Biometric authentication on eTax Mobile to combat invoice fraud.

(Chinhphu.vn) - The Tax Department is implementing biometric authentication for legal representatives when registering or changing information for the use of electronic invoices, aiming to increase security, limit fraud, and protect taxpayers in the digital environment.

The Tax Department is implementing biometric authentication for legal representatives when registering or changing information for the use of electronic invoices, aiming to increase security, prevent fraud, and protect taxpayers.

Biometrics applied to businesses and household businesses.

On May 21st, the Tax Department ( Ministry of Finance ) announced that it had issued a document regarding biometric authentication of legal representatives when registering or changing registration information for the use of electronic invoices. This is considered an important step in the digital transformation process of the tax sector, aiming to enhance security and protect taxpayers in the digital environment.

According to the Tax Department, the implementation aims to ensure safety and accuracy in identifying taxpayers, while preventing the risk of fraud and falsification of information during the registration and information change process for using electronic invoices.

The agency stated that biometric authentication is carried out in accordance with Decree No. 70/2025/ND-CP amending and supplementing several articles of Decree No. 123/2020/ND-CP on invoices and documents. Simultaneously, the Tax Department has collaborated with the Department of Administrative Management of Social Order (C06) to develop and refine a technical solution for biometric authentication of legal representatives when registering or changing information on electronic invoices.

According to the official document, the scope of application includes businesses, organizations, household businesses, and individual business owners registered to use electronic invoices. In addition, changes to the registered information for using electronic invoices related to the legal representative, household business representative, individual business owner, or private enterprise owner are also subject to biometric authentication.

The individuals required to perform biometric authentication are the legal representatives of the aforementioned organizations, businesses, households, and business owners, except for foreigners who have not yet met the requirements for level 2 electronic identification according to the roadmap of the competent authorities.

Accordingly, the legal representative must have a level 2 electronic identification account on the VNeID application, and must also have installed and used the eTax Mobile application.

In addition, the data regarding the legal representative in the tax registration system must match the personal identification information in the National Population Database. This is considered a crucial condition for the system to perform automatic identity verification.

Facial authentication via the eTax Mobile app

Regarding the implementation process, upon receiving the registration form or the form for changing registration information for using electronic invoices (Form 01/ĐKTĐ-HĐĐT), the Electronic Invoice and Electronic Document Portal will send a biometric authentication request using facial recognition to the legal representative via the eTax Mobile application.

The legal representative will perform biometric verification on the application according to the instructions in the accompanying document. After successful verification, the system will continue to process the information on the application form to send a notification accepting or rejecting the registration or change of information for using electronic invoices according to the current electronic invoice management process.

The Tax Department announced that it has completed the upgrade of its application systems, including eTax Mobile and the Electronic Invoice and Electronic Document Portal, to meet the biometric authentication requirements for legal representatives.

To ensure coordinated implementation, the Tax Department requests that tax authorities in provinces and cities, the Tax Sub-department for Large Enterprises, and the Tax Sub-department for E-commerce urgently disseminate information about the new regulations to taxpayers through various means.

Furthermore, local tax authorities need to coordinate with business registration agencies and relevant units to guide taxpayers in standardizing and updating information, ensuring that personal identification data matches correctly between the business registration database, tax registration database, and the National Population Database.

The Tax Department also requested a review of cases where the legal representative information is incomplete or inaccurate; and cases where the eTax Mobile application has not been installed or linked with VNeID, in order to provide timely support and encourage compliance.

Simultaneously, tax authorities must strengthen guidance for businesses, organizations, and individuals during the implementation process; and promptly report any difficulties or obstacles that arise to the Tax Department for assistance in resolving them.
