'Soft shield' from social consensus

Major policy decisions are only effective when they receive the consensus of the people. In Thai Nguyen, the process of reorganizing administrative units, implementing the two-tiered local government model, successfully organizing the elections for National Assembly and People's Council representatives at all levels, and carrying out the large-scale land clearance campaign in recent times have clearly demonstrated this. In recent years, Thai Nguyen has continuously faced many pivotal tasks. The restructuring of administrative units, the reorganization of the apparatus towards a streamlined, effective, and efficient model; the preparation for the operation of a two-tiered local government; the review and reassignment of officials; the adjustment of many governance processes at the grassroots level; and the preparation of infrastructure conditions to attract investment… all directly impact the administrative apparatus and social life.

These changes, if approached only from an immediate perspective, can easily give rise to feelings of apprehension and concern. Will the rights of the people be affected? Will the processing of administrative procedures be disrupted? How will the new system operate? Will the qualifications of officials meet the new requirements?... These are also points that subversive forces often exploit to sow doubt, exaggerate difficulties, and distort the reform policies of Party committees and governments at all levels.

In response to these concerns, Thai Nguyen province chose a straightforward and transparent approach through dialogue, clear explanations, and using the effectiveness of service as a measure. Extensive conferences and dissemination of information to the grassroots level; direct meetings and Q&A sessions; and the public disclosure of the implementation roadmap and plans have helped people understand the goal of the restructuring: to build a more streamlined, people-friendly, and efficient administrative apparatus.

Thanks to this, trust and unity among the people have been gradually fostered, clearly demonstrated through important political milestones in the locality. For example, regarding organizational structure, over 99% of voters in the province agreed with the plan for administrative unit rearrangement and provincial merger; 100% of People's Council representatives at all levels voted in favor of this policy. Thai Nguyen was also the first locality in the country to complete the Project on rearranging commune-level administrative units and the Project on rearranging and merging the two provinces of Bac Kan and Thai Nguyen.

The spirit of unity was further affirmed through the success of the elections for National Assembly and People's Council representatives at all levels for the 2026-2031 term. Throughout the province, 1,238,954 out of 1,239,336 registered voters participated, achieving a turnout rate of 99.97% (higher than the national average); 100% of communes had a voter turnout rate of 99.75% or higher, with 74 out of 92 communes and wards achieving a 100% turnout. This clearly reflects strong political trust, a sense of civic responsibility, and enduring social consensus, creating a solid foundation for the implementation of major local policies.

From the perspective of protecting the Party's ideological foundation, these results contribute to strengthening social trust and affirming the effectiveness of organizing and implementing political tasks at the local level. With policies implemented openly and transparently, receiving high levels of public consensus, unverified information or distorted narratives are unlikely to negatively impact public opinion.

Synchronize understanding, unify action.

Social unity is only sustainable on the basis of dialogue, transparency, and understanding. Through this, people are listened to, given thorough explanations, and understand the common good, thereby fostering trust and consensus, and contributing to strengthening the close relationship between the Party, the government, and the people.

A clear example of this is the land clearance campaign in Thai Nguyen, covering over 2,700 hectares, which began in early 2026. This project, equivalent to the entire area of ​​the province's existing industrial zones, involves thousands of households and numerous compensation, support, and resettlement plans. It's a major test of administrative capacity, the effectiveness of public relations work, and the ability to build social consensus.

Land clearance is inherently a problematic area. A lack of transparency or delays in resolving issues at any stage can easily lead to anxiety. Unresolved problems can then be exploited, exaggerated, and cause doubt, impacting social stability. Recognizing this, Thai Nguyen province has determined that land clearance is not simply a matter of handling administrative procedures, but a crucial public relations task requiring close contact with the people, thorough understanding, and a strong sense of responsibility.

A common feature in localities implementing land clearance for large-scale projects in the province in recent times is the proactive approach, focusing on dialogue. In Diem Thuy commune, where more than 900 hectares of land must be cleared for infrastructure projects by 2026, commune officials, the land clearance task force, and various organizations have gone to each hamlet and met with each household to disseminate information and clearly explain the legal basis, compensation, support, and resettlement plans. The concerns of the people were fully recorded and answered directly. Dialogue sessions were held continuously, lasting until each issue was clarified.

In Pho Yen ward, the campaign to encourage people to hand over land for projects is carried out in conjunction with the exemplary conduct of officials and Party members. Many officials whose land was subject to expropriation complied first, becoming a persuasive voice at the grassroots level. People gradually reached a consensus based on the exemplary conduct of officials and Party members and the fairness in implementing the general policy.

In Bach Quang ward, along with direct dialogue, the local authorities prioritize transparency in the entire process of surveying, pricing, compensation plans, and resettlement support. Every step is clearly posted so that residents can monitor, compare, and promptly report any problems that arise.

Thanks to effective public relations work and the creation of consensus at the grassroots level, Thai Nguyen is accelerating the progress of land clearance, creating favorable conditions for the implementation of development projects.

A key lesson learned is that social unity is only sustainable when the legitimate rights of the people are guaranteed. Resettlement areas are equipped with comprehensively developed essential infrastructure, coupled with solutions for stable living conditions and long-term livelihoods, helping people settle down and feel secure in their new homes. As a result, land clearance is no longer just a simple relocation but becomes a stepping stone to new development spaces with more modern infrastructure, greater investment potential, and more job opportunities.

With regular dialogue, full transparency of information, and the harmonious protection of people's rights, consensus is formed and strengthened. On this foundation, the development process is more stable, obstacles are minimized, and the community's adaptability to changes in the development environment is enhanced.

Building a solid foundation for the new journey.

Ultimately, protecting the Party's ideological foundation is tested by the effectiveness of its policies in practice. A correct orientation is only truly persuasive if it is realized through concrete changes that the people can directly feel. From these results, unity in understanding and action is further strengthened, creating a solid foundation for development.

In Thai Nguyen, the effectiveness of each policy decision is always linked to the method of implementation, in which transparency of information, promoting dialogue, listening to and promptly addressing issues from the grassroots level are identified as key priorities. At the December 2025 online dialogue conference with the people in the province, Provincial Party Secretary Trinh Xuan Truong emphasized: Listening to, accepting, and thoroughly resolving the legitimate requests of the people is an important basis for consolidating trust and creating momentum for development.

Evaluating the implementation of the policy on restructuring the administrative apparatus and operating the two-tiered local government model after one year, Chairman of the Provincial People's Committee Vuong Quoc Tuan affirmed: The journey after one year is clear evidence of the strength of unity and the aspiration to move forward. The results achieved are the fruit of decisive action from the leaders, the responsible involvement of the entire political system, and the joint efforts of the people in removing old obstacles and gradually building a modern, service-oriented, and development-creating administration.

The decisive factor is the degree of unity in awareness and action among the entire political system and the people, because this unity creates the intrinsic strength to ensure the synchronized and effective implementation of development tasks.

The experience of recent years shows that the development of Thai Nguyen is the result of the convergence of natural conditions, infrastructure, economic potential, and especially the close bond between the Party, the government, and the people. This bond is strengthened by consensus in understanding and is verified through concrete changes in management, administration, and social life.

The aspiration for development, coupled with the determination of the entire political system and the people, continues to be a crucial driving force, ensuring that development goals are implemented more effectively, efficiently, and sustainably. Social trust is strengthened, consensus is widespread, and disruptive factors such as misinformation or biased perspectives are gradually diminished, giving way to stability and unity in social understanding.

Social consensus thus becomes a key factor in ensuring stable and sustainable development. Based on trust and cohesion between the Party, the government, and the people, a "soft shield" is formed, contributing to the firm consolidation of the Party's ideological foundation while maintaining the long-term development direction of the locality.
