Urgent measures needed to resolve land acquisition issues.

There are still many obstacles.

The project to renovate and upgrade National Highway (NH) 14E, passing through Thang Binh, Hiep Duc, and Phuoc Son districts, commenced construction on March 7, 2023. Land clearance for construction was assigned to the aforementioned districts for direct implementation.

Even though 2024 has ended, the project's progress has not been on schedule, with only a few sections paved with asphalt in Binh Dinh Bac and Binh Tri communes (Thang Binh district). Worryingly, the fragmented handover of land has disrupted construction, leaving the site in a chaotic state.

According to Mr. Que Hai Trung, Deputy Director of Project Management Board 4 (the project management unit), by the beginning of January 2025, the districts had handed over a total of 64 out of 71.38 km of land (reaching 89.66%).

Specifically, Thang Binh handed over 14.61/17.4km (reaching 83.96%); Hiep Duc handed over 26.83/30.2km (reaching 88.12%); and Phuoc Son handed over 22.56/23.78km (reaching 94.87%).

According to Phuoc Son's report, the district has handed over more than 22.8km (reaching 96% of the volume). Phuoc Son has basically completed the land clearance work; the remaining bottleneck is that there are 4 households who built houses on land belonging to the previous Projects 327 and 661; the district is studying to propose a relocation plan because these households are all poor households and built houses according to Resolution No. 12 of the Provincial People's Council.

In Hiep Duc, the determination of specific land prices according to the 2024 Land Law has not yet been completed. At the same time, the compensation plans for 10 affected households located outside the land clearance boundary in Que Tho commune (3 cases) and Tan Binh town (7 cases) have not yet been approved.

In Tan Binh town alone, besides the 7 cases outside the aforementioned boundaries, there are 113 households whose resettlement plans have not yet been approved; of these, 64 households had previously agreed to the plan but must have it re-posted according to the new Land Law. Regarding resettlement, 6 households in Binh Lam commune that fall under this category are awaiting the procedures for land allocation and the preparation of resettlement plans for approval.

The biggest land acquisition bottleneck remains the area around the railway overpass (in Binh Quy commune, Thang Binh district). Of the 59 affected households, the local authorities have approved compensation and land clearance plans for 45 households.

However, 26 households have yet to agree for various reasons, such as low compensation rates, concerns that the construction of the overpass will reduce the value of their land plots and hinder their business activities. In addition, there are 10 cases where the compensation plan has been approved but the households refuse to accept the money (5 households in Binh Tri commune and 5 households in Binh Lanh commune).

The problem needs to be resolved soon.

According to the project's executive director, Mr. Vo Ta Thanh, the construction of the railway overpass will take 16 months. According to the signed contract, the contractor is expected to complete the project in November 2024.

However, due to land acquisition issues, the completion time had to be adjusted and shortened to 9 months. Nevertheless, whether the project will be completed depends on the handover of the land from the local authorities.

During an on-site inspection on the afternoon of December 18, 2024, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested that Thang Binh district hand over the land for the railway overpass section by the end of February 2025; for sections still held by a few households, the land should be handed over before the Lunar New Year 2025.

The districts will implement specific directives. Afterward, the authorities will take strong measures, enforcing eviction across the entire household instead of dealing with each individual.

On December 31, 2024, the Chairman of the Provincial People's Committee issued Official Letter No. 10333 regarding the completion of land clearance for the National Highway 14E renovation and upgrading project.

The Chairman of the Provincial People's Committee requested the Secretaries of the District Party Committees of Thang Binh, Hiep Duc, and Phuoc Son districts to focus on leading and mobilizing the entire local political system to continue to urgently and actively participate in organizing propaganda, persuasion, and explanation through various appropriate forms.

The Chairpersons of the People's Committees of the districts are directed to focus on decisively and resolutely completing the compensation, land clearance, and resettlement work, and handing over the entire land area to Project Management Board 4 before March 1, 2025, to organize the implementation and completion of the project on schedule; this is the final deadline, and there must be no delay.

This includes urgently resolving the issue of fragmented land plots and handing over non-contiguous land parcels to ensure favorable conditions for construction.

In particular, the Secretary of the District Party Committee and the Chairman of the People's Committee of Thang Binh District focused their efforts on decisively directing and urgently organizing the completion and handover of the entire land area for the railway overpass to commence construction.

In cases of deliberate delay or non-compliance with the approved compensation plan, prompt action will be taken to protect the construction site or enforce land reclamation in accordance with regulations, ensuring compliance with the aforementioned timeframe. Any locality failing to meet the deadline will be held fully responsible before the Provincial Party Standing Committee and the Chairman of the Provincial People's Committee.

The project to renovate and upgrade National Highway 14E has a total investment of VND 1,848.239 billion, using state budget funds within the medium-term public investment plan for the period 2021-2025. Therefore, the project must be completed in 2025.

According to Mr. Nguyen Manh Thang, Deputy Director of the Vietnam Road Administration (the investor), Quang Nam province needs to hand over a clean site for the railway overpass section by February 2025. This is because, according to the plan, this section must be completed by September 2025. If the site is not cleared, the project will be halted and the investment withdrawn to avoid wasting resources.
