At 72 years old and with 44 years of Party membership, Mr. Ha Van Nap, the village elder and respected figure in Van Tan hamlet, Van Luong commune, Tan Son district, has always been a leading example in adhering to the Party's guidelines and policies, and the State's laws and regulations. He is a pillar of support and a shining example for the Muong people in this area, especially the younger generation, to follow.

Van Tan, with its unique characteristic of being the least populated area in the commune, has approximately 50% of its population belonging to the Muong ethnic group. However, it is also one of the areas with the highest living standards and economic development in the commune, thanks in no small part to the contributions of village elders and respected figures like Mr. Nap. Being directly involved with the people in the village, within families and clans, he always proactively understands the difficulties, obstacles, legitimate aspirations, and suggestions of his people, and then presents them to the Party Committee, government, Fatherland Front, and local departments and organizations for attention and assistance.

Having served as Party branch secretary for 10 years during a time when the people in the area faced hardship and difficulty, Mr. Nap felt an even heavier burden of responsibility. He constantly pondered how to lift the villagers out of poverty, what needed to be done to change the deeply ingrained mindset and practices of the people, so that they could adopt a new way of life and build a more civilized and prosperous village.

Implementing the National Target Program on building new rural areas, from 2017 to the present, he has actively propagated and mobilized people to donate land for inter-district roads and contributed hundreds of days of labor. At the same time, his family was also a pioneer in donating land to clear for inter-communal roads, thereby making trade and business more convenient for the people in the area. Pigs and chickens ready for slaughter, tea ready for harvest, can now be loaded onto trucks and easily transported to the main road without worrying about narrow, slippery, or muddy roads as before.

Playing a vital role in all aspects of social life, village elder Nấp is always wholeheartedly dedicated to the common good, mobilizing villagers to abandon outdated customs and practice family planning, creating significant changes in population control and reproductive health care in the locality. With his rich knowledge, especially about customs, traditions, and ethnic cultural identity, he, along with other elders in the area, actively preserves, maintains, and promotes the beautiful traditional customs and cultural identity of his ethnic group, building a culturally vibrant residential area. He always encourages and reminds his children and grandchildren to strive for excellence in their studies, encourages and mobilizes the people to participate in scholarship funds, and builds families and clans that promote learning, contributing to raising the knowledge and intellectual level of ethnic minorities.

His family was also one of the pioneering households in economic development.

Not only that, he also took the lead in production, helping and encouraging villagers to develop their family economies. Through hard work and perseverance, village elder Nấp pioneered farming and livestock raising while simultaneously preserving and protecting the rural environment. Currently, his family owns 2 hectares of tea plantations and raises buffaloes, pigs, and chickens, generating an income of over 50 million VND per year.

He shared: "To get people to listen to and follow me, I must first set a good example myself, because people only believe in concrete actions, so empty words are not enough. If I do things effectively in my family's economic development, then people will follow suit. If I want people to voluntarily donate land for roads, I must be the first to volunteer."

Like other respected figures in Van Luong commune, Mr. Nap has made and continues to make significant contributions to the socio-economic development of the locality. He has also helped the locality effectively implement ethnic policies, thereby promoting the development of ethnic minority and mountainous areas.
