Breakthrough in renewable energy development

According to Decision No. 1319/QD-TTg of the Prime Minister approving the Planning of Ninh Thuan province for the period 2021-2030, with a vision to 2050, by 2030, energy and renewable energy (RE) are expected to account for about 12% of the province's GRDP, solving 7.3% of employment needs in the whole province.

Following the central government's orientation and planning, the province has concretized it into programs and resolutions, in which the Provincial Party Committee issued Resolution No. 20-NQ/TU on building Ninh Thuan into the country's energy and renewable energy center by 2025, with a vision to 2030. Identifying energy and renewable energy development as a pillar, driving force and one of the breakthrough sectors to promote socio -economic development in the 2021-2030 period; energy and renewable energy development must be harmoniously combined and consistent with national sectoral strategies and planning, regional planning and provincial planning. Continue to effectively implement the policy of developing Ninh Thuan into the country's energy and renewable energy center in conjunction with implementing the plan to implement the VIII Power Plan; speed up the grid connection of transitional energy projects and start new projects. Focus on attracting investment in offshore wind power projects, pumped storage hydropower, green technology and post-salt chemical complexes, hydrogen production plants... Ensure the needs of energy security, security, national defense, adaptation to climate change, strengthen management, resource protection, promote land use value, protect the environment, associated with digital transformation, implement social progress and equity, improve people's lives. Effectively mobilize resources of enterprises operating in the energy sector; diversify capital sources, forms of capital mobilization and effectively attract domestic and foreign capital sources. Encourage economic sectors to participate in investment in the energy sector according to the prescribed roadmap.

Prioritize investment in developing sustainable energy infrastructure, synchronous between sources and transmission and distribution grids according to Decision No. 1319/QD-TTg. Specifically, invest in a synchronous transmission infrastructure system to reduce capacity for renewable energy projects. In the 2021-2030 period, build a Power Center (using LNG fuel) with a capacity of 1,500 MW in the Ca Na port area in the province. In the next phase, research and propose further development with a potential capacity of 4,500 MW when ensuring the conditions and standards according to regulations, bringing the total capacity to 6,000 MW. Research and develop potential power sources such as wind power plants, self-consumption solar power plants, hydropower plants, pumped storage hydropower plants, biomass plants, waste-to-energy plants, geothermal plants and biogas power plants to maximize the available potential in the province.

Constructing two new 500kV stations in Ninh Son and Thuan Nam districts, with a total capacity of 4,500MW; constructing nine new 500kV lines with a total length of 1,168km to connect 500kV stations and pumped storage hydropower plants and LNG plants. Upgrading the capacity of Ninh Phuoc 220kV station from 1 transformer to 2 transformers, increasing the total capacity to 500MW; upgrading the capacity of Da Nhim 220kV hydropower station from 63MW to 250MW, and adding one more 125MW transformer, increasing the total capacity to 375MW; constructing three new 220kV stations with a total capacity of 1,605MW; Construct a new 220kV Da Nhim switching station to relieve the power source in the area because the 220kV Da Nhim hydropower station cannot expand the 220kV route. Construct 16 new 220kV lines with a total length of 351km to connect with 220kV stations, hydropower plants, wind power plants and solar power plants. Renovate, upgrade and construct new 110kV lines and stations to ensure power supply for the development needs of the load in the province as well as neighboring areas. Develop the power grid for industrial parks, industrial clusters, urban residential areas, energy projects, and other socio-economic facilities in the province.

To achieve the above goals, the Provincial Party Committee requires strengthening the leadership and direction of Party committees and authorities at all levels in implementing the task of building Ninh Thuan into an energy and renewable energy center of the country. Step up innovation in propaganda work, dissemination, raising awareness, responsibility, and actions of all levels, sectors, cadres, party members, business communities, and people of all walks of life on viewpoints, guidelines, mechanisms, policies, positions, roles, importance, goals, and orientations for building Ninh Thuan into an energy and renewable energy center of the country for the socio-economic development of the province.
