Groundbreaking ceremony for component project 1 of the Gia Nghia - Chon Thanh expressway.

BPO - Amidst the nationwide jubilation celebrating the 50th anniversary of national reunification, the People's Committee of Binh Phuoc province held a groundbreaking ceremony on April 29th for component project 1 of the Western North-South Expressway, specifically the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section. This project holds significant strategic importance for Binh Phuoc province and the Central Highlands region.

Attending the groundbreaking ceremony were: Alternate Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee Ton Ngoc Hanh; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Huynh Thi Hang; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tue Hien; members of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council, Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; leaders of departments, agencies, districts, towns, and cities; and former leaders of Binh Phuoc province from various periods.

Also attending the event were leaders from Dong Nai, Binh Duong , and Dak Nong provinces, Vingroup Corporation, Vietnam Technological and Commercial Bank, Vietnam Rubber Industry Group, and Becamex IDC Corporation.

The investment project to build the Western North-South Expressway section from Gia Nghia ( Dak Nong ) to Chon Thanh (Binh Phuoc) has a total length of approximately 124.13 km and a design speed of 120 km/h. The route passes through the following districts, towns, and cities: Dak R'lap district (Dak Nong province) with a length of approximately 23.10 km, and Bu Dang, Dong Phu districts, Dong Xoai city, and Chon Thanh town (Binh Phuoc province) with a length of approximately 101.03 km. Implementation is scheduled to begin in 2024, be substantially completed in 2026, and put into operation in 2027.

Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee Ton Ngoc Hanh, along with other leaders and delegates, attended the groundbreaking ceremony.

The project is divided into 5 sub-projects. Specifically: Sub-project 1: Investment in the construction of the Western North-South Expressway section from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc), invested under the public-private partnership (PPP) method. Sub-project 2: Investment in the construction of access roads and overpasses across Dak Nong province. Sub-project 3: Investment in the construction of access roads and overpasses across Binh Phuoc province. Sub-project 4: Compensation, support, and resettlement in the section through Dak Nong province. Sub-project 5: Compensation, support, and resettlement in the section through Binh Phuoc province.

Component Project 1: “Investment in the construction of the Western North-South Expressway section from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc) is implemented under a public-private partnership (PPP) model.” The project's starting point intersects with the existing National Highway 14 in Kien Thanh commune, Dak R'Lap district, Dak Nong province. The end point intersects with the Ho Chi Minh Highway section from Chon Thanh to Duc Hoa, in Chon Thanh town, Binh Phuoc province.

Focus on providing transportation for the project's groundbreaking ceremony.

The completed section of the road will have 6 lanes, with a roadbed width of 32.25m, and a width of 33m specifically for the section through Dong Xoai city. In the phased investment, the project will be developed into a complete 4-lane expressway with a roadbed width of 24.75m; the section through Dong Xoai city will be 25.5m wide; and a design speed of 120km/h. This will be accompanied by the construction of interchanges, direct access points, and pedestrian underpasses to ensure convenient connectivity and minimize disruption to communities along the route. The total investment for component project 1 is estimated at approximately 19,965 billion VND.  

On April 19th, the People's Committee of Binh Phuoc province commenced the construction of component projects 3 and 5: Investment in the construction of access roads, overpasses, and compensation and resettlement support for the section passing through Binh Phuoc province. On April 28th, Dak Nong province held the groundbreaking ceremony for component project 2, "Investment in the construction of access roads and overpasses across the section passing through Dak Nong province." This project has a total investment of 338 billion VND, funded by the local budget.

The component projects, commenced and inaugurated during the nationwide celebration of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), hold significant and practical importance in many aspects. They demonstrate the will and determination of the Party, the State, ministries, localities, and businesses in creating new development spaces, and are even more meaningful as symbols of innovation, prosperous development, civilization, and well-being, promoting national development in the era of Vietnam's upward progress.
