By early July, all 13/13 grassroots-level trade unions had completed their congresses for the 2023-2028 term, achieving a 100% completion rate and exceeding the set plan. The success of these congresses has created an important foundation for the successful organization of the 16th Ninh Binh Provincial Trade Union Congress for the 2023-2028 term.
According to the Provincial Labor Union's assessment: The higher-level grassroots trade unions organized their congresses according to the program, plan, schedule, and progress. The dissemination of information for the congresses was comprehensive, both before, during, and after the congresses, using diverse and rich methods. In particular, the dissemination through social media platforms like Facebook and Zalo proved effective, spreading information widely to a large number of union members and workers. 100% of the delegates were eligible to attend the congresses. No unit received any complaints or denunciations regarding the eligibility of delegates.
The proceedings of the congress were conducted in accordance with the rules and regulations and fully covered the agenda. The discussions at the congress were of high quality, focused on key issues, and many contributions offered solutions to improve the quality of the workers' movement and trade union activities in the next term.
It is commendable that 100% of the units organizing the elections ensured adherence to the principles and regulations of the election; most units held elections in a single round, electing the required number of candidates and adhering to the correct structure. The number and quality of the Executive Committee and the Inspection Committee were ensured; the election of positions within the Executive Committee and the Inspection Committee of the District/City Federation of Labor and the Industry Trade Union was carried out in accordance with the procedures and regulations of the Vietnam Trade Union Charter.
Of these, 207 comrades were elected to the new Executive Committee with improved quality in both professional qualifications and political theory (including: 194 comrades with university or postgraduate degrees, 77 comrades with advanced political theory qualifications, and 89 comrades with intermediate political theory qualifications); 63 comrades were elected to the Standing Committee; 55 comrades were elected to the Inspection Committee; 13 comrades who served as chairpersons of the higher-level trade unions were re-elected, 100% of them having a university degree or higher, and 11 out of 13 comrades having advanced political theory qualifications.
This achievement is due to the close guidance of the Provincial Labor Union, especially the active issuance of guiding documents; the establishment of subcommittees and working groups to guide each specific content and readily resolve difficulties and obstacles for units before and during the organization of the congress.
At the same time, the Provincial Federation of Labor Unions selected two units to organize pilot congresses of higher-level grassroots trade unions, one representing the district and city level and the other representing the sectoral trade unions. Emphasis was placed on directing, guiding, and reviewing all aspects and procedures of the congresses, as well as evaluating and drawing lessons learned after the pilot congresses.
In addition, the district and city-level Labor Federations and industry-specific trade unions, in addition to effectively fulfilling their assigned functions and tasks, have proactively and meticulously prepared for the congresses, such as: establishing four subcommittees: documents, logistics, personnel, and propaganda to serve all stages of the congresses; developing a thorough personnel plan, paying particular attention to the proportion of women, age structure, capabilities, qualifications, and qualities of the staff elected to the Executive Committee, Standing Committee, and Inspection Committee, especially for key positions; and promoting the dissemination of information about the purpose and significance of the trade union congresses at all levels…
In particular, the directive instructed grassroots trade unions to organize and complete their congresses by April 15th, more than half a month ahead of schedule. Thanks to the high sense of responsibility of trade unions at all levels, the consensus of union members, and the support of Party committees and authorities in organizing the congresses, the higher-level trade unions directly above the grassroots level completed their congresses ahead of schedule.
Regarding preparations for the 16th Ninh Binh Provincial Trade Union Congress, term 2023-2028, Mr. Tran Kim Long, Vice Chairman of the Ninh Binh Provincial Federation of Labor, stated: To date, the document subcommittee has completed the draft report of the Executive Committee of the 15th Ninh Binh Provincial Federation of Labor and other documents to be presented at the 16th Ninh Binh Provincial Trade Union Congress. They are also seeking feedback on the draft reports to further refine and supplement them. The personnel, propaganda, and logistics subcommittees serving the 16th Ninh Binh Provincial Trade Union Congress have also proactively carried out their tasks according to plan, ensuring the set schedule. The 16th Ninh Binh Provincial Trade Union Congress, term 2023-2028, is expected to be held in October 2023.
