Local authorities are requested to temporarily suspend the appraisal and acceptance of administrative boundary records and maps at all levels, and the creation, revision, and supplementation of administrative boundary records and maps at all levels, in accordance with the resolution of the National Assembly Standing Committee on the reorganization of each district and commune-level administrative unit for the period 2023-2025.

Furthermore, the Ministry of Interior proposes temporarily suspending the construction of the overall planning component for district and commune-level administrative units for the period up to 2030 and with a vision to 2045 until a new policy is issued by the competent authority.

The above requirements only apply to cases where a plan for merging districts and communes is being developed according to the old standards previously issued by the Standing Committee of the National Assembly.

According to regulations of the National Assembly Standing Committee from 2016, amended and supplemented in 2022, the standards for mountainous and highland districts are a population of 80,000 and an area of ​​850 km2; for lowland districts, a population of 120,000 and an area of ​​450 km2. Each district must have 13 commune-level administrative units, including at least one town.

The criteria for a mountainous/highland commune are a population of 5,000 and an area of ​​50 km2; for a lowland commune, the criteria are a population of 8,000 and an area of ​​30 km2.

In recent times, many localities have merged districts and communes based on this standard. Meanwhile, on March 20, the Central Steering Committee for summarizing Resolution 18 assigned the Party Committee of the Government to finalize the submission and plan for rearranging administrative units at all levels and building a two-tiered model of local government organization, and report to the Politburo before March 25. Subsequently, the Party Committee of the Government will incorporate the Politburo's opinions, finalize the submission and plan, and report to the Central Committee before April 1.

The Party Committee of the Government will direct and guide the development and completion of the plan for rearranging and merging provincial and commune-level administrative units (specific functions and tasks, organizational structure, staffing; allocation of officials, offices, and official housing; handling of assets and offices...).

The Standing Committee of the National Assembly is expected to pass a resolution on the reorganization of commune-level administrative units, and the National Assembly will pass a resolution on the merger of provincial-level administrative units before June 30th.
