Consensus for the development of our homeland

QTO - Nam Cua Viet commune is a key area currently implementing many large-scale socio-economic development projects of the province. Alongside the advantages, compensation, resettlement support, and land clearance still face many difficulties, potentially leading to complaints and disputes, affecting public order and security. In response to this situation, the Nam Cua Viet Commune Police proactively developed and launched a model of effective public mobilization: "Launching a movement for the people to comply with the land clearance policy for projects in the commune" in early April 2026. After a period of implementation, many difficulties in land clearance work in the locality have been gradually resolved, contributing to maintaining public order and security and creating consensus among the people.

These days, many key transportation infrastructure projects are being implemented in Nam Cua Viet commune. To ensure the projects are completed on schedule, land clearance plays a particularly important role. However, this work also faces many difficulties and challenges because it directly affects the rights, concerns, and lives of the people. Behind every meter of land acquired lies the immense worry of the people about their homes, livelihoods, and long-term well-being.

Recognizing this, the Nam Cua Viet Commune Police proactively implemented a model of effective public relations in land clearance work in the area. With this model, the commune police force not only disseminates legal information but also coordinates with local authorities, mass organizations, and influential people in the community to create a wider and deeper impact.

Numerous public dialogues were held, allowing residents to express their concerns and resolve issues related to compensation and resettlement support. As a result, many families understood the significance and benefits of the projects, leading to consensus and cooperation in land clearance for the development of their homeland.

The family of Ms. Hoang Thi Hong, from Ha Tay village, is a noteworthy example of the spirit of working for the common good, actively cooperating with the authorities in land clearance. Ms. Hong's husband's grave is located within the area affected by the coastal road project, specifically the section passing through the Cua Tung-Cua Viet bridge area and Ha Tay village. What is particularly noteworthy is that her husband's grave was only reburied a little over a year ago. For Vietnamese customs and spiritual beliefs, relocating a grave is a significant event, especially when the deceased is relatively young.

Therefore, initially, Ms. Hong was hesitant to accept compensation and relocate. Understanding Ms. Hong's feelings, aspirations, and psychological barriers, the Nam Cua Viet Commune Police proactively visited her home to offer support and encouragement.

Following the motto "listen to the people, explain so the people understand, and earn the people's trust," the commune police not only explained the meaning and importance of the project for the development of their hometown but also paid special attention to the emotional aspect. With sincerity, the commune police helped the woman resolve her inner conflicts, explaining the appropriate government support policies as well as relocation plans that ensured respect for customs and traditions, and maintained a harmonious relationship.

Understanding the State's sound policy and feeling the concern of the authorities, Ms. Hong set aside her personal feelings to focus on the common good, committing to cooperate in relocating her husband's grave according to regulations. Ms. Hong's agreement not only helped accelerate the project's progress but also contributed to spreading the spirit and responsibility of citizens towards the community. This is also a great encouragement for projects in the area to be completed soon, contributing to changing the face of the homeland.

Mr. Nguyen Tan Con's family in Tuong Van village owns over 1,000 square meters of agricultural land that is subject to expropriation for the coastal road project section passing through the Cua Tung-Cua Viet bridge area. Like Mrs. Hong's family, Mr. Con's family has set an example by agreeing to hand over the land to the construction unit to ensure the project proceeds on schedule.

"Thanks to the active propaganda, mobilization, and support from the local government and the Nam Cua Viet commune police, my family understood and complied with the compensation, handing over the land, which includes rice paddies and shrimp farms, to the construction unit so that the road could be opened soon," Mr. Con happily said.

Mr. Tran Van San, Deputy Head of Tuong Van village, said that in the past period, the local government and the commune police force have actively propagated and mobilized people to agree to hand over and donate land, as well as informed the people about the project of the main road connecting Cua Tung to Cua Viet.

"Through the mobilization process, the commune police force played a core role, going directly to villages, hamlets, and families to enthusiastically persuade the people. Thanks to this, bottlenecks in land clearance work were resolved, contributing to speeding up the project's progress through the village," Mr. Sằn said.

According to Mr. Truong Minh Canh, Vice Chairman of the Vietnam Fatherland Front Committee of Nam Cua Viet commune, in recent times, the commune's Fatherland Front has actively coordinated with the commune's police to understand the situation and aspirations of households in the project area in order to strengthen propaganda and mobilization efforts.

Mr. Canh observed: "Thanks to the coordinated and timely propaganda and mobilization efforts of the units, the families affected by the project have understood the importance and significance of the road passing through their area. Therefore, to date, the people have shown very high consensus on the land clearance policy, with many households voluntarily donating land for the project."

The model of effective public mobilization in land clearance work in Nam Cua Viet commune is a concrete step in implementing the directives of the Provincial Police and the local Party committee and government in accelerating the progress of key projects. The core objective of the model is to base it on the understanding and consensus of the people, through propaganda and mobilization to help people clearly see the common benefits of the projects for the development of their homeland.

The launch of this model is not simply about solving the land acquisition problem for construction units, but more importantly, it strengthens the people's trust in the leadership of the Party and the State. It affirms that the commune police force must be a bridge between the government and the people; a reliable support, always accompanying the people to resolve difficulties and obstacles at the grassroots level.

Lieutenant Colonel Tran Duc Nhan, Deputy Head of the Nam Cua Viet Commune Police, said: “Right from the implementation of the effective people mobilization model, the commune police force has strengthened its presence at the grassroots level, closely monitoring the situation and the legitimate aspirations of the people. At the same time, they have issued many policies and guidelines to resolve difficulties and create consensus among the people to ensure that projects are implemented on schedule.”

Based on the initial success achieved, the effective community mobilization model of the Nam Cua Viet Commune Police is demonstrating the important role of grassroots police forces in working alongside the government to overcome local difficulties. When people are listened to, respected, and their legitimate rights are protected, consensus becomes the driving force and strength for major policies to be implemented, contributing to building a more prosperous and sustainably developed homeland.
