Solutions for business households when taxes change and capital is limited

(Dan Tri) - Since the beginning of 2026, hundreds of thousands of business households have switched to issuing electronic invoices and declaring and paying taxes online. The new regulations promote transparency but also create pressure for households to upgrade management, maintain cash flow and handle arising costs.

Pressure to convert according to Decision 3389 and great concern about lack of capital to maintain operations

Accompanying business households in the 60-day peak campaign of the tax industry,ACB is one of the pioneering banks to go to each facility, supporting business households to convert from lump-sum tax to declaration.

According to records, ACB's team of specialists has been deployed at many mobile support points with local tax authorities, focusing on resolving technical problems or concerns that business households often encounter such as setting up separate business accounts, limiting mistakes when summarizing revenue, installing and instructing on the use of sales software integrated with electronic invoices, supporting the activation of digital signatures, checking sales data, declarations, payments to avoid errors and providing preferential packages such as electronic invoices, digital signatures to reduce initial costs for business households.

According to experts, Vietnam currently has more than 5 million business households and contributes nearly 30% of the country's GDP. Despite their large scale, most households still rely heavily on their own capital, have little savings, and are not resilient to cost fluctuations.

Ms. Thanh K., a food store owner in Binh Thanh District (old), shared: "I know that I will have to make invoices and track transactions clearly in the near future, but to separate cash flow and import goods to prepare for Tet, I need continuous capital. Hot loans have high interest rates, and borrowing from relatives cannot maintain long-term capital flow."

In fact, many businesses are under capital pressure when they have to import large quantities of goods for the peak season while input costs are constantly increasing, causing working capital to quickly run out. Along with that, Decision 3389 requires separation of business cash flow, forcing businesses to manage income and expenditure more closely.

To help businesses avoid business interruption, ACB is implementing a separate production and business loan package for businesses suitable for each type and revenue of each household. Household owners can choose to borrow according to the limit to supplement working capital, borrow each time to invest in medium and long-term business capital or borrow to buy, build business locations, buy machinery, equipment, means of transport or borrow business overdraft depending on the import cycle and capital needs. When transacting regularly through an account at ACB, businesses can be granted an online overdraft limit of up to 100 million VND, for a term of 12 months.

For the production and business loan package, ACB offers a loan term of up to 30 years for fixed asset investment loans and a term of up to 24 months for working capital supplement loans. Household owners can choose a variety of repayment methods: repaying the capital at the end of the term, when due for short-term loans; paying the capital in monthly, quarterly or annual installments in equal or flexible steps (according to the growth trend of the household's income and business).

With competitive interest rates, loan limits that meet all capital needs, quick loan approval and flexible disbursement methods, disbursement at the counter or online, helping homeowners promptly turn around when the market moves unexpectedly.

Along with maintaining a stable capital flow, business households also need to solve the problem of cash flow management and tax declaration according to Decision 3389.

From 2024, ACB will develop the "Smart Ally" ecosystem to help businesses manage all operations on a mobile device, including: Managing multiple points of sale and decentralizing employees according to each function; Creating QR codes for each order, receiving transaction notifications immediately; Tracking inventory, cash flow, costs and profits in real time; Integrating sales software with electronic invoicing and online tax declaration and payment, in accordance with the requirements of Decision 3389.
