Solutions for household businesses when taxes change and capital is limited.

(Dan Tri Newspaper) - From the beginning of 2026, hundreds of thousands of business households will switch to issuing electronic invoices and filing and paying taxes online. The new regulations promote transparency but also create pressure as households must upgrade their management, maintain cash flow, and handle incurred expenses.

The capital-tax issue therefore becomes a source of concern and worry for household businesses.

Pressure to adapt to Decision 3389 and major concerns about a lack of capital to maintain operations.

In conjunction with the tax sector's 60-day peak tax campaign,ACB is one of the pioneering banks that went directly to individual businesses to support them in transitioning from lump-sum tax to declaration-based tax.

According to reports, ACB's team of specialists has been deployed at numerous mobile support points in collaboration with local tax authorities, focusing on resolving technical issues or concerns commonly encountered by business households, such as setting up individual business accounts, minimizing errors when compiling revenue, installing and instructing on the use of sales software integrated with electronic invoices, assisting with activating digital signatures, checking sales data, declarations, and payments to avoid discrepancies, and providing preferential packages such as electronic invoices and digital signatures to reduce initial costs for business households.

According to experts, Vietnam currently has over 5 million business households, contributing nearly 30% of the country's GDP. Despite their large scale, the majority of these households still rely heavily on their own capital, have little accumulated savings, and are less resilient to cost fluctuations.

Ms. Thanh K., the owner of a food store in the former Binh Thanh district, shared: “I know I will have to keep clear invoices and transaction records soon, but to separate cash flow and inventory for Tet (Lunar New Year), I need a constant flow of capital. Borrowing at high interest rates is expensive, and borrowing from relatives doesn't sustain a long-term cash flow.”

In reality, many businesses are under pressure from having to import large quantities of goods for the peak season while input costs are constantly rising, causing working capital to quickly deplete. Furthermore, Decision 3389 requires the separation of business cash flows, forcing businesses to manage their income and expenses more tightly.

To help businesses maintain their operations, ACB is implementing a separate business loan package tailored to each business type and revenue. Business owners can choose from various loan options, including credit lines to supplement working capital, installment loans for medium- and long-term business investments, loans for purchasing or constructing business premises, purchasing machinery and equipment, or business overdrafts, depending on their inventory cycle and capital needs. With regular transactions through their ACB account, businesses can be granted online overdraft limits of up to VND 100 million, valid for 12 months.

Specifically for business loans, ACB offers loan terms of up to 30 years for fixed asset investment loans and up to 24 months for working capital loans. Household owners can choose from a variety of repayment methods: repayment at maturity for short-term loans; monthly, quarterly, or annual installments using equal or flexible tiered payment methods (based on the income and business growth trends of the household).

With competitive interest rates, loan limits that meet all capital needs, quick loan application processing, and flexible disbursement methods—over-the-counter or online—households can promptly manage their finances when the market experiences unexpected changes.

In addition to maintaining a stable cash flow, business households also need to address the challenges of managing cash flow and filing taxes according to Decision 3389.

Since 2024, ACB has been developing the "Smart Ally" ecosystem to help business households manage all operations on a single mobile device, including: managing multiple sales points and assigning employee permissions by function; creating QR codes for each order and receiving instant transaction notifications; tracking inventory, cash flow, expenses, and profits in real time; and integrating sales software with electronic invoicing and online tax declaration and payment, in accordance with the requirements of Decision 3389.

Household owners also receive many additional benefits such as: a refund of 568,000 VND on the Ting Ting speaker, a gift of the QR Smart Alliance publication set, and discounts up to 300,000 VND upon opening and receiving money via the Lucky Fortune account - an account with auspicious numbers 68, 86, and a lucky draw code for the Great Fortune Lucky Wheel, with a grand prize worth 68 million VND.

The transition period under Decision 3389 places pressure on business households to both ensure cash flow and transparent management. The combination of flexible loan packages and ACB's store management solutions helps business households secure timely capital and operate in accordance with regulations, opening up a more proactive path to overcome the transition period and seize business opportunities.
