Breakthrough in the Provincial Green Index

In 2024, Hai Duong achieved 26.34 points, ranking 13th out of 63 provinces and cities in the Provincial Green Index (PGI) ranking, an increase of 12 places compared to 2023.

Impressive upgrade

The provincial green index is considered a useful tool, complementing the provincial competitiveness index to promote an environmentally friendly investment and business environment.

The provincial green index is built on four groups of component indicators: pollution and disaster mitigation; ensuring compliance with environmental regulations; promoting green practices; and incentive policies and support services for businesses. In total, there are more than 40 evaluation criteria.

In 2024, Hai Duong increased its score by 4 points compared to the previous year, from 22.34 to 26.34 points. With this result, the province rose to 13th place nationwide (an increase of 12 places from 25th place in 2023), placing it among the localities with outstanding progress. Hai Duong is among the top 15 provinces and cities nationwide with the best results in the green index. This is an impressive result, clearly reflecting the efforts of the government at all levels and the business community in achieving sustainable development and green growth goals.

Notably, all four component indicators for Hai Duong increased in score compared to the previous year. In particular, the indicator for ensuring compliance with environmental standards showed the highest improvement, rising from 5.85 points (2023) to 7.58 points (2024), an increase of 1.73 points, ranking fourth in the Red River Delta region.

The leadership index in environmental protection (promoting green practices) also recorded a significant increase, from 3.83 points to 4.99 points, up 1.16 points. Preferential policies and support services for businesses increased by 0.88 points, reaching 6.11 points. The pollution reduction and climate change index reached 7.65 points (up 0.22 points), maintaining its 5th position in the Red River Delta region.

Hai Duong's ranking in the 2024 Green Index is a very positive result, demonstrating the province's efforts and determination in building a green economic management ecosystem. This result also reflects the level of satisfaction of businesses with the government's environmental management in guiding green production, and serves as a channel for localities to screen investments.

One of the key factors in improving the green index is the province's consistent commitment to socio-economic development linked to green growth. The province has also clearly defined green growth as a consistent goal in its socio-economic development. Annual plans consistently focus on restructuring the economy towards green and digitalization, with a focus on: high-tech industries, technology-based agriculture , high-quality services, and the development of smart, green, and modern urban areas.

Hai Duong province places particular emphasis on planning and building green urban areas such as Hai Duong City, Chi Linh City, and Kinh Mon town… During the period 2021-2025, the province decided to temporarily suspend attracting projects with a high risk of pollution, while encouraging environmentally friendly projects, focusing on pollution control and improving the working environment.

In addition, Hai Duong has issued an action plan to respond to climate change and actively integrated sustainable development elements into the new rural development program. The model of household waste sorting has been widely implemented, with over 2,000 models and clubs managed by women's association members. The rate of household waste collected and processed throughout the province has reached over 90%...

Businesses are also proactively innovating technology, saving energy, and reducing emissions. During the production process, the company regularly collaborates with relevant departments and agencies to inspect and assess environmental impacts; and strictly adheres to environmental protection regulations.
