The government has just issued Resolution No. 77/NQ-CP on the regular government meeting in March and the online government conference with localities.

In this context, the Government directed the urgent completion of the two-tiered local government organizational model, the acceleration of administrative restructuring and streamlining associated with institutional improvement, and the enhancement of the effectiveness and efficiency of state management; and the thorough preparation of contents to be presented at the 11th Central Committee Meeting of the 13th Party Congress and the 9th Session of the 15th National Assembly .

Ministries, agencies, and localities, according to their assigned functions, tasks, and powers, should focus on researching and proposing amendments and additions to regulations related to organizational structure within the system of legal documents, ensuring the continuous, smooth, and effective operation of the state apparatus after restructuring as directed by the Politburo and the Secretariat.

Emphasis should be placed on clearly defining the authority between different levels of local government when transitioning from a three-tiered to a two-tiered local government model, coupled with increased decentralization from the central government to local governments.

Ministries and ministerial-level agencies should urgently develop and issue documents within their authority by April 2025 to guide localities in transitioning work, ensuring that there is no disruption to the management of sectors and fields at the local level when merging provincial-level administrative units, eliminating district-level organizations, and continuing to merge commune-level administrative units.

The Government has assigned the Ministry of Interior to take the lead and coordinate with relevant agencies and localities to urgently finalize the submission and plan for rearranging and reorganizing administrative units at all levels and to build a two-tiered local government organizational model, ensuring a complete political, legal, and practical basis, for submission to the Central Committee for approval.

Submit to the Government for presentation to the Standing Committee of the National Assembly for promulgation of a Resolution on the reorganization of provincial and commune-level administrative units;

The National Assembly and the Standing Committee of the National Assembly issued a Resolution on the rearrangement and merger of provincial and commune-level administrative units in accordance with the schedule and requirements of the Politburo and the Central Committee.

The government has assigned the Ministry of Justice to conduct an early review of draft laws and resolutions that will be submitted to the National Assembly for consideration and approval at the 9th session.

Strengthen monitoring, inspection, and urging of ministries and agencies to accelerate the drafting and issuance, within their authority, and submission to the Government and the Prime Minister for promulgation, of detailed regulations implementing laws and resolutions passed by the National Assembly, with a determination to definitively resolve the situation of delays and backlogs in issuing detailed regulations by April 2025.

The government directs ministries, agencies, and localities, according to their assigned functions, tasks, and powers, to focus on reviewing, reducing, and simplifying administrative procedures related to production and business activities, business conditions, internal administrative procedures, decentralizing the handling of administrative procedures, and implementing administrative procedures regardless of administrative boundaries within the province, ensuring the set goals and requirements are met and are consistent with the organizational structure after restructuring and streamlining.
