At the press conference announcing the results of the 5th Session of the 15th National Assembly on the afternoon of June 24th, the press raised the question of whether the requirements set forth in the general resolution of this session were sufficient to overcome the situation of shirking responsibility, avoiding accountability, and a lack of responsibility among some officials and civil servants in performing their duties.

In addition, appraisal, valuation, and other areas have been the subject of recommendations and proposals from inspection, supervision, auditing, investigation, prosecution, trial, and enforcement agencies, as well as numerous difficulties and suggestions from localities, citizens, and businesses.
According to the Secretary General of the National Assembly, this work will identify and specifically determine conflicting, overlapping, loophole-ridden, and inadequate regulations, as well as problematic issues in relevant laws and sub-laws, and report the results of the review to the National Assembly at the 6th Session of the 15th National Assembly.
At the same time, promptly direct the amendment and supplementation, within their authority, of sub-legal documents that are no longer appropriate, or propose to the National Assembly the amendment, supplementation, or promulgation of new laws and resolutions related to these matters.
Mr. Bui Van Cuong added that the National Assembly also requested the acceleration of decentralization and delegation of power in accordance with regulations, coupled with increased inspection, auditing, and supervision; enhancing the responsibility of leaders; promptly and effectively addressing the situation of shirking responsibility, avoiding accountability, and irresponsibility among some officials and civil servants; and strictly handling violations.
" Therefore, the solutions are relatively complete in order to limit the avoidance and fear of responsibility among a segment of officials and civil servants ," the Secretary General of the National Assembly said.
To clarify further, Mr. Trinh Xuan An, a full-time member of the National Assembly's Committee on National Defense and Security, stated that this is the first time the National Assembly has included this issue in an official resolution.
Citing the National Assembly's assessment in the resolution: " In particular, the shirking, avoidance, and irresponsibility of a segment of officials and civil servants in performing their duties have led to delays in resolving issues, causing public dissatisfaction, " Mr. Trinh Xuan An acknowledged this as a very direct and straightforward assessment.
Regarding solutions, Mr. Trinh Xuan An stated that the National Assembly requested the early proposal or issuance, within its authority, of a document specifying mechanisms to encourage and protect officials who dare to think, dare to act, and dare to take responsibility for the common good.
According to Mr. Trinh Xuan An, the issuance of this document will resolve the issues of shirking responsibility, avoiding accountability, and irresponsibility in the performance of official duties.
Expressing his personal opinion, National Assembly representative Trinh Xuan An also suggested that a business-like management approach should be applied to state agencies, namely product quotas, targets, and sales quotas, so that all levels, officials, and civil servants must implement them, avoiding shirking responsibility.
