Disbursement of public investment projects remains low.

(HG) - The People's Committee of Hau Giang province announced that the total public investment plan for 2025, as assigned by the Prime Minister in Decision No. 1508 dated December 4, 2024, is VND 6,604.052 billion. The province has allocated VND 7,122.052 billion from the state budget for 2025; VND 518 billion higher than the amount allocated by the Prime Minister. To date, the allocation of VND 5,999.354/7,122.052 billion from the state budget has reached 84.23% of the plan, with VND 1,122.698 billion remaining unallocated. Currently, there are 19 projects that have not yet been submitted to the Provincial People's Committee for allocation in the 2025 plan, with a total capital of VND 473.749 billion.

Taking advantage of favorable weather conditions, construction units are determined to accelerate projects to meet disbursement requirements.

The total volume of work completed as of March 15, 2025 reached 535.885/7,122.052 billion VND, achieving 7.52% of the plan, which is 7.63% lower than the same period last year. The disbursed value reached 285.07/7,122.052 billion VND, achieving 4% of the plan, which is 11.12% lower than the same period last year.

According to the Provincial People's Committee, the disbursement rate remains low due to several main reasons, including: slow appraisal and approval of newly commenced projects; some investors not paying close attention to directing and completing procedures; and insufficient preparation for investment and project implementation. Compensation, support, and resettlement face many difficulties and obstacles regarding unit prices, compensation plans, and land acquisition procedures. This poses a significant challenge to the implementation of public investment projects. Some transitional projects, with complete procedures and underway, are experiencing delays in construction, acceptance, and payment.
