
This afternoon, the 17th session of the Provincial People's Council continued its working program with a discussion session in the hall. Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council directly chaired the discussion session in the hall.
Opening the discussion session at the hall, delegate Le Kim Chung (Quynh Luu district constituency) raised the opinion of voters of Quynh Thuan commune reflecting that in the commune, Nghe An Salt and Mineral Company was granted a Certificate of land use rights for nearly 7,000 hectares for production and business purposes by the Provincial People's Committee, however, this area has been abandoned for many years; while the kindergarten has a narrow area, it is recommended that the Provincial People's Committee inspect, reclaim, and return it to local management to expand the kindergarten campus and serve other purposes.

Along with the opinion of delegate Nguyen Kim Chung; through listening and synthesizing the opinions of voters in localities in the province, chairing the session, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council also raised the issue of granting and exchanging Land Use Right Certificates for people in localities with difficulties and problems; requesting the head of the Department of Natural Resources and Environment to explain and clarify, and at the same time focus on directing consulting units to coordinate with localities to measure, declare, and correct errors in centralized measurement, creating conditions for granting and exchanging Land Use Right Certificates for people. At the same time, pay attention to granting Land Use Right Certificates for 200 households of the Dan Lai ethnic group in Mon Son commune, Con Cuong district.

Receiving and explaining issues under the management authority of the industry, Director of the Department of Natural Resources and Environment Hoang Quoc Viet admitted that the opinion of delegate Le Kim Chung was completely accurate. Nghe An Salt and Minerals Company was granted a Certificate of Land Use Rights in 2014 by the Provincial People's Committee to use as a salt warehouse, but has not yet used it. Currently, the Provincial People's Committee has established inspection teams for projects that are behind schedule and the Department of Natural Resources and Environment will conduct inspections and recommend the Provincial People's Committee to include them in the inspection list. If they violate the law on land management and use and are eligible for revocation, they will advise the Provincial People's Committee to repossess them and hand them over to the locality for management and use for other purposes.
The Director of the Department of Natural Resources and Environment also affirmed that the industry's responsibility will continue to direct consulting units to coordinate with local authorities to conduct land data measurement to issue and exchange Land Use Right Certificates for people; however, the main responsibility belongs to the district and commune authorities in updating and preparing records; it is necessary to have a positive two-way coordination relationship between local authorities and consulting units, not the main responsibility of the consulting unit.

Regarding the issuance of Land Use Right Certificates to 200 households of the Dan Lai ethnic group in Mon Son commune, Con Cuong district, when carrying out the marking and transferring the right to manage and use land to Pu Mat National Park, including more than 400 hectares used by people in 2 villages of Mon Son commune. To issue Land Use Right Certificates to 200 households here, the Department of Natural Resources and Environment worked with Pu Mat National Park to guide the implementation of extracts and measurements for collection; after that, the Department will continue to guide the district to prepare documents for the people.
