Many argue that this proposal is unrealistic and needs careful consideration. Compared to tax debts that can lead to travel bans in some countries, and even in Vietnam in the past, the figure of 1 million dong is likely to shock many people.
In a well-organized society, citizens are expected to understand, and are compelled to understand, the tax regulations applicable to their business activities and, in general, to transactions involving their property.
Taxpayers should proactively seek information about their tax obligations and fulfill them correctly.
However, in order to bind citizens to these matters, especially to ensure they fulfill their tax obligations diligently, authorities need to implement a series of necessary measures appropriate to the functions and responsibilities of tax collectors.
Firstly, tax regulations must be transparent, fair, reasonable, and widely publicized through official state information channels.
If taxes are fair and reasonable, honest businesses will not try to evade them; anyone who deliberately evades them must be severely punished without leniency, and society will certainly agree.
Secondly, the State should promptly publicize the results of tax liability determination on the eTax Mobile software so that taxpayers can check and compare them with their own calculations.
For tax obligations recorded as outstanding from many years ago, the eTax Mobile software must have a separate cumulative tax debt section to allow taxpayers to easily understand their overall tax debt situation.
Third, and very importantly, authorities must publicly disclose sanctions and restrictions on citizens' freedoms, including penalties for late tax payments and travel bans for those who are late in paying taxes.
The announcement must be made immediately after the decision is made in a prominently named section of eTax Mobile.
Taxpayers intending to travel abroad must access the software, go to the "acceptances" section, and check if they are subject to any sanctions or restrictions that may affect their travel plans.
If such measures are implemented, appropriate actions must be taken in accordance with the law to resolve the issue. And naturally, the eTax Mobile software must operate smoothly, avoiding the instances of mistaken identity that have occurred in the past.
The current tax policy needs to be reformed in several key areas according to reasonable and fair criteria: personal allowances; tax rates applied to the revenue of businesses, especially small and medium-sized enterprises, and the revenue of household businesses.
People are gradually becoming accustomed to paying attention to tax obligations associated with transactions. It takes time for people to be constantly vigilant about the tax implications of their income, as is the case with people in developed countries.
Tax debts incurred during the period when the tax administration system was still manual and not yet digitized were therefore frozen and processed under a special regime, appropriate to the social and legal awareness of taxpayers as well as the management capacity of authorities at that time.
Tax debts incurred before eTax Mobile became widely available are recorded in a separate area of the software and are flagged with appropriate, easily noticeable alerts for taxpayers.
The law provides for appropriate deadlines for taxpayers to make payments on those tax debts.
If a taxpayer fails to fulfill their tax obligations within the stipulated timeframe, it will be considered a late payment and will be handled according to general regulations, including penalties for late payment, travel bans, and other measures.
With the current "one man for all" approach to handling tax debts, people are easily taken aback, or even severely shocked, when faced with unexpected late payment penalties or when suddenly stopped at the exit procedures counter.
Tax collection to contribute to the state budget needs to be strictly enforced, but we must not forget the State's goal of easing the burden on the people. If the people are shocked by a policy, it means that policy has not been successful and has not met the needs of national governance.
