Numerous instances of irresponsible behavior have been observed.
As the first urban railway line of the Ho Chi Minh City Metro system, the Ben Thanh - Suoi Tien line (Metro Line 1) is expected to open a new chapter in the development of a civilized and modern transportation infrastructure, while contributing to creating a new urban landscape for the city. After more than 4 months of operation, Metro Line 1 has received many positive feedbacks from the public, such as: punctuality, cleanliness, safety, convenience, and security… In particular, the line helps people travel conveniently, quickly, safely, and avoid traffic congestion.
However, alongside the positive feedback, Metro Line 1 has also seen many unpleasant incidents involving the inconsiderate behavior of some passengers. A prime example is the incident on March 12th, where a man climbed onto the handrails and metal bars inside the train carriage to perform pull-ups, despite numerous passengers repeatedly warning him to be careful.
Immediately after receiving the complaint, security personnel quickly approached, but the man had already left the train. Verification by authorities revealed the man to be a passenger (born in 1989, from Thu Duc City), currently residing abroad. Mr. T.'s actions were determined to be disturbing public order and posing a potential safety risk to passengers. Authorities stated that they will summon him for questioning and take strict legal action if he returns to Vietnam in the near future.
Notably, this is not the first time Metro Line 1 has witnessed such inappropriate behavior. Earlier in January, a video circulated on social media showing a young man hanging from handrails and metal bars to do pull-ups and exercise inside a train carriage. In addition, the operating staff frequently detects many inconsiderate behaviors and violations of Metro culture, such as taking inappropriate photos, bringing food and drinks inside, littering, and crossing safety lines.
Building a public transport culture starts with small actions.
In reality, the issue of inconsiderate behavior in public places is not uncommon in our country, especially on public transportation such as buses and trains. These behaviors not only inconvenience other passengers but also negatively impact the overall image of public transport. Because of concerns about such inconsiderate behavior, many people hesitate to use public transport, preventing it from becoming a truly widespread habit.
Given the current situation, building a modern and civilized public transportation culture has become an urgent requirement. In 2023, with the goal of improving the quality of Hanoi's bus services and building a "Safe - Civilized - Friendly" bus culture, the Hanoi Transport Corporation (Transerco) issued a "Code of Conduct specifically for bus drivers, service staff, and passengers." This code of conduct has reached a large number of bus users from various social classes and age groups, contributing to guiding behavior, raising ethical standards, and promoting culturally appropriate conduct when using public transportation, especially buses.
Similarly, for other forms of public transportation, building and promoting a public transportation culture is also receiving attention. Operating units are increasingly focusing on issuing rules and regulations guiding passengers on proper behavior on trams, trains, or airplanes. However, no matter how comprehensive the regulations are, they are only guidelines; the most important thing remains the self-awareness and sense of responsibility of each passenger in adhering to public transportation etiquette.
According to reader Gia Bao (27 years old, Ho Chi Minh City), the irresponsible behavior of people swinging on the horizontal bar and exposing themselves on Metro Line 1 highlights the urgent need to build a modern and civilized public transportation culture. “With the expectation that the Metro system will continue to develop, I hope that each passenger will contribute to building a public transportation culture through small actions, thereby preserving the hope for a civilized and modern transportation system.”
