Education and training of cadres and party members

In recent times, Party committees and organizations in the province have had many solutions to strengthen political and ideological education, management, and training of cadres and Party members. Thereby contributing to improving the leadership capacity and fighting strength of grassroots Party organizations; effectively preventing and combating "self-evolution" and "self-transformation" among cadres and Party members.

The Provincial Party Committee organized a conference to study, disseminate and learn the work "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong to cadres and party members in the whole province, March 2023.

As the locality with the largest number of cadres and party members in the province, Ha Long City always focuses on innovating the content and improving the quality of political and ideological education for cadres and party members in a proactive, practical and drastic manner; focusing on building and rectifying the party right from the party cell.

Most notably, the city has focused on innovating the work of studying, disseminating and thoroughly understanding the Party's resolutions, directives and regulations. Since the beginning of the 2020-2025 term, the city has organized 90 preliminary and summary conferences on the implementation of the Party's resolutions and directives in a proactive, timely and serious manner, ensuring scientific nature and suitability to the local practical situation; 14 political and ideological activities associated with strong propaganda of activities to celebrate and commemorate major holidays and events. In addition to thematic dissemination conferences, the Standing Committee of the City Party Committee regularly disseminates and immediately deploys new directives at the Party Committee and Standing Committee conferences; disseminates and disseminates on the city's information infrastructure and social networks, ensuring speed and timeliness.

Political and ideological education, theoretical research, and summarizing practices have been given attention through innovation in content and programs as well as opening more training classes, fostering political theory, and updating knowledge for cadres and party members. Since the beginning of 2020, the City Political Training Center has opened 178 training classes for nearly 20,000 students. Every year, the city organizes many seminars on studying and following Ho Chi Minh's ideology, morality, and style; directs party committees and organizations at all levels to register to implement models and tasks of collectives and individuals in studying and following Uncle Ho; guides grassroots party cells and committees to write reports and commitments after studying resolutions and directives, in the direction of classifying subjects, clearly defining responsibilities and tasks, linking with implementation plans and overcoming shortcomings and limitations; Organize supervision of the head of the Party Committee in directing and organizing the implementation of resolutions and instructions of the higher-level Party Committee.

The city has consolidated, promoted the role, and improved the operational efficiency of Steering Committee 35 in conjunction with implementing Resolution No. 10-NQ/TU of the Provincial Party Committee, especially in refuting false, reactionary, and contradictory arguments that are detrimental to the ideological situation and public opinion; fighting on cyberspace; key and central directions, issues of interest to the people and public opinion are promptly and proactively informed, propagated, and oriented.

Party organizations at all levels in the province always pay attention to and have many contents, forms, and measures to educate and train Party members to become "both red and professional". The work of thoroughly grasping and studying the Party's resolutions, directives, and regulations on Party building and rectification and the political system is propagated and disseminated to all Party members; in Party activities, democracy and collective intelligence are always promoted, the spirit of solidarity and unity in perception and action is upheld throughout the unit; the work of inspecting and supervising Party members is strictly implemented by Party committees and organizations in accordance with the Party's regulations and instructions, especially for Party members showing signs of violations.

Party committees and organizations have integrated the content of evaluating and commenting on the performance of Party members with timely commendation and encouragement of Party members to perform their tasks well; assigning and delegating tasks to comrades in the Party committee to monitor and help Party members perform their tasks. In particular, the work of forecasting and grasping the ideological situation of Party members in work and life has been carried out regularly, with focus and key points; Regularly inspect and supervise the implementation of Resolution 4 of the Central Committee (term XI, term XII) in conjunction with Conclusion No. 01-KL/TW of the Politburo "On continuing to implement Directive No. 05-CT/TW of the Politburo", Regulation No. 04-QD/TU of the Provincial Party Committee "On training and preserving moral qualities and lifestyle; no degradation, "self-evolution", "self-transformation" for cadres and party members" at affiliated Party Committees... Thereby, helping Party committees, Party organizations and leaders promptly detect and correct negative manifestations.

The focus on strengthening management, education and training has contributed significantly to raising awareness of Party building and rectification work for cadres and party members, promoting the exemplary role of cadres and party members, especially leaders. According to the Summary Report on 5 years of implementing Resolution No. 10-NQ/TU of the Provincial Party Committee "On some solutions to innovate and improve the quality and effectiveness of ideological work in the new situation", it is clearly stated that: The awareness of cadres and party members is increasingly correct and complete about the role of Party building work in terms of political ideology, ethics and lifestyle. The cadre team has been consolidated and improved; working capacity and qualifications have been improved. Signs of degradation in ideology, politics, ethics and lifestyle among cadres and party members have been initially warned and prevented; In particular, violations are strictly handled, contributing to Party building, building a clean, strong, comprehensive political system, and consolidating people's trust in the Party's leadership.
