Speaking at the discussion session on the afternoon of October 26, National Assembly Chairman Tran Thanh Man said that the workload of the National Assembly at the 8th Session is very large.
This requires the National Assembly to work harder and promptly remove difficulties and obstacles in the country's socio -economic development in the spirit of "clearing blockages and untangling difficulties".

Over the past time, the National Assembly has always accompanied the Government to innovate the law-making work to build a professional and long-lasting legal system.
If we want a professional and long-lasting legal system, the National Assembly deputies themselves must be proactive, determined, resolute, and determined. Therefore, the National Assembly Chairman asked the deputies to concentrate highly for 29.5 days, striving to review and pass 18 laws.
"Voters and people have high expectations for the 8th Session so that the National Assembly can decide on important issues related to socio-economic development and ensuring national defense and security. People believe that the National Assembly must work with all its might," the National Assembly Chairman emphasized.
Taking the time to analyze the shortcomings and limitations, pointing out the bottlenecks in socio-economic development in 2024, the National Assembly Chairman emphasized the need to accelerate and make breakthroughs in the remaining time of this year and 2025, creating a premise for the 2026-2030 period. The National Assembly must spread the spirit of the 10th Central Conference of the 13th tenure.
Unreasonable housing prices and real estate product structure
Pointing out a number of key issues that need attention in implementing socio-economic development tasks in the coming time, the National Assembly Chairman emphasized that the real estate and housing market still has many shortcomings.
The National Assembly Chairman stated that the results of the thematic supervision of "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023" by the National Assembly showed many issues that need to be overcome in the coming time.
Typically, the gap between housing prices and people's income is still too large, with the average housing price being 25 times the average income per capita of people in urban areas.
"Currently, we do not lack housing, there is plenty of supply, there is demand, but home buyers' ability to pay is difficult," the National Assembly Chairman pointed out.
Pointing out another shortcoming is that the real estate supply is also abundant, but the real estate product structure is unreasonable, the National Assembly Chairman said that at the end of 2023, for the apartment segment, the market has almost no affordable apartment projects (under 25 million/m2).

Regarding solutions in the coming time, the National Assembly Chairman emphasized preventing the downward trend of the real estate market combined with good control of the number of newly built houses.
Regarding promoting production and business, the National Assembly Chairman noted that it is necessary to pay attention to the capital market and create favorable conditions for people and businesses to borrow capital for development.
"Do banks create favorable conditions? Is it easy for people and businesses to access capital sources and complete loan procedures?", the National Assembly Chairman mentioned and emphasized that this is an issue that local National Assembly deputies must also strengthen supervision, promptly report to competent authorities about changes in the situation, without having to wait for the National Assembly's supervision delegation and National Assembly Committees.
At the same time, he requested to increase support for businesses facing difficulties and create conditions for private enterprises to develop.
"The development of private enterprises contributes greatly to the development of our economy. Some localities still have many land projects remaining. The Land Law, the Real Estate Business Law, and the Housing Law have come into effect, but many localities have not yet had documents guiding their implementation. The law is there, the decree is there, the circular is there, so now at the local level, the People's Council must issue documents within its authority to promptly implement them, and must provide quick guidance," the National Assembly Chairman emphasized.
