Sustainable community tourism in Lam Binh

Amidst the lush green mountains of Lam Binh commune, a high-altitude area in Tuyen Quang province, a new tourism development model under the "digital content creation village" project is gradually taking shape.

With an innovative mindset, a people-centered approach, digital technology as a tool, and tourism as a driving force, Lam Binh commune is opening up a promising direction for the development of a digital economy linked to sustainable tourism.

After the merger, Lam Binh commune covers an area of ​​over 327 km² with more than 12,500 people, comprising 22 villages and 19 ethnic groups living together. The new administrative space not only expands the potential for development but also requires a change in mindset and the search for a direction suitable to the local practical conditions.

Located on the banks of the Tuyen Quang hydroelectric reservoir, Lam Binh boasts a rich natural ecosystem with over 78% forest cover, giving it many advantages for developing ecotourism and community-based tourism. Currently, the commune has more than 16 homestays and over 10 food and beverage establishments serving tourists. Digital infrastructure is gradually improving, with over 80% of households having internet access and approximately 75% using smartphones.

Currently, in villages such as Khau Cau, Na Khau, and Ban Bon, many households are participating in creating content on platforms like YouTube, Facebook, and TikTok, attracting many viewers and initially generating stable income. However, tourism activities in the area remain fragmented, and the products are not yet truly outstanding. While digital content creation has emerged, it is mostly spontaneous, lacking coordination and long-term development direction.

Based on that experience, Lam Binh has developed a pilot project titled "Digital Content Creation Village Linked to Tourism Development in the period 2026-2030". This is a concrete step to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.

Chairman of the People's Committee of Truong Van Quang commune said: "In the context of digital transformation becoming an inevitable trend, developing the digital economy is both a requirement and an opportunity to increase income and narrow the development gap between mountainous areas and more developed regions. There are individuals in the commune who have succeeded in creating digital content, but there is a lack of collaboration. Therefore, the project aims to form a new, groundbreaking development model that can be replicated in the future."

The project is designed to develop an organized space based on traditional eco-cultural villages integrated with a digital platform, using the villages of Khau Cau, Na Khau, and Ban Bon as the core, connecting with the lake area and other tourist destinations. One of the products the locality is currently focusing on developing is the "A Day as a YouTuber" experience.

With this product, tourists not only visit but also directly participate in local life, filming, editing videos, and sharing their exploration journeys online. In addition, "Community Digital Core Teams" will be established in each village. These teams will support residents in accessing digital skills, from video production and online sales to cashless payments.

The innovative approach to tourism in Lam Binh has also impressed many visitors. Mr. Dang Ngoc Ha, a tourist from Ninh Binh province, shared: “The interesting thing about visiting Lam Binh is that my family not only got to sightsee but also filmed and created videos about our trip. The feeling of living with the local people and telling our own stories made the trip much more memorable.”

According to To Viet Hiep, Secretary of the Party Committee and Chairman of the People's Council of Lam Binh commune: “Through this project, the commune government hopes that all residents can become storytellers of their village. Residents will not only sell agricultural products but also promote the culture, landscape, and people of Lam Binh. Furthermore, the locality aims to establish live digital markets right in the fields and villages, thereby helping people promote their products, expand their markets, and increase their income right in their homeland.”

The project sets out specific goals and a roadmap for the period 2026-2028, striving for over 60% of participating households to engage in digital economic activities and have access to basic digital infrastructure; attracting over 3,000 tourists by 2028; increasing the income of participating households by at least 30% compared to 2026; and implementing data digitization and cashless payments in accordance with actual conditions. The total budget for the project is over 5.2 billion VND, with investment phased from 2026 to 2028.

Notably, during the 2029-2030 period, the commune aims to have over 90% of households trained and participating in digital economic activities; digitize and promote at least 8 or more products; 100% of tourist destinations have standardized promotional content on the digital environment, gradually forming a community-based digital economic ecosystem linked to sustainable tourism.

During a working session with Lam Binh commune on the development of the digital economy and tourism, Mr. Vuong Ngoc Ha, Vice Chairman of the People's Committee, stated that Lam Binh has many favorable conditions for developing experiential tourism with its unique natural landscapes, diverse cultural identity, rich cuisine, and many traditional handicraft products.

Therefore, it is necessary to continue promoting the leading role of the people in the development of the economy and community tourism. At the same time, we acknowledge the local proposal to upgrade the inter-regional transportation system to enhance connectivity, expand the space for tourism development, and promote trade in the future.

The "digital content village" project in Lam Binh is a new approach to tourism development and a shift in development thinking in the highlands. When each resident becomes a creator and each village becomes a content space, local cultural values ​​will be disseminated, opening up a path to sustainable economic development, contributing to improving living standards and preserving the cultural identity of the community.
