According to the plan, the dike has a total length of over 16.4km, passing through Phan Dinh Phung, Quan Trieu, and Gia Sang wards. The total investment for the project is nearly 2,240 billion VND. Along with that is the compensation and land clearance project with a total investment of over 3,386 billion VND.
In addition to its flood control function, the dike system is also designed to integrate urban transportation. Many sections of the dike surface have a width of 14 to 24 meters, meeting regional urban road standards. The project also includes a drainage system, riverbank protection embankments, lighting, integrated technical infrastructure, and other supporting works.
To implement the project, the total land area to be acquired is approximately 113.7 hectares; affecting more than 2,300 households and 42 organizations; and it is expected that over 740 households will need to be relocated. It is noteworthy that many residents have expressed their agreement with the province's investment plan. More than anyone else, they are the ones directly affected if the Cau River water level rises.
Mr. Pham Van Vinh, who lives near Ben Tuong Bridge, said that residents all hope the project will be implemented soon to reduce flooding in the central area. His family, as well as many other households, are ready to cooperate in surveying and handing over the land according to regulations. He hopes that the households will continue to agree so that the project can be implemented soon for the long-term common good.
In Quan Trieu ward, the area with the highest number of affected households (over 1,000), comprehensive awareness and mobilization efforts are being implemented. Local authorities have organized meetings with residents to disseminate information on policies and regulations, and are conducting surveys of residential land, agricultural land, and assets on the land.
Local authorities are currently conducting surveys of households and related organizations, including Hoang Van Thu Paper Mill, Cao Ngan Thermal Power Plant, and the Provincial Land Development Center.
In Gia Sang ward, more than 140 households have had their residential and agricultural land surveyed. In Phan Dinh Phung ward, many households have had their compensation plans approved, received money, and handed over the land.

According to Mr. Dang Xuan Liem, Deputy Director of the Land Development Center Region I, the project involves a large volume of work, affecting many households and organizations. However, with the decisive direction of the province and the coordination of local authorities, land clearance is being implemented urgently.
The specialized units are focusing on reviewing records, expediting the survey, developing compensation plans, and simultaneously strengthening dialogue and communication to create consensus among the people. The goal is to hand over the land for construction as soon as possible.
Over the past period, the project dossier has been continuously refined by specialized agencies based on feedback from the Ministry of Agriculture and Environment and directives from provincial leaders. Numerous meetings have been held to review the technical plan, resolve arising difficulties, and accelerate implementation progress.
Mr. Tran Dai Nghia, Head of the Land Clearance and Construction Investment Consulting Department (Provincial Project Management Board for Transportation and Agriculture Construction Projects), said: The Management Board is closely coordinating with departments, agencies, and localities to complete the necessary procedures and focus on accelerating land clearance. During the implementation process, the unit always prioritizes ensuring the legitimate rights and interests of the people. The goal is to have the project commenced in June 2026.
