Speaking at the 1st Dong Nai Provincial Party Congress, comrade Phan Dinh Trac requested the Provincial Party Committee to be more resolute, dynamic, and creative, to mobilize and effectively use all resources for investment and development, turning potential and aspirations into development breakthroughs, and to be determined to "surpass, lead, and be at the forefront".

At the opening session of the 1st Dong Nai Provincial Party Congress, term 2025-2030, after the opening speech of the Congress by Comrade Vu Hong Van, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; on behalf of the Presidium, Comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council approved the presentation of the Political Report of the Provincial Party Executive Committee for the term 2020-2025 to the Congress.

The report stated that, implementing the resolution for the 2020-2025 term, the Party Committees of the two provinces of Dong Nai and Binh Phuoc (formerly) united, overcame difficulties and challenges, and led the implementation to achieve quite comprehensive results, with 60/70 targets achieved and exceeded, Dong Nai province gradually becoming an important growth pole of the Southeast region and the whole country.

The economy continues to grow well, the economic structure shifts in the right direction. The economic growth rate of the province in the period of 2021-2025 reaches 7.11%/year. By 2025, the total product in the province will reach 694,457 billion VND, the average GRDP per capita will reach 153.7 million VND/person, equivalent to about 6,066 USD/person.

The economic structure has shifted positively and in the right direction; agricultural production has gradually shifted to modernity; investment in regional connectivity infrastructure has received attention and direction, attracting increasingly high levels of FDI capital.

Culture, society, education, and health care have been invested in and developed; social security has been given attention; and people's lives have been significantly improved. The work of preventing and fighting the Covid-19 pandemic has been directed resolutely, effectively, flexibly and safely; national defense, security, and border sovereignty have been firmly ensured.

Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented the Review Report.

The work of building a clean and strong Party, government and political system has achieved positive results. Inspection and supervision work has been strengthened; the fight against corruption, waste and negativity has achieved important results. The political system apparatus has been streamlined and operates effectively and efficiently. The Party's leadership role and prestige have been affirmed; the people's trust in the Party and the State has been increasingly consolidated and strengthened.

The general goal by 2030 is to build Dong Nai into a green, prosperous, civilized, and modern city; striving to basically meet the criteria of a centrally-run city by 2030.

The average GRDP growth rate will reach 10%/year or more in the 2025-2030 period. By 2030, the total product in the area (GRDP at current prices) will reach over VND 1,200,000 billion; GRDP per capita will reach over VND 250 million.

Next, comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented a report reviewing the leadership and direction of the Provincial Party Executive Committee for the 2020-2025 term.

Regarding the new phase of tasks, he said that Dong Nai province has a “golden opportunity” to break through and develop, becoming a dynamic growth pole, a center of industry, services, modern logistics and high-tech agriculture in the southern region and the whole country. However, this is also a big challenge, requiring the Party Committee to have a strategic vision, high political determination, drastic actions and synchronous and effective implementation.

Comrade Phan Dinh Trac emphasized a number of key contents that the Congress should focus on studying and discussing. In particular, the key task is to strengthen the building and rectification of the Party and the political system to be truly clean and strong in all aspects.

In particular, it is necessary to focus on building a team of cadres at all levels, especially leaders and managers, first of all, truly exemplary leaders, strongly innovating working style and manners; having heart, vision, and a desire to contribute, daring to face difficulties and challenges, daring to think, daring to do, daring to take responsibility, daring to innovate for the common good; saying goes with doing, doing goes with saying, knowing how to turn difficulties into motivation, turning challenges into aspirations to rise up, with new provisions of new thinking, new vision, new knowledge, new determination and drastic action.

The higher the position of cadres and party members, the more exemplary they must be. Focus on building a truly united, coordinated, unified, pioneering, responsible, exemplary Provincial Party Executive Committee that is truly the core of leadership.

To do so, comrade Phan Dinh Trac reminded the province to be determined to achieve an annual economic growth rate of more than 10%. Urgently complete the review and adjustment of the Provincial Planning for the period 2021-2030 with a vision to 2050, ensuring consistency and synchronization with the national socio-economic development strategy and orientation of regional and inter-regional development space.

Promote the development of science and technology, innovation and digital transformation; reform administrative procedures, improve the investment and business environment, take people and businesses as the center, and measure people and businesses' satisfaction. Maximize resources to synchronously develop socio-economic infrastructure.

Improve the quality of human resource training, focus on vocational training, job creation, attracting and utilizing talents.

Develop social housing and housing for workers; effectively implement policies for people with meritorious services, social security and social welfare policies; strive for the goal of having no poor households in the province by 2030.

Comrade Phan Dinh Trac suggested that the province should pay special attention to Dong Nai's important strategic position in the Southeast, South Central and Central Highlands regions, and therefore need to do a good job of mass mobilization work, promptly and thoroughly resolve citizens' complaints and denunciations; and build a peaceful, friendly and developed border.

Comrade Phan Dinh Trac emphasized that immediately after the Congress, it is necessary to urgently complete and promulgate the Action Program to implement the Congress Resolution, and develop the Party Committee's Working Regulations for implementation. The Action Program must be specific, comprehensive, closely following local realities, clearly defining tasks, contents, responsible organizations and individuals, completion time, and products.

At the Congress, on behalf of the Presidium, comrade Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee, approved the Politburo's Decisions on appointing members to the Executive Committee, Standing Committee, Secretary, Deputy Secretaries of the Provincial Party Committee; and the Provincial Party Committee's Inspection Committee for the 2025-2030 term.

Accordingly, the Executive Committee of the Dong Nai Provincial Party Committee for the 2025-2030 term consists of 68 comrades.
