(GLO) - In the context of implementing Resolution No. 46-NQ/TW of the Politburo on reforming and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of the new period and the plans of the Provincial Party Committee, the Provincial Farmers' Association is facing the need for strong and comprehensive reform.

* Madam, what innovative requirements are being placed on the activities of the Provincial Farmers' Association in implementing Resolution No. 46-NQ/TW of the Politburo and Plan No. 55-KH/TU dated March 25, 2026, of the Provincial Party Standing Committee?

- The implementation of Resolution No. 46-NQ/TW and the Provincial Party Committee's plans has opened a new phase of development, while also posing a very comprehensive need for innovation in the Farmers' Association organization.

We are committed to continuing to build the Association's organization in a streamlined, effective, and efficient manner, focusing strongly on the grassroots level and placing members at the center. After organizational restructuring, the entire province has formed 135 commune-level Association branches with more than 3,200 executive committee members, creating an important foundation for improving the quality of activities in the new phase.

In addition, the need for innovation is also reflected in improving the quality of content and operating methods in a practical way, linked to the interests of members.

In the coming period, the Association will continue to promote digital transformation in its operations, enhance the capacity of its staff, and thereby truly become a solid bridge between the Party, the State, and farmers, contributing to promoting the leading role of farmers in agricultural development and building new rural areas.

* To achieve targets such as recruiting over 6,000 new members annually, improving digital skills for 70% of members, and strongly developing the movement of skilled farmers in production and business, what key solutions will the Provincial Farmers' Association focus on?

These are major targets, requiring the coordinated and decisive involvement of all levels of the Association.

First and foremost, we will continue to vigorously innovate in membership development and diversify forms of farmer mobilization. During the past term, the province has admitted over 25,000 new members, bringing the total number of members to over 322,660; and in 2025 alone, we aim to admit over 7,100 new members. This provides a foundation to strive towards the goal of admitting over 6,000 new members each year in the coming years.

Secondly, the Association will place special emphasis on improving the quality of its farmer workforce. In recent times, nearly 7,800 Association officials have received training and professional development; thousands of members have been trained in production skills, linkage skills, and the application of digital technology in production. Building on this foundation, we aim to improve the digital skills of approximately 70% of our members, helping farmers gradually adapt to digital transformation.

Thirdly, regarding the movement of skilled farmers in production and business, the Association will continue to improve quality, linking it with capital support, science and technology, and market connections. Currently, over 200,000 households register for the emulation campaign each year, and more than 75,000 households have achieved the title of skilled producers and business operators at various levels. This will be the core force to spread effective models, contributing to sustainable rural economic development.

* During the implementation of the Resolution, what will the Provincial Farmers' Association do to promote the role of farmers as "key players" in developing ecological agriculture, building new rural areas, and participating in value chains?

- We have always recognized farmers as the key players and the central focus of the development process. Therefore, all policies and activities of the Association are aimed at unleashing the internal potential and enhancing the capacity of farmers.

Over the past period, the farmers' movement has made a positive contribution to the construction of new rural areas. Every year, members contribute billions of dong, tens of thousands of working days, and donate approximately 65,000 m² of land for infrastructure development.

In addition, the Association will continue to support farmers in transforming their production mindset, promoting participation in cooperatives and partnerships, and linking along the value chain. Currently, the province has established hundreds of branches and professional associations with tens of thousands of members, creating an important foundation for the development of large-scale, sustainable production.

Along with developing ecological agriculture, building new rural areas, and participating in value chains, the Association will strengthen technological skills training. At the same time, it will promote the development of ecological and green agriculture, linked to environmental protection and adaptation to climate change. In 2026 alone, the Association will organize 12 training courses on brand building and 12 training courses on e-commerce (60 participants per course). These are very practical contents that will help farmers gradually build brands and expand their product markets.

In addition, we are implementing entrepreneurship training for officials and farmer association members throughout the province, creating conditions for them to access new economic thinking and boldly innovate in production and business.

One notable point is that the Association continues to maintain "popular education" activities among its farmer members. This not only improves basic skills but also provides a foundation for farmers to access science and technology and embrace digital transformation.

We believe that when farmers are equipped with sufficient knowledge, skills, and a favorable environment, they will not only master production but also become a core force in sustainable rural economic development.
