The Ministry of Transport has just approved the adjustment of the Northern Mountain Provinces Transport Connection Project funded by the Asian Development Bank and the Australian Government.
Accordingly, the project will be adjusted to a total investment of VND6,018.1 billion (equivalent to USD265.23 million), an increase of nearly VND700 billion compared to the initial approval with a total investment of VND5,339.59 billion (equivalent to USD235.328 million). Of which, compensation, support and resettlement costs are VND1,019.4 billion; construction costs are VND4,155.3 billion; construction investment consulting costs are VND325.8 billion; contingency costs are VND417 billion, etc.

Specifically, the loan from the Asian Development Fund (ADF) of ADB is 187.2 million USD (equivalent to 4,249.3 billion VND), used to pay for construction costs, supervision consultancy, auditing consultancy according to ADB regulations and corresponding reserves.
The Australian Government 's non-refundable aid of USD 6.37 million (equivalent to VND 144.5 billion) is implemented through the Aus4transport Program of the Ministry of Transport and is used to pay for technical design consultancy, cost estimates and bidding support; vehicle load control program; road traffic safety awareness campaign; additional survey and technical design for Package XL07 and Package XL11.
The Vietnamese Government's counterpart fund is VND 1,624.3 billion (equivalent to USD 71.58 billion), used to pay for compensation, support, and resettlement costs; value added tax and other taxes (if any); project management; construction investment consultancy; other costs and corresponding reserves.
The Ministry of Transport requires Project Management Board 2 to be responsible for closely coordinating with localities in compensation, support and resettlement, ensuring project progress; ensuring strict and complete procedures and compliance with current regulations.
The project to connect traffic in the northern mountainous provinces includes 2 routes with a total length of about 200km, with a 5-year implementation schedule (from 2019 - 2024).
In which, the route connecting Lai Chau with Noi Bai-Lao Cai Expressway: Starting point (Km0+00) at IC16 intersection of Noi Bai-Lao Cai Expressway, Van Ban district, Lao Cai province. Ending point (Km146+600) at Km34+800 National Highway 4D, Lai Chau city, Lai Chau province. The route length is about 147km, a grade III mountainous road.
Route connecting Nghia Lo with Noi Bai-Lao Cai Expressway: Starting point (Km0+00) at IC14 intersection of Noi Bai-Lao Cai Expressway, Van Yen district, Yen Bai province. End point of the project (Km54+069) at Km209+500 National Highway 32, Van Chan district, Yen Bai province. Route length is about 53km, grade 4 mountainous road.
