Dong Nai's goal is to essentially meet the standards of a centrally-governed city by 2030, moving towards a civilized, modern, sustainable, and high-growth economy, surpassing the high-income threshold and ranking among the top provinces nationwide. Therefore, in the revised Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, the province has selected four breakthrough areas to accelerate development. These include: strategic orientation, infrastructure, urban development and tourism, and human resources.

Dong Nai prioritizes training high-quality human resources for its factories.

Accordingly, Dong Nai will plan and develop areas in a sustainable manner, with a good living environment, attracting experts, scientists , and highly skilled personnel to live and work there. Regarding infrastructure, the province will effectively utilize Long Thanh International Airport in conjunction with the airport city model. It will complete the framework for intra-provincial, regional, inter-regional, and international connectivity within the province. It will complete a synchronous, modern, smart infrastructure that adapts to climate change and promotes urban development linked to the Transport for Development (TOD) model. Regarding urban development and tourism, the province will implement high-class urban, tourism, and resort service projects along rivers, mountains, and lakes. Specifically, the province will invite domestic and foreign businesses to invest in urban-tourism-service areas adjacent to Long Thanh Airport; the Chua Chan Mountain and Nui Le Lake urban-tourism area; the Suoi Giai Lake urban-tourism area; and the Ba Ra Mountain - Thac Mo Waterfall urban-tourism area. urban chain along the Dong Nai River.

In socio -economic development, human resources play a crucial role. The province will establish large-scale university education and training complexes in Long Thanh, Nhon Trach, Long Khanh, and Dong Xoai urban areas. It will promote training, enhance capacity, and attract, retain, and utilize a team of experts, scientists, and highly qualified personnel. Simultaneously, it will build a team of officials, civil servants, and public employees capable of meeting job requirements.

According to experts, if implemented effectively, these four breakthroughs will help the province "accelerate" in the coming years. This would make it easier for the province to achieve double-digit annual growth and become a centrally-governed city.

Currently, Dong Nai is the fourth largest economic province in the country. With its existing potential and advantages from strategic infrastructure projects such as Long Thanh International Airport and expressways like Ho Chi Minh City - Long Thanh - Dau Giay, Ben Luc - Long Thanh, Dau Giay - Phan Thiet, and Bien Hoa - Vung Tau, it has opened up a strong development space, connecting with the Southeast region and the whole country.

In the new context, Dong Nai has clearly identified four breakthrough areas to focus resources on, considering this a crucial and necessary step. Because with a clearly defined development strategy, the province will have a stronger foundation to accelerate its growth in the coming years. Dong Nai also recognizes that in socio-economic development, the people are always at the center, aiming to build a modern and civilized living space where residents can enjoy increasingly better services and amenities.

However, in implementing these breakthroughs, close coordination among all levels, sectors, and localities is essential to achieve goals and directions quickly and effectively. In particular, it is crucial to mobilize numerous domestic and international resources to participate in the implementation of projects across various fields to promote economic development and improve the living standards of the province's people.
