Adjusting the national land use plan requires balancing land use indicators, while maintaining the stability of rice-growing land to ensure national food security.
On the morning of October 23rd, continuing the 8th session, the National Assembly heard the Minister of Natural Resources and Environment present a summary report on submitting to the National Assembly a decision on the policy of adjusting the National Land Use Planning for the period 2021-2030, with a vision to 2050. Minister of Natural Resources and Environment Do Duc Duy stated that, according to the provisions of the 2024 Land Law, the Government will submit to the National Assembly an adjustment to the national land use planning with the main contents including: (i) Adjusting 8 land use indicators including: Agricultural land group (including land for rice cultivation, special-use forest land, protection forest land, and production forest land that is natural forest); non-agricultural land group (including land for national defense and security); (ii) not submitting the national land use plan for approval to the National Assembly. According to Mr. Do Duc Duy, calculating and determining the eight land use indicators in this revised national land use plan requires a thorough review and balance of land use indicators across sectors, fields, and localities. Priority should be given to allocating land for national defense and security purposes, maintaining stable rice-growing land to ensure national food security, strictly managing forest land, and maintaining forest cover to contribute to environmental protection, climate change adaptation, and sustainable development goals. Presenting the verification report on this matter, Mr. Vu Hong Thanh, Chairman of the National Assembly's Economic Committee, stated that the Economic Committee found the Government's proposal to adjust the national land use plan to be consistent with the National Assembly's requirements, especially in the context of Vietnam preparing to implement several important national projects (such as the North-South high-speed railway project). Therefore, the Economic Committee agrees with the necessity of adjusting the National Land Use Planning based on the grounds and content as presented in the Government's submission. The Economic Committee proposes that the Government assess the impact of policies and laws on the implementation of land use targets; continue to review and clarify the reasons for proposing adjustments to land use planning targets, ensuring they align with practical needs. In addition, it is necessary to review and update data to increase accuracy and persuasiveness, clarify the impacts of the adjusted land use planning on urbanization and infrastructure development; and thoroughly review local land use needs and develop appropriate allocation plans. At the same time, it should be noted that the planning and adjustment process must ensure the strategic directions of the Party and the State in maintaining rice cultivation land area, forest cover, and paying attention to allocating residential and production land for ethnic minorities, as well as land for responding to climate change phenomena such as landslides, flooding, and land sedimentation. The Economic Committee agrees with the Government's proposal to include this policy in the Resolution of the 8th Session of the 15th National Assembly. However, some opinions suggest that the Government should urgently prepare and adjust the Plan to submit to the National Assembly at the May 2025 session.
