“Envelope for registration” is wrongly written by accountants
According to research, this provisional invoice of Garage BV Canada (address at 29, Lane 15, Tran Phu Street, Ha Tinh City), charged for cars with control plate 38D** in red Kia Morning on May 11th.
The provisional invoice shows the amount of more than 5 million VND, of which car wash is 60.000 VND; envelope for registration of 1.000.000 VND; compulsory registration 480.000 VND; road and bridge costs 1.410.000 VND; registration fee 330.000 VND; fee for registration + removal of car bumper stickers 500.000 VND; Invoice debt on 5/5 is 1.310.000 VND.
Talking to VietNamNet, Ms. Bui Thi Oanh (Garage BV Canada manager) confirmed that the above provisional invoice is from the garage she is managing, temporarily calculated for a customer named P. (residing in Ha Tinh city).
Ms. Oanh said that on May 10, a customer named P. brought the car to the garage for inspection and asked the garage to bring the car in for registration. Then, the garage side sent someone to bring the customer's red Kia Morning 5D** to the 38D Motor Vehicle Registration Center in Huong Long Commune, Huong Khe District (Ha Tinh Province) for registration.
By the morning of May 11, the garage had issued a temporary invoice to the customer for 5 million VND. This female manager explained that the "envelope for registration" was due to the accountant's mistake or lack of writing.
“I directed the accountant to spend that 1 million dong for the mechanic, the worker's expense for the mechanic to bring the customer's car for registration. The content "envelope for registration" means wages for workers. Due to incomplete accounting, it was misunderstood,” said the female manager.
Before the question "Does the garage report the cost of pre-registration to the customer?", Ms. Oanh explained: "Usually customers come here, quote the price first to the customer before going to work, but this is a delicate matter because friends should not report the cost, it is obvious that when the car is registered, it will cost. Even when the job is done, I quote the price but they refuse to pay, I also pay for it, friends and each other, so it doesn't matter."
Ms. Oanh also said, this is the first time in the garage this case has happened. “I read the content written on the invoice and found it too sensitive. When we grasped the problem, we also asked the accountant to report the incident," added Ms. Oanh.
The registration center does not accept envelopes from customers
A representative of the investment group of the 3805D Motor Vehicle Registration Center said that after receiving information appearing on social networks about the "envelope for registration", the group asked the staff at the center but no one acknowledged it.
“I asked Mr. Phan Trong Doan, Director of the Registration Center, but Mr. Doan confirmed that it was not the case that the center received envelopes from customers. It is also possible that the garage side collects money from customers and then declares it, we do not know this. The center has invited the police to clarify to see who is wrong, that person will bear," the representative of the investment group said.
“Before operating the center, we thoroughly understood the brothers, clearly made a commitment, and asked the staff not to accept any money from guests other than the mandatory costs,” said a representative of this registration center investment group.
