Permission has been granted to excavate soil at the construction site located at 46 Dien Bien Phu Street.

DNO - On April 24, Deputy Director of the Department of Natural Resources and Environment Nguyen Hong An confirmed that the City People's Committee had granted a permit for mineral exploitation (excess soil) in the area where a construction project is located at 46 Dien Bien Phu Street , Chinh Gian Ward, Thanh Khe District.

Due to the significant amount of surplus soil generated during the construction of the Nguyen Kim Complex Building at 46 Dien Bien Phu Street, following the guidance of the Department of Natural Resources and Environment, the investor has prepared an environmental impact assessment report for the project to provide a basis for proceeding with mineral exploitation procedures (using the surplus soil).

Based on the approved environmental impact assessment report and related documents, on December 29, 2023, the People's Committee of Da Nang City granted Mineral Exploitation License No. 2949/GP-UBND (in the area with the construction investment project) to Thai Anh Da Nang Construction Development Co., Ltd. to exploit and transport soil within the aforementioned project to be used as leveling material for several construction projects in Da Nang City.

Immediately after obtaining the permit, Thai Anh Da Nang Construction Development Co., Ltd. signed contracts and contract addendums with several companies to transport the excavated soil reserves to level the ground for the construction of the Da Nang Vocational College (Campus 2) in Hoa Quy Ward, Ngu Hanh Son District (funded by the State budget).

According to the contract addendum signed between Thai Anh Da Nang Construction Development Co., Ltd. and Tran Nguyen Phat Co., Ltd., the total estimated volume of soil to be extracted and transported is approximately 100,000 .

However, because some roads around the project have signs prohibiting large trucks, including Le Do and Vo Van Tan streets, Thai Anh Da Nang Construction Development Co., Ltd. has applied for permits for 26 vehicles to enter the restricted areas and park in the prohibited zones on Le Do and Vo Van Tan streets.

On March 26th, the Department of Transportation granted permits for vehicles to operate on the Le Do and Vo Van Tan roads between 10 PM and 5 AM to facilitate the excavation and transportation of soil at the project.

Reportedly, for nearly a month, from late night to early morning, numerous large dump trucks have been entering the Nguyen Kim Complex high-rise building construction site to collect excess soil generated from foundation and basement excavation, then transporting it and circulating it through several roads marked with signs prohibiting trucks over 2.5 tons, especially Le Do and Vo Van Tan streets.

This has raised concerns among some residents regarding both the mining activities within the construction site and the transportation of large quantities of soil out of the site and its circulation on some restricted roads.
