A solid national defense and security posture.

Lam Dong is known not only for its majestic natural landscapes and mild climate but also for its rich and unique cultural heritage. At a meeting with the Provincial Party Standing Committee before the implementation of the two-tiered local government model, General Secretary To Lam affirmed: History is bestowing upon Lam Dong unprecedented potential, resources, and opportunities for development. This development must be based on a solid foundation of national defense and people's security. A stable political environment and maintained social order and safety will create confidence for investors, promoting the synchronized and sustainable development of the economy, culture, tourism, and social welfare.

The new development space has brought about many changes in Lam Dong province in ensuring security and order. Venerable Thong Tao, residing in Lam Giang village, a predominantly Cham ethnic minority community in Ham Thuan Bac commune, stated: "The government is now closer to the people, and security and order are better." Venerable Thong Tao cited the example of Lam Giang village, where the drug situation used to be complex. However, since the establishment of Lam Dong province, authorities have taken stronger action, resulting in a significant reduction in this problem. "At this rate, social vices will have no place to thrive, families will be peaceful, and this will contribute to the development of a more civilized and prosperous locality," Venerable Thong Tao expressed.

At the first Provincial Party Congress, for the 2025-2030 term, the Provincial Party Committee assessed that: In the past period, the province has achieved many important and comprehensive results in ensuring security, order, and national defense, contributing to maintaining political stability and creating a solid foundation for socio -economic development. Party committees and authorities at all levels have thoroughly understood and effectively implemented the Party's guidelines and policies, and the State's laws and regulations on national defense and security; proactively concretizing them through programs and plans closely aligned with local realities.

The organization and development of the armed forces have received special attention. The restructuring of local military agencies has been completed in the direction of being "lean, efficient, and strong," meeting the requirements of the new situation. The all-people national defense system and the all-people national defense posture, linked with the people's security posture, continue to be strengthened, closely connected with building a solid "people's support" posture. The potential and capabilities of provincial defense zones are gradually improved; the work of building militia and reserve forces ensures sufficient quantity and increasingly better quality. Recruitment and national defense and security education have achieved outstanding results, fulfilling 100% of the annual recruitment targets.

In the field of security and order, functional forces proactively grasped the situation, promptly detected, combated, and effectively prevented "peaceful evolution" plots, preventing the formation of opposition political organizations in the area. Many solutions were implemented synchronously to neutralize the activities of reactionary organizations, opposition groups, and extremist religious and ethnic groups; focusing on resolving complex cases, especially in ethnic minority areas. The fight against crime was intensified with many intensive campaigns to attack and suppress criminal offenses, drug trafficking, and illegal lending; fire prevention and control, and ensuring traffic safety showed clear improvements, with traffic accidents decreasing across all three criteria...

Creating a foundation for growth

At the First Provincial Party Congress, term 2025-2030, Comrade Y Thanh Ha Nie Kdam - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee - directed: The overarching goal is to strive to build Lam Dong into a moderately developed province by 2030, one of the dynamic growth poles of the region in the era of national development. In particular, the Provincial Party Secretary highly appreciated the important role of ensuring security and order, creating a stable environment for the province's socio-economic development.

Ensuring national defense and security is one of the six groups of tasks and solutions set forth by the First Provincial Party Congress to achieve the goals of the resolution for the 2025-2030 term. Accordingly, the province will strengthen its national defense and security potential; closely combine building a people's national defense posture with a people's security posture, linked with building a solid "people's support" posture. The province will build armed forces with firm political resolve, absolute loyalty to the Party and the People, serving as the core in the cause of protecting national security. At the same time, the province will consolidate the reserve forces, militia and self-defense forces, and forces participating in protecting security and order at the grassroots level; build a permanent militia naval squadron and border militia checkpoints in adjacent residential areas.

Lam Dong province proactively monitors the situation, avoiding passivity and surprises; promptly combats, prevents, and thwarts all conspiracies and subversive activities of hostile and reactionary forces. The province intensifies the fight against all types of crime and social evils; improves the effectiveness of fire prevention, firefighting, rescue, and relief work; ensures traffic order and safety; and promptly and lawfully resolves complaints and denunciations from citizens.

Furthermore, we will continue to effectively implement foreign policy and international integration according to Resolution No. 59-NQ/TW; consolidate peaceful and stable border relations with Cambodia; and expand relations with other countries and international organizations. We will strengthen propaganda and raise awareness about the sea, islands, and international integration; proactively attract selective foreign investment, prioritizing high-tech, clean, efficient projects with high added value and linked to global supply chains. We will innovate cultural diplomacy, promote the image and strengths of the locality; strengthen international economic cooperation, leverage external resources, boost exports, and support businesses in expanding markets, thereby contributing to socio-economic development and improving the lives of the people.

Provincial Party Secretary Y Thanh Ha Nie Kdam affirmed: "Continuing to focus on building and strengthening the all-people national defense posture in conjunction with the people's security posture, maintaining political security, social order and safety, and firmly protecting border sovereignty will create a solid foundation for Lam Dong's stable and sustainable development."

The province has identified key tasks for implementing the action program to ensure national defense and security for the period 2025-2030: issuing and implementing the project on developing applications of population data, electronic identification and authentication, serving national digital transformation in the province; implementing the national target program on drug prevention and control until 2030; and striving to achieve the goal of a drug-free province by 2030.
