
Mr. Ta Quoc Vinh, Deputy Director in charge of the Provincial Land Registration Office, said: From the beginning of 2026, the unit has proactively advised on the implementation of comprehensive solutions, aiming to achieve over 98% of administrative procedures in the field of registration of security measures and issuance of land use right certificates under its jurisdiction being resolved correctly and ahead of schedule; paying attention to investing in the synchronous development of information technology infrastructure; supplementing specialized personnel to meet the requirements of digital transformation; directing subordinate units to strengthen interconnectedness with other sectors (tax, police) to help organizations and individuals conveniently carry out related administrative procedures. At the same time, focusing on reviewing and preparing dossiers for land allocation, land lease, and issuance of land use right certificates for historical sites, cultural and sports facilities throughout the province.
In addition, the Provincial Land Registration Office has promoted the application of information technology in receiving and resolving administrative procedures related to land, including procedures for issuing land use right certificates ("red books"). From the beginning of 2026 to the present, the unit has received, processed, and resolved 3,157 dossiers on the land database system ( VNPT -iLIS), an increase of 905 dossiers compared to the same period in 2025; of which 525 dossiers have been completed and 2,632 dossiers are currently being processed.
The Provincial Land Registration Office continues to focus on connecting and synchronizing land data. To date, 60 out of 65 communes and wards have connected to the national land database, facilitating the sharing, exploitation, and enrichment of population data. This is an important foundation for gradually modernizing land management and meeting the requirements of digital transformation in the new context.
Mr. Dang Huu Hai, Deputy Director of the Chi Lang Regional Land Registration Office, said: The branch has assigned highly qualified staff to handle applications for land use right certificates; at the same time, it has increased the application of software and digitized land procedures to ensure the speed of processing and issuing land use right certificates to people… In addition, the branch sends staff to participate in training courses; and establishes a Zalo group for regular information exchange and timely problem solving. As a result, from the beginning of 2026 to the present, the unit has issued 727 land use right certificates under its jurisdiction, an increase of over 200 certificates compared to the same period in 2025, equivalent to 1,316 land plots with an area of 64.83 hectares.
With the synchronized solutions implemented, from the beginning of 2026 to the present, the Provincial Land Registration Office and its regional branches have issued 9,091 land use right certificates under their jurisdiction, equivalent to 12,945 land parcels with a total area of 2,141.3 hectares to organizations and individuals in need. Of these, 208 certificates were issued to organizations, equivalent to 260 land parcels, covering an area of 88.5 hectares, exceeding the assigned target by 4%; and 8,883 certificates were issued to households and individuals, equivalent to 12,685 land parcels, covering an area of 2,052.8 hectares, reaching 77.2% of the assigned target.
Implementing the policy of decentralization and delegation of power in the land sector, the People's Committees of communes and wards in the province have recently accelerated the processing of applications and the issuance of land use right certificates to people in accordance with regulations. From the beginning of 2026 to the present, the People's Committees of communes and wards have issued 1,336 land use right certificates, equivalent to 1,872 land plots, covering an area of 1,095.67 hectares. Decentralization not only reduces pressure on the provincial level but also shortens the processing time, creating convenience for the people.
Mr. Hoang Van Quyet, from Lang Thanh village, Chi Lang commune, said: "My family owns 140 square meters of land planted with perennial trees that has not yet been issued a land use right certificate. Through the information disseminated by commune officials, I completed the application for a land use right certificate. Thanks to their dedicated guidance, I was able to submit the application online. In April 2026, I received the land use right certificate for the aforementioned land area and can now work and produce with peace of mind."
Despite achieving positive results, the issuance of land use right certificates in the province still faces many difficulties. In the coming time, relevant agencies and departments will continue to resolve obstacles; improve land data; and enhance the responsibility of officials in performing their duties... Thereby, accelerating the issuance of land use right certificates, contributing to socio-economic development and ensuring the legitimate rights of the people.
