In riverside and low-lying areas, the risk of dike failure, residential flooding, and traffic disruption is always present during prolonged heavy rains. Meanwhile, some businesses remain complacent in disaster prevention and control; in rural areas, some residents are slow to evacuate, posing many potential safety risks.

Many localities in the province have proactively organized disaster prevention and search and rescue drills to improve the command, control, and coordination capabilities of the forces involved.

At the People's Committee of Diem Thuy commune, the 2026 drill was held with a simulated scenario of prolonged heavy rain, causing the Cau River water level to rise rapidly, exceeding the warning level and threatening the safety of the dike and downstream residential areas. Many households were deeply flooded, with elderly people and children trapped, and transportation was cut off, forcing the local authorities to activate the emergency response plan.

Through the exercise, the mobilization of forces according to the "four on-the-spot" principle helped to test the coordination capabilities between the military , police, health sector, and other organizations, while also clarifying shortcomings in disaster prevention and control at the local level.

According to Lieutenant Colonel Hoang Xuan Thanh, Deputy Commander of the Diem Thuy Commune Military Command, early preparation, the development of realistic scenarios, and the organization of trial drills are key factors in preventing the forces from being caught off guard when a real situation occurs. However, rescue equipment at the local level is currently lacking, especially boats, canoes, and life jackets, affecting the ability to respond when major floods occur.

In his overall assessment of the drill, Mr. Nguyen Viet Dai, Vice Chairman of the People's Committee of Diem Thuy commune, said that the drill not only aimed to test the plan but also served as an opportunity to raise awareness among the people and businesses.

“Through this exercise, we want people to clearly see that natural disasters can occur very quickly, and if they do not proactively heed warnings and evacuate in time, the consequences will be unpredictable. Local authorities will continue to strengthen propaganda and require households and businesses to proactively prepare disaster prevention and control plans right from the beginning of the rainy season,” Mr. Nguyen Viet Dai emphasized.

In reality, disaster prevention and control is not solely the responsibility of government agencies. Citizens need to regularly monitor weather forecasts, seriously follow recommendations, and avoid staying in dangerous areas. Businesses need to review and supplement their plans to protect employees and assets, preventing further damage when natural disasters occur.
