The Director of the Department of Natural Resources and Environment explains his responsibility in issuing land use right certificates.

This afternoon, the 17th session of the Provincial People's Council continued its work program with a discussion session in the assembly hall. Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council - directly chaired the discussion session in the assembly hall.

Opening the discussion in the assembly hall, delegate Le Kim Chung (from the Quynh Luu district constituency) raised concerns from voters in Quynh Thuan commune regarding the Nghe An Salt and Mineral Company, which was granted a land use right certificate by the Provincial People's Committee for nearly 7,000 hectares for production and business purposes. However, this area has been left fallow for many years. Meanwhile, the kindergarten has limited space, and the delegate requested the Provincial People's Committee to inspect, revoke the certificate, and return the land to local management to expand the kindergarten's grounds and serve other purposes.

In conjunction with the opinion of delegate Nguyen Kim Chung, and after listening to and summarizing the opinions of voters in localities throughout the province, the chairman of the session, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council, also raised the issue of difficulties and obstacles in issuing and exchanging land use right certificates for people in localities. He requested the head of the Department of Natural Resources and Environment to explain and clarify the matter, and at the same time, focus on directing consulting units to coordinate with localities to measure, declare, and correct errors in centralized surveying, creating conditions for issuing and exchanging land use right certificates for people. He also requested attention to issuing land use right certificates to 200 households of the Dan Lai ethnic group in Mon Son commune, Con Cuong district.

Responding to and explaining issues within the department's management authority, Director of the Department of Natural Resources and Environment Hoang Quoc Viet acknowledged that the opinion of delegate Le Kim Chung was entirely accurate. The Nghe An Salt and Mineral Company was granted a land use right certificate by the Provincial People's Committee in 2014 for use as a salt warehouse, but it has not been used to date. Currently, the Provincial People's Committee has established inspection teams to examine projects with delayed progress, and the Department of Natural Resources and Environment will conduct inspections and recommend that the Provincial People's Committee include the project under review. If violations of land management and use laws are found and conditions for land reclamation are met, the Department will advise the Provincial People's Committee to revoke the land and transfer it to the local authorities for management and use for other purposes.

The Director of the Department of Natural Resources and Environment also affirmed that the department will continue to direct consulting units to coordinate with local authorities to conduct land data surveys for the issuance and exchange of land use right certificates for people; however, the main responsibility lies with the district and commune authorities in updating and compiling records; a positive two-way cooperation between local authorities and consulting units is needed, rather than the primary responsibility of the consulting units.

Regarding the issuance of land use right certificates to 200 households of the Dan Lai ethnic group in Mon Son commune, Con Cuong district, the process of demarcating and transferring land management and use rights to Pu Mat National Park included over 400 hectares used by residents in two villages of Mon Son commune. To issue land use right certificates to these 200 households, the Department of Natural Resources and Environment worked with Pu Mat National Park to guide the extraction and surveying of land for reclamation; subsequently, the Department will continue to guide the district in preparing the necessary documents for issuance to the residents.
