Breakthrough in renewable energy development

According to Decision No. 1319/QD-TTg of the Prime Minister approving the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, the goal is that by 2030, energy and renewable energy will account for approximately 12% of the province's GRDP and meet 7.3% of the employment needs in the entire province.

Following the central government's guidelines and planning, the province has concretized these into programs and resolutions. Specifically, the Provincial Party Committee issued Resolution No. 20-NQ/TU on building Ninh Thuan into a national energy and renewable energy center by 2025, with a vision to 2030. The province identifies energy and renewable energy development as a pillar, driving force, and one of the breakthrough sectors to promote socio-economic development in the 2021-2030 period; energy and renewable energy development must be harmoniously integrated and consistent with national sectoral strategies and plans, regional plans, and provincial plans. The province continues to effectively implement the policy of developing Ninh Thuan into a national energy and renewable energy center, in conjunction with the implementation of the Power Development Plan VIII; accelerating the grid connection of transitional energy projects and commencing new projects. Focus on attracting investment in offshore wind power projects, pumped-storage hydropower, green technology complexes and post-salt chemical plants, hydrogen production plants, etc. Ensure energy security, national defense, and climate change adaptation; strengthen resource management and protection; maximize land use value; protect the environment; integrate with digital transformation; promote social progress and equity; and improve people's living standards. Effectively mobilize resources from businesses operating in the energy sector; diversify capital sources and forms of capital mobilization; and effectively attract domestic and foreign capital. Encourage all economic sectors to invest in the energy sector according to the prescribed roadmap.

Prioritize investment in the development of sustainable and synchronized energy infrastructure between power sources and transmission and distribution grids, as stipulated in Decision No. 1319/QD-TTg. Specifically, invest in a synchronized transmission infrastructure system to reduce the load on renewable energy projects. During the 2021-2030 period, construct a power center (using LNG as a fuel source) with a capacity of 1,500MW in the Ca Na port area within the province. In the subsequent phase, research and propose further development with a potential capacity of 4,500MW, meeting all required conditions and standards, bringing the total capacity to 6,000MW. Research and develop potential power sources such as wind power plants, self-consumption solar power plants, hydropower plants, pumped storage hydropower plants, biomass power plants, waste-to-energy power plants, geothermal power plants, and biogas power plants to maximize the existing potential in the province.

Construct two new 500kV substations in Ninh Son and Thuan Nam districts, with a total capacity of 4,500MW; construct nine new 500kV transmission lines with a total length of 1,168km to connect the 500kV substations and pumped storage hydropower plants and LNG plants. Upgrade the Ninh Phuoc 220kV substation from one transformer to two transformers, increasing the total capacity to 500MW; upgrade the Da Nhim 220kV hydropower substation from 63MW to 250MW, and add a 125MW transformer, increasing the total capacity to 375MW; construct three new 220kV substations with a total capacity of 1,605MW. Construct a new 220kV Da Nhim substation to alleviate power congestion in the area, as the existing 220kV Da Nhim hydropower substation cannot be expanded to accommodate the 220kV bay. Construct 16 new 220kV transmission lines with a total length of 351km to connect to 220kV substations, hydropower plants, wind power plants, and solar power plants. Renovate, upgrade, and construct new 110kV transmission lines and substations to ensure power supply for the growing load demand in the province and surrounding areas. Develop the power grid for industrial parks, industrial clusters, urban residential areas, energy projects, and other socio-economic facilities in the province.

To achieve the above objectives, the Provincial Party Committee requests strengthened leadership and guidance from Party committees and governments at all levels in implementing the task of building Ninh Thuan into a national energy and renewable energy center. It also calls for promoting innovation in propaganda and dissemination, raising awareness, responsibility, and action among all levels, sectors, officials, Party members, the business community, and all segments of the population regarding the viewpoints, policies, mechanisms, position, role, importance, goals, and orientations for building Ninh Thuan into a national energy and renewable energy center for the province's socio-economic development.
