
1. Changes and shifts in thinking cannot happen overnight. Therefore, it is essential to create a genuine, effective movement within the political system to turn the tide, seize opportunities, and enable Quang Nam to achieve breakthroughs.
Entrepreneurship has truly become a widespread movement in Quang Nam; from rural areas to urban centers; from the plains and coastal areas to the high mountains and border regions; especially among young people.
Although many experts warn that innovative startups cannot and should not act as a mere fad, the vibrant and continuous efforts to build a startup ecosystem over the past few years have naturally created sufficient motivation at many levels, sectors, localities, and within the community.
It serves as a source of motivation, encouragement, and inspiration for many young people to boldly seek ideas, invest their intellect, effort, and money in order to realize their aspirations to escape poverty and rise to wealth.
Many exemplary, innovative, high-quality, and eye-catching models, products, and services have appeared everywhere, featured in trade fairs, supermarkets, on store shelves, in gift baskets, and even finding their way to international markets.
A new generation of young farmers, owners of production and service establishments, and entrepreneurs has emerged, possessing passion, ambition, knowledge, and capabilities, and is growing in size.
Quang Nam has been recognized as a model and leader in the startup movement and the development of a startup ecosystem; it is a "bright spot" in the otherwise rather bleak socio -economic landscape of the locality in recent times.
2. Numerous movements have been launched and organized at various levels and in various sectors, with different scales, scopes, and target groups. Some movements have clearly demonstrated their effectiveness; they have a widespread impact, motivating people and thereby creating enormous social resources that contribute to overall development.
But there are also movements that are just… movements. That is, they have grandiose launches, well-structured content and criteria, but the results are… nothing more than question marks!
The head of a district government once shared with us a story about sending a document to the provincial-level specialized department requesting their opinion on a local proposal. It took over two months to receive a response. Ironically, the reply stated… that the response was… "not yet available because the relevant departments have not yet given their opinions (?!).
“Once, I had to personally deliver an investment project dossier from a business to the relevant agencies. Fortunately, it was eventually resolved. But I kept quiet, not daring to mention the complications and bottlenecks in the application process, because they were a foreign-invested enterprise, and I was afraid of the potential repercussions…” – this person explained.
Notice in reports, official documents, and plans at various levels, sectors, and localities that there are numerous phrases calling for administrative reform; efforts to be supportive, friendly, and responsible towards citizens and businesses; yet somewhere, concerns and frustrations are increasingly prevalent.
In annual national rankings related to administrative reform and improvement of the investment environment over the years, Quang Nam has consistently dropped in the standings.
Recently, in the 2023 Local Innovation Ranking Index published by the Ministry of Science and Technology, Quang Nam ranked 35th nationwide and last among the provinces and cities in the Central Key Economic Region.
Surprisingly, the 2023 administrative reform evaluation and ranking index for departments, agencies, and localities (at the district level) showed mostly good or excellent results!
It is no coincidence that, in the plan for implementing Directive 05-CT/TW of the Politburo, to be carried out in 2024 (Plan No. 397-KH/TU, dated March 26, 2024), the Standing Committee of the Provincial Party Committee placed a focus on the contingent of cadres, Party members, civil servants, and public employees with the requirement to "clarify the current situation, manifestations, causes, and solutions to identify and overcome the situation of cadres, civil servants, and public employees shirking, avoiding, and fearing responsibility."
3. Returning to the entrepreneurship movement, it is easy to see that the content of the "Renewal" ideology and spirit is being vividly realized among young people. This means that the tradition of innovation and reform – a cultural value of the people of Quang Nam – has been promoted in the new era, creating new impetus and resources for development.
Not only that. Besides the cultural and spiritual values within the national value system (patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity, as summarized by General Secretary Nguyen Phu Trong at the National Culture Conference, November 24, 2022), according to many researchers, Quang Nam province and its people also possess unique "identities" (intelligence, studiousness, diligence, loyalty, courage, resilience, sensitivity, decisiveness, honesty, etc.), as many researchers have noted ("Quang Nam Culture - Characteristic Values" - Quang Nam Department of Culture and Information, 2021).
In particular, as the late Professor Tran Quoc Vuong affirmed: the argumentative nature of the people of Quang Nam is a distinctive cultural value. These values are especially prominent and convincingly demonstrated during times of greatest difficulty and challenge. And each time this happens, Quang Nam creates a turning point…
This time, in implementing Plan No. 397, the Standing Committee of the Provincial Party Committee requires all cadres and Party members to write personal commitments on implementing the 2024 thematic program, linked to combating the situation of "avoiding, shirking, and fearing responsibility"; while also encouraging, motivating, and protecting the spirit of "7 dares" (dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, dare to confront difficulties and challenges, and dare to act for the common good).
This means that there is a very high demand placed on promoting the distinctive spiritual and cultural values of the people of Quang Nam, first and foremost within the province's political system, in order to overcome challenges and enable Quang Nam to achieve breakthrough development according to the planning goals by 2030.
Ideology is a complex and challenging field; changing mindsets cannot happen overnight. Therefore, it is essential to create a truly effective and substantial movement (like the startup movement or the early rural road paving movement) with synchronized and decisive action at all levels and sectors, from each party member and branch; coupled with the issuance of scientific work procedures and tools for inspection, supervision, and strict handling of violations.
"Political and ideological work must be carried out regularly and continuously throughout the entire process of Party building. Only when Party branches and committees are good, truly clean and strong, can agencies and units successfully fulfill their tasks," emphasized Deputy Secretary of the Provincial Party Committee Le Van Dung at a recent working session with the Party Committee of the Provincial Agencies Bloc.
Challenges, in some ways, also create opportunities (especially given the history of Quang Nam province). But other opportunities are also emerging as Quang Nam now has a meticulously developed, scientific, feasible master plan with a comprehensive, long-term vision. Vietnam is also about to welcome its fourth wave of foreign investment, in the context of shifting global investment and value chains, according to experts.
