vietnam".
