Strengthen market inspection and control.
In recent times, the Ministry of Industry and Trade has intensified inspections and checks on price listing and sales at the listed prices; closely monitored the circulation of goods to detect and strictly handle acts of speculation, hoarding, and price gouging. The Ministry has directed market management forces to strengthen market inspections and controls for key goods and sectors.
The Ministry also organized working groups to survey the market situation and work with the Departments of Industry and Trade in provinces and cities nationwide to urge and guide efforts to improve the effectiveness of combating smuggling, counterfeit goods, and trade fraud during the peak period.
Through this, the Ministry of Industry and Trade acknowledges that the Departments of Industry and Trade of provinces and cities have basically implemented comprehensive and timely solutions to support businesses in building plans for stockpiling essential goods, bringing goods at reasonable prices to rural areas and remote regions, and promoting the campaign "Vietnamese people prioritize using Vietnamese goods"...
Simultaneously, market management forces nationwide have developed a plan for a high-intensity campaign against smuggling, trade fraud, and counterfeit goods. They are strengthening market inspections and controls regarding the quality, origin, and provenance of goods.
Inspect the implementation of price listing and sales at listed prices, as well as speculative activities, hoarding, and unreasonable price increases, especially in the e-commerce environment. Focus on items with high demand during holidays and Tet (Lunar New Year), essential goods, and goods that may pose a health risk. Specific items include: food, cigarettes, e-cigarettes, pharmaceuticals, medicinal herbs, cosmetics, gasoline, oil, gold, etc.
Strengthening coordination and accelerating digital transformation.
The Ministry of Industry and Trade affirms that in the coming period, it will continue to improve institutions and laws, review, amend, and supplement regulations that are still inadequate, especially in the fields of e-commerce and product origin; and enhance the deterrent effect of penalties. At the same time, it will research mechanisms and policies for upgrading support tools in market management and other conditions to facilitate digital transformation in public service.
Enhance the effectiveness and efficiency of state management and law enforcement, and improve forecasting of violations and trends. Strengthen focused and targeted inspections, concentrating on combating counterfeit goods, intellectual property violations, and food safety in e-commerce, paying attention to essential goods, goods with potential safety risks; and areas, locations, and distribution channels with a high risk of violations.
Shift strongly from traditional management models to data-driven and digital technology- based management; build a digital anti-counterfeiting task force aimed at online enforcement; develop a practical and effective manual for inspecting and handling administrative violations.
The Ministry of Industry and Trade further stated that it is currently developing a code of conduct for e-commerce platforms, aiming to strengthen coordination between enforcement agencies, rights holders, and e-commerce platforms, and to enhance the responsibility of e-commerce platforms in detecting and removing counterfeit products, intellectual property violations, and food safety violations on their platforms.
Promote data sharing among ministries, departments, and agencies; strengthen inter-sectoral and inter-level coordination, especially between market management forces, police, customs, tax authorities, and specialized management agencies, intellectual property agencies, testing and inspection units, as well as cooperation from businesses. Strengthen inter-sectoral coordination with the Ministry of Public Security , the Ministry of Science and Technology, and relevant ministries and agencies; promote mechanisms for information exchange, early warning, and rapid handling of serious and complex cases.
Diversify forms of propaganda and communication; promote the role of businesses in registering data on genuine products and providing identification tools; replicate practical and visual communication models to help people identify counterfeit goods, especially identification skills when shopping online, and raise awareness of safe and legal consumption.
